1. Are there any manning requirements for Gunshy Auxiliary Airfield?

1 Answer: Not currently. The LOA originally had Fire Department covering daily checks, but they are not wanting to do it any longer. Who is responsible for these checks may change in the near future.

2. Is there a requirement that the BASH program fall under any specific position?

2 Answer: Everyone here has a stake in the BASH program in making sure that procedures are carried out, from notification of bird watch conditions to regulation review/changes.

3. Can a utility/all-terrain vehicle be used on CAFB as long as it is properly equipped with all requirements stated within the PWS, para. 2.5? (Specifically for the BASH program)

3 Answer: I cannot imagine a need for such a vehicle (possibly useful for Gunshy) and I would not recommend using it on paved surfaces or near running aircraft, but there is no reason that I am aware of that this could not be approved for use if found necessary.

4. Regarding consumables, I know it was asked during the site visit by someone to see if we could possibly get a list but another question along the same lines regarding the DV lounge. Does the Gov’t provide the refreshments for the DV lounge or is that Contractor provided? (coffee, water, etc.) Same question for the crew lounge?

4 Answer: These items are provided through Protocol.

5. The PWS states that the weather section cleans and maintains their own section, so the contractor does not need to clean that area. What about common areas (i.e., Break area and restrooms)? Are the consumables of cleaning supplies/materials for these areas shared?

5 Answer: Detailed in the PWS par. 5.2.1. Airfield Management is responsible for the common areas.

6. It was asked about all the computers, phones, printers and like equipment were Government provided equipment (GFE), what about the consumables for said equipment? (printer toner, batteries for cordless phones, paper, etc.) If it’s contractor’s responsibilities, is there a GSA service store on base or something similar?

6 Answer: These consumables are Government provided.

7. Are there any safety related items required to be provided by the Contractor?

7 Answer: Double ear protection, eye protection, reflective vests, disposable gloves and plastic bags for animal remains, spray paint for marking pavement, and hard hats for construction areas.

8. Is there a requirement as an additional duty for an employee to be trained as a Records Manager? (See PWS par.2.25.)

8 Answer: The AMOM is currently trained as the Records Manager and is required for filing documents.

9. PWS par. 5.2.2. outlines the AFM or assistant will be assigned as the facility managers for bldg. 847. Are those responsibilities all-inclusive as a facility manager? The par. Seems specific to indoor evaluations and repair requests. Do the responsibilities include exterior inspections/reports/management? Preparation for storms (sandbags, boarding…ect)? Recurring inspection/repair reports to CE?

9 Answer: This duty is just reporting outages or damages to CE for repair. There is a monthly check done of the interior and exterior to include exit signs and fire extinguishers.

10. Can the government specify the Quantity (QTY) and Unit of Issue (UI) for CLINs X001 through X003?

10 Answer: Solicitation amended and uploaded dated 13 Aug 21.

11. What are the evaluated CLIN elements of the TEP?

11 Answer: There are no evaluated CLIN elements. Evaluation of price will be based solely on the sum of the CLINs.

12. In order to offer a level playing field to the LPTA evaluation, will the government consider excluding CLIN 0001AA from the TEP?

12 Answer: This requirement is 100% set-aside to 8(a) vendors. Vendors who are not certified 8(a) firms will not be considered.

13. What is the expected outline for the technical volume?

13 Answer: Attachment 3 Provisions and Clauses amended and uploaded dated 13 Aug 21.

14. There are no format/content requirements for the technical proposal. Will the government be providing?

14 Answer: Attachment 3 Provisions and Clauses amended and uploaded dated 13 Aug 21.

15. There are no proposal formatting instructions to follow (ex font size, margins, technical, past performance, etc.? Will the government be providing?

15 Answer: Attachment 3 Provisions and Clauses amended and uploaded dated 13 Aug 21.

16. It appears that the evaluation and tech requirements are different. Can the government clarify?

16 Answer: Attachment 3 Provisions and Clauses amended and uploaded dated 13 Aug 21.
