QUESTIONS AND ANSWERS

SUBJECT: NRG LED Multi-Facility Lighting Upgrade FA302221R0003

The purpose of this document is to record all questions and answers for everyone’s equal access.

This document will be updated as more questions are asked.

As of 12 July 2021 – Post-Site Visit Questions:

Q: Davis bacon rates shall apply?

A: Yes.

Q: Will you publish the Davis Bacon wage rates for our bids?

A: Yes. These will be posted shortly.

Q: Will the government set scrap containers at the site of the jobs for the contractors to separate and disperse into the correct containers, or will contractor need to haul to a staging area?

A: The Government will provide bulb/lamp recycling containers, cardboard recycling dumpsters, and metal recycling dumpsters for Contractor use. The Government will deliver and pickup these containers/dumpsters to and from the site as directed by the Contractor. All other waste must be disposed of in accordance with Chapter 6 of the Statement of Work.

Q: Will there be a provided sign in sheet?

A: Yes, the sign-in sheet from the Site Visit will be provided.

Q: Based on the documents provided, some which reference "a drawing" that may have different counts than the scope provided- I did want to confirm that the scope I am using to quote is accurate to expectations. If you could confirm the counts?

A: The number and type of lighting fixtures within the scope of this project are within Table 2, Table 3, and Table 4 of the Statement of Work. The fixture number (A1, B1, C3, etc.) is a direct reference to the lighting fixture schedule within the provided As-Built Drawings for that building. The locations of the within-scope fixtures are highlighted within the provided lighting plans. Not every fixture within these facilities are within scope, which may explain some discrepancy within the counts performed by the Contractor.

Q: B998, Type H1 list a cylinder fixture (2). There is actually one and the other one has been replaced already with a small LED wallpack. It will be impossible to match that wallpack as it looks to be a retail style fixture. Would you like both replaced with a similar, small wallpack, something like this below in a 15 watt range? There are cylinder style LED fixtures like the one that is still there, but they are pretty expensive.

A: Yes, it is acceptable to replace both fixtures with new small wallpack LED fixtures.

Q: In B998, the Bay area highbays are 4L, T5 with a mean lumen package of about 18,000 total and T5 is approximately 100 lumens/watt. Do you have a total lumen package specification for this area? Do you have a lumen/watt expectation? You might want to consider something around 160 lumens/watt and 15,000 to 18,000 total lumens as a suggestion.

A: Within the vehicle bay of the Fire Department B998, we do not want to reduce total lumen output of the fixtures. Our expectation is approximately 18,000 lumen fixtures within the 160 lumen/watt range.

Q: B998, S1 canopy fixtures are recessed. It will be difficult to find a match for the hole in the ceiling. Would it be appropriate to add a 14x14 plate, painted black to over the hole and ensure that the new fixtures mount to the ceiling correctly?

A: It is acceptable to add a trim plate for these exterior fixtures and provide a smaller footprint fixture. The plate must be paint matched to the existing soffit color.

Q: B1805, E1 fixtures are counted as 13. There are actually 14, do you want bid to be 13 or 14?

A: Provide the bid as specified in the Statement of Work, 13 fixtures.

Q: T1 fixtures are actually 6” cans. They are incandescent currently, do you want them to be an equivalent Par30 as listed on the scope? It looks as if these were disabled at some point in favor of some ceiling fans. Should we add troubleshooting costs to fix this? How many hours or a “not to exceed” number?

A: Fixtures T1 are to receive direct replacement LED bulbs that fit within the existing can fixture. The Contractor will have to rewire power circuits to these fixtures.

Q: B1805, appears that E1 and F1 fixtures are the same, just different areas. Can we replace with similar fixtures for both fixture types?

A: Fixtures F1 are to be replaced with architectural wall sconces, which will have a different appearance than the exterior wall pack lights.

Q: B1806, there are bugeye EM fixtures in the stairwell, every other one. The scope calls for all to be changed to include Battery backups. What do we do with the current bugeyes as it will most likely leave a paint match area underneath each one? Do we disable or leave?

A: Stairwell LED fixtures with B1806 will not be required to have separate battery backups as the existing bug-eye backup fixtures are to remain. This was simply an error in the scoping of the Statement of Work.

Q: General question. The buildings call out Type A, TLEDs. Do we consider ballast replacement for each also to insure they all work? Same for the battery backups, do we cost into all Battery Backup TLED fixtures a new LED Battery Backup?

A: The Tubular LED bulb replacements we call out for must be ballast compatible, as opposed to ballast bypass. The statement of work calls to replace only the non-functioning ballasts.

For bidding purposes we will have all contractors assume 20% of ballasts are non-functioning. For battery backup fixtures receiving tubular LED replacement bulbs, all ballasts are to be replaced with LED compatible battery backup ballasts.

Q: When will drawings be on the SAM website?

A: They are available on SAM now.

Q: Please advise if materials shall manufactured using 100% or 80% American parts?

A: IAW the Buy American Act, the materials shall be manufactured using 100% American parts.

Q: Please confirm if the bid due date is July 19, 2021?

A: Yes, submissions are due 19 July 2021 at 1600 CST. It has been amended in the Solicitation.

Q: Will the government allow a storage container to be put on site for new light fixture storage if so where can it be placed?

A: A section of the back of the B1805/1806 parking lot will be reserved for storage of construction materials.

Q: What are the prevailing wage rates for this project?

A: The wage rates will be posted.

Q: What are the ceiling types in each room?

A: Most of the ceilings within the scope of work are 2’x 4’ grid-type acoustical suspended ceilings. There are a few exceptions; the lobby of Building 1805 RAPCON being a hard gypsum ceiling, the vehicle bay of B998 Fire Department having no ceiling, etc.

Q: SOW states that “all new lighting needs to be compatible with existing dimming control”;

please provide existing dimming control brand and model to insure compatibility.

A: That statement doesn’t appear in the SOW. Multiple sections of the SOW state “All new lighting fixtures must be compatible with a standard 0-10V dimming control circuit”. Rooms utilizing the dimming control are listed on a space by space basis and require new control wiring and new 0-10V dimmer switches.

Q: Tubular LED Lamp Replacement requires lamps to be compatible with existing ballasts;

please advise if ballasts are Electronic or Instant Start?

A: The existing fluorescent fixture ballasts are electronic. LED lamps must be ballast compatible as opposed to ballast bypass.

Q: What is the required color for the replacement switch plate(s)?

A: Finish colors are to be white for the interior of the facilities and dark bronze for the exterior of the facilities.

Q: We are trying to wrap up our pricing/estimates, etc and there are a couple of areas we are uncertain about:

Q(a). Two fixtures on the schedule of the SOW in building 998 (Fire Station), “S1 and H1” we are unable to locate on the drawings provided.

A: Lighting Fixtures S1 and H1 appear on the Electrical Site Plan, page EU103 in the B998 as-built drawings.

Q(b). Building 1805 (RAPCON) fixture “F1” we need to get a better location.

A: Please clarify on what the question is. Fixture replacements for fixture F1 at RAPCON are intended to go back into the original location.

Q(c). W1 wall pack for the control tower does not say if it is the smaller one or the larger wall pack.

A: The full details about the existing wall pack fixture at the Control Tower are on page E- 607 of the B1806 as-built drawings. Fixtures are single lamp, 70W metal halide.

Q: Will we provide new drawings or will the contractor be responsible?

A: The Contractor is responsible for providing 95% design, 100% design, and as-built drawings.

Q: Is this solicitation fully funded?

A: This solicitation is not funded currently. The funds availability clause has been added via

MFR.

Q: Do you have a completion date that you’re projecting?

A: We have adjusted the completion date from 220 days after Notice to Proceed (NTP) to 300 days after NTP.

As of 23 Jun 2021 – Pre-Site Visit Questions:

Q: What is the square footage of Buildings 998, 1805, and 1806?

A: Building 998: 33,818 SF

Building 1805: 15,811 SF Building 1806: 6,400 SF

Q: How many light fixtures currently exist in Buildings 998, 1805, and 1806?

A: Building 998: 431

Building 1805: 286 Building 1806: 130

Q: Who sets the specifications for the fixtures?

A: The office of Civil Engineering at Columbus AFB sets the specs. Along with the description of work elements within the SOW, for this project Civil Engineering asks that the contractor, at a minimum, complies with the latest UFC’s, ETL’s, Columbus AFB Installation Facility Standards (IFS), National Electric Code, and applicable Manufacturer’s Instructions.
