About this file
This document is a Questions and Answers file for a Land Mobile Radio (LMR) Antenna Tower Preventative Maintenance Inspection contract with the Department of the Air Force Air Education and Training Command. The opportunity involves performing preventative maintenance on a 144-foot steel monopole tower with thirteen total antennas (eight on the tower and five on building 932), requiring sweep tests, non-destructive visual inspections, and structural/grounding checks per Telecommunications Industry Association (TIA) standards.
Key details include a projected start date of September 30, 2025, with work to be completed within 60 days of award. The contract is a new procurement, not a recompete. The government will not discuss pricing, instructing vendors to quote accordingly. The Q&A document clarifies maintenance expectations, which include detailed antenna inspection procedures such as removing weatherproofing, checking connectors, performing sweep tests, and documenting any required follow-up actions. The solicitation is expected to be awarded within two weeks of the Q&A document's date (September 19, 2025).

LMR Antenna Tower PMI Questions and Answers 09/19/2025
1. Are there any photos available for this tower/site?
Answer: Yes, Attached below.
2. Are CDs or other structural drawings available for this tower?
Answer: No.
3. When it comes to antennas they are usually working or not working. We can visually check the antenna, mount, and connectors along with a sweep test on the lines, but not sure what more is expected in “preventive maintenance”.
Answer: Expectation is sweep test and non-destructive visual inspection shall be performed on all antennas. If either indicates any abnormal issues a more thorough check would be performed on the affected antenna(s). This would involve removal of wrapping (weatherproofing), connector check (disconnect, check, sweep with terminator, clean, reconnect), and re-weatherproof. If this action does not resolve the issue, document the discrepancy and recommend fix action on the report for later resolution.
4. In Item 1.2.1 in the SOW for the Antenna PMI, it states perform preventative maintenance on the thirteen (13) antennas. Can you clarify what preventive maintenance is required?
Answer: Expectation is sweep test and non-destructive visual inspection shall be performed on all antennas. If either indicates any abnormal issues a more thorough check would be performed on the affected antenna(s). This would involve removal of wrapping (weatherproofing), connector check (disconnect, check, sweep with terminator, clean, reconnect), and re-weatherproof. If this action does not resolve the issue, document the discrepancy and recommend fix action on the report for later resolution.
5. LWI did not see a proposal/submission requirements list. We did see a pricing sheet referenced, but not attached….apologize if I missed it. Is there a specific submission compliance list or proposal requirements list/items you are looking for?
Answer: This is for a service, not items.
6. Is there a pricing or contract value range that is being considered for this effort?
Answer: The U.S. Government will not discuss pricing, quote accordingly.
7. Is this expected to be awarded in the next two weeks?
Answer: Yes.
8. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Answer: New contract.
