About this file

This document is an RFI (Request for Information) Answer Clarification related to certification requirements for coatings and surface preparation contractors. The clarification addresses specification sections 09 90 00 – 1.5.2 and 09 97 13.27 – 1.4.5.8, specifically regarding professional certifications. The document confirms that SSPC QP-1 certification remains a required credential for the coatings and surface preparation contractor, while allowing flexibility for quality control oversight by providing alternative inspector certifications such as NACE Level 3 or SSPC QP-5.

The clarification details the purpose of each certification: SSPC QP-1 evaluates a contractor's capability to perform surface preparation and coating application on complex structures, while SSPC QP-5 and NACE certifications are for coating inspectors and quality control personnel. The document acknowledges industry concerns about the specificity of the SSPC QP-1 requirement, noting it is primarily designed for heavy industrial bridge/marine applications, and mentions the potential future obsolescence due to the merger of SSPC and NACE into AMPPP.

RFI Answer Clarification

5. 09 90 00 – 1.5.2 & 09 97 13.27 – 1.4.5.8: Please consider removing the SSPC QP-1 certification requirement or accepting alternate qualifications such as NACE Level

3. Very few commercial contractors nationwide have this as it is primarily meant for heavy industrial bridge/marine applications and it will limit competition/increase price considerably. It is also worth noting that this certification may be soon obsolete due to the merger of SSPC and NACE forming AMPPP.

NACE Level 3 is an acceptable alternate qualification for SSPC QP-5. SSPC QP-1 is still a required certification for the coatings and surface preparation contractor. The coating contractor must be SSPC QP-1 certified, but has the option of using a NACE Level 3 or SSPC QP-5 certified inspector for their Quality Control oversite.

Clarification for each:

- SSPC QP-1: This accreditation is a widely recognized program that evaluates the contractor’s capability to perform surface preparation and coating application in the field on complex structures.

- SSPC QP-5 and NACE are certifications for the coating inspector or Quality Control. Either of these certifications will be acceptable for the Quality Control oversite for the coating surface preparation and application.
