FA302223Q0300 – HQ AFPAA FY23
Q.1. Can you please confirm that offerors without relevant past performance will not be evaluated unfavorably, IAW FAR 15.305(2)(iv)?
A.1. No, you will not be evaluated unfavorably. However, you should be able to respond with up-to-date past performance from the work you have performed since your company has formed.
Q.2. Is there an incumbent?
A.2. Yes, there is an incumbent.
Q.3. If so, are they eligible to re-compete for this solicitation?
A.3. Yes, they are eligible to submit a response for this solicitation.
Q.4. Do you know if they plan to recompete?
A.4. At this time, we do not have any indication whether or not, the incumbent will respond.
Q.5. Would you be able to provide the instruction regarding proposal submission, format, and medium?
A.5. The Solicitation is located at SAM.gov under the notice ID “FA302223Q0300”. Please review the attached Performance Work Statement and other requirements carefully. Respond to this RFQ by completing the below quotation template or a company format that includes the information in the quotation template. FOB Destination is encouraged and preferred. Payment terms will be Net 30 unless otherwise stated. Include all applicable Government discounts.
Q.6. Is a technical volume required? If so, what format and page limitations?
A.6. A technical volume specifically is not required; however we will need you to provide information that shows you are technically capable of performing this requirement. PDF or Microsoft word would be the most preferable formats for that information. There is also 12 page limitation
Q.7. Which areas of the PWS should be addressed and is the government only looking for pricing?
A.7. The government is evaluating offers as price, past performance, technical acceptance, and how all three conform to the performance work statement (PWS). These evaluation factors and their descriptions can be found on page 2 of Attachment 1. provisions and clauses. The areas of the PWS that should be addressed are any areas that you perceive will affect the three evaluation criteria.
Q.8. Who is the incumbent and what is the contract number for the existing contract?
A.8. The incumbent contractor is Management Solutions Inc. (MSI) and the current award number is
FA302218F0018.

Q.9. Is the 100% small business set aside at the $8M size standard a new requirement for this PWS or is the existing contract with the incumbent also a 100% small business set aside? If not, what, if any, socioeconomic and/or small business size requirements exist for the current contract with the incumbent?
A.9. The 100% small business set aside is not new. However, the size standard of $8M is new. The original contract's size standard was $7.5M, but the Size standard was updated in early October and was changed to $8M. No other socioeconomic or size standard is required.
Q.10. In regard to the subject referenced solicitation, would the government like contractors to use a specific plug in or Not to Exceed number for the Regional and Local Travel Line Items?
A.10. Yes sir, we request that you submit your own pricing for the Regional and local travel. There is no set price limit, however, the price you submit for both should be reasonable in regard to what is stated in the PWS for travel and the cost of that travel within the open market.
Q.11. Can you please confirm the Contract Access Fee should be .1% of cost?
A.11. Unfortunately, I cannot confirm what the pricing of the contract access fee should be around. The contract access fee should be priced according to what you feel is reasonable through any research you can conduct.
Q.12. Should we plan for services to be performed only at Randolph AFB in San Antonio or is it possible to have some staff located there and others in separate locations out of state?
A.12. Per paragraph 9.1. of the PWS, the place of performance is at Randolph AFB or at a remote location when approved by the COR. The three employees on the current contract would be approved for remote work if they are retained on the contract.
Q.13. Can the responsibilities for each management task be shared by multiple individuals in the contracting company or sub-contractors? In other words, Is this an opportunity for 3 individuals or are you looking for a contracting company to handle the tasks?
A.13. The contract has historically been staffed with three individuals. However, we are more concerned about performance than the quantity of the workers.
Q.14. Are there any facilities available for the contractors on the base or equipment or should we provide?
A.14. See paragraph 5.2. of the PWS. Government will provide facilities, local area network (LAN) connections and internet access at JBSA-Randolph, but not for remote work. Government will also provide computers (hardware and software), e-mail, and other standard office equipment necessary.
Q.15. How should we charge for traveling? For example, are you stating that time for travel will not be reimbursed? Does the time count against the estimated 1920 hours of service?
A.15 Travel time would be considered "on duty" and would count against the estimated 1920 hours of service.
Q.16. One question or approach we propose to discuss was in relation to the 8a sole source potential for award. This could be done via a STARS III contract vehicle to directly to our 8a partner. This effort certainly falls within the size threshold for sole source award which is currently $4.5M. Is this an option?
A.16. Given the potential for another 8a vendor to propose on this requirement, I don’t believe that an 8a sole source award would be an option. However, there is a potential for 8a competitive as an option.
If you would like to discuss this more, we can have a conversation on 8a options after the solicitation has closed.
Q.17. Can we get a copy of previous contract and modifications with price redacted.
A.17. I can give you the contract number. You'll have to pull the requested info. Contract# FA302218F0018
Q.18. What kind of contract are you intending to award? For example, Time and Materials or fixed price.
A.18. Our intent is FFP
Q.19. Will the service contract act be applied?
A.19. Yes.
