About this file
This document contains questions and answers related to solicitation number FA302221R0008 from the Department of the Air Force for the construction of a Lateral Drift Trainer at Columbus Air Force Base. The scope of work involves providing construction documents, specifications, design calculations, and construction materials and labor to build a new Lateral Drift Trainer facility and demolish an existing Swing Landing Trainer structure. Questions and answers indicate the Lateral Drift Trainer should include rubber mulch surfacing without concrete curb or slab, with a fence approximately twenty feet from the structure perimeter. Eight hanging structures are required for harness training differing from existing facilities. Providing harnesses is not included. Modifications may be possible if unsuitable soil requires fill. Electrical is not needed. Drawings require stamping by an architect in addition to engineers. The existing structure has not been tested for lead-based paint. Underground connection to the storm sewer is required for drainage. Hanging training will occur at the high end of included zip lines.

FA302221R0008 - Construction of Lateral Drift Trainer at Columbus AFB
Questions & Answers
1. Does CAFB want any sort of concrete slab or other underlayment under the rubber mulch? Dirt may eventually work its way to the top of the rubber mulch and stain clothes otherwise.
a. A concrete slab under the mulch is not desired. A thin layer of gravel base with a porous geotech type fabric then the rubber mulch was the idea. This would provide a base for drainage and a fabric to prevent the gravel from migrating into the rubber mulch.
2. Does CAFB want a concrete curb to contain the rubber mulch from escaping the desired area?
a. No Curb.
3. What distance should the fence be offset from the perimeter of the structure?
a. Approximately twenty feet.
4. In the SOW Scope Section 2.3 question 8 – “provide slots for a minimum of eight students to use to hang from structure for harness training “- Are these similar to the hanging structures at the existing facility?
a. Not similar. The pictures give an idea of the configuration of the harness and the hooks used to engage the hanging structure.
5. Do we need to provide any harnesses for CAFB as part of this contract?
a. Providing harnesses is not part of this contract.
6. If the soil is deemed unacceptable during the Geotech report and other soil must be brought in, will a mod be possible to cover the incurred costs?
a. The anticipation is that fill will be needed to level the site and prevent water flowing through the structure.
7. Is there any electrical required at the site? I did not see a requirement for lights, plugs, etc.
a. There is no requirement for electrical.
8. If I get stamped drawings from both the Structural and Civil engineers, and stamped shop drawings from the metal building fabricator, do I still need to get an architect involved to provide architectural drawings?
a. Yes. The drawings will need to be stamped by someone who can ensure the proper horizontal and vertical velocities and height at the release point on the zip lines as well as other items.
9. Is there any known lead-based paint on the existing structure to be demolished?
a. The structural steel portions of the existing structure have not been tested for LBP.
10. The SOW mentioned possibly tying in to the existing storm sewer for drainage. Does this mean that we can dig down and tie into the storm sewer underground, or just direct the water toward the storm sewer inlet above ground?
a. Connection to be underground.
11. On the concept drawings, there is an anchor column at either end of the zip line, then there is another support column to the left that looks like it has a horizontal bar between the two columns. What is the intended function of this area? Is this the area intended for the hanging structures?
a. The hanging training area would be at the high end of the zip lines. The cross bars at the lower end of the zip lines are braces between the supports for the zip lines.
