Questions and Answers

5 Aug 2021

1. Please define how the lowest price will be determined. Is it the lowest proposal value? Or the lowest coefficient values? Or combination of them both?

Answer: Lowest Total Evaluated Price is derived from Section J Attachment 3. Here will you will input your coefficient values (populated from Section J Attachment 2) to get the weighted amounts for each location. The total evaluated price is the sum of all weighted amounts for all locations.

2. If the evaluation of cost is the lowest coefficient values, how will the evaluation be weighted for the different sites and different hours of work?

Answer: This is calculated within Section J Attachment 3. Your proposed coefficient is multiplied by the precalculated weight and ceiling price which will equal the weighted amount for that location. The Total

Evaluated Price is the sum of all weighted amounts and is what will be used when determining the

Lowest Total Evaluated Price for all offerors.

3. If the evaluation of cost is a combination of the price proposal and coefficient values, how will the evaluation weight the values of both. A potential vendor could have the lowest, coefficients but not the lowest proposal due to differences of line items, and quantities proposed by the vendors.

Answer: N/A. See answers to questions 1 and 2.

4. Please consider removing PM/CM/Safety/Superintendent from the coefficient calculation and consider pricing these labor tasks using the RSMeans items in general conditions. Non-complex projects will not require the same amount of these indirect task as complex project. Therefore, it is to the AF benefit to price these items directly using the RSMeans items.

Answer: Supervision element will remain unchanged in the coefficient calculation.

5. The solicitation provides the 35% concept drawings, should we assume in our pricing there is adequate remaining capacity in the nearest supply lines and drainage lines for all of the new devices?

Answer: Yes, assume adequate capacity.

6. Please confirm that 8(a) companies with an office outside the state of Mississippi are eligible for award under this SABER.

Answer: At the time of proposal submission, companies must have a bona fide place of business either in Mississippi or, in one of the neighboring (contiguous) states with Mississippi in order to be considered for award.

7. (SGSOW - section 6, 6.9) This section states that the Government may decide QC and Superintendent can be same person. Explain what we are to include in the Coefficient? How many direct, onsite supervision? In order for the field of bidders to be level, this must be addressed pre-bid.

Answer: For coefficient purposes, bid as if QC and Superintendent responsibilities are under one person.

8. (SGSOW - section 8, 8.5, c) This section directs contractors to NOT include design in the coefficient.

Will this be a negotiated item for each TO?

Answer: Correct, design is not to be included in the coefficient. Design cost has a statutory limit of 6% as described in the FAR and will be assessed on each task order.

9. (SGSOW - section 8, 8.5, c) This section states to NOT include barriers, cones, (traffic control devices) in the coefficient. The Coefficient calculation sheet states to include traffic control in the calculation. Please advise.

Answer: The SGSOW is correct. The Traffic Control Items line will be removed from the Coefficient

Itemization sheet (Section J Attachment 2).

10. Per the TO Procedures, working drawings and specifications have to be produced. Do these have to be produced for the proposal seed project when submitted on August 18th?

Answer: No. Working drawings and specifications are produced after award.

11. Will there be any rubber/paint removal and re-paint of R/W T/W R/S for the upcoming project

Notice ID FA3022-21-R-0001?

Answer: This will not be applicable to the seed project.

12. Would you be able to clarify if this particular solicitation is restricted to be awarded to an 8(a) company only, or are women-only small businesses eligible as well?

Answer: This solicitation is set aside for 8(a) companies who meet the criteria outlined in the answer to question 6.

13. Is the intent of RFP to have a completed TOPR response package submitted as the RFP response?

This does not seem possible with the page limit. Our plan is submit a narrative describing our

Contract Plan, Safety Plan, Environmental, and Waste Management plans and not the actual plans themselves. Is this correct?

Answer: Yes, this is correct. The actual plans will be produced and submitted during the design phases after award.

14. Is the intent to have the vendors submit an updated Schedule of Materials Register as part of the package? That is, should we take the Excel sheet (Attachment L2) and expand it for proposed solution?

Answer: Yes, an individual Schedule of Materials Register will be created with all applicable items for the seed project and likewise for each future task order.

15. Please confirm Attachment L3 is provided for information only, and there it not part of response package.

Answer: Correct, Attachment L3 is for information only and not a part of the response package.

16. Is there a required POP for the seed project? Is the duration from award to construction completion or just the active construction phase?

Answer: Yes, the POP is 255 days. The POP is the day after the Notice to Proceed (NTP) is issued to project completion.

17. Please consider lowering the PPQ threshold to $150,000 for relevance. We have multiple projects that would meet this requirement, with multiple trades, similar and in alignment with the seed project in the solicitation.

Answer: Respectfully the threshold will remain at greater than $350K. The evaluation team would like to review projects at this magnitude due to future projects possibly being at this dollar value during the life of the SABER contract.

18. Additionally, is there an appendix B? Is any cost information required other than the complete coefficient worksheet? Is the AF requesting any additional cost information with regards to how we developed our percentage for each of the line items in the coefficient worksheet?

Answer: The reference of Appendix B in the solicitation is a typo and should read as Attachment 2.

With regard to coefficeients we are asking contractors to complete just Section J Attachments 2 and 3, as well as writing the coefficients for each location on the SF1442 Section B (page 4).
