1What will be the on-site staff requirements in addition to an on-site superintendent/ QA-QC person?See answer to item-3 below.
2Can the Project Manager/ Estimator assigned to project be off site or is that person required to be on site?The Project Manager/Estimator can be off-site as long as they are readily accessible to the on-site Superintendent.
3Is a full time safety person required on site or can the on-site superintendent/ QA QC act as our safety manager as well?The on-site Superintendent/QA-QC can act as safety manager as well.
4If the task orders in the Sabre are small in nature, will the General Contractor be allowed to have its onsite superintendent/ QA QC person supervise multiple task orders simultaneously or is a superintendent/ QA QC person required full time on each task order?So long as each Task Order remains on-schedule within its Performance Period, with no quality issues observed by the Government inspector, then multiple Task Orders may be supervised by one Superintendent.
5What is the total amount of task orders issued for the current Sabre contract and what has been the length of time in years and months for the contract to date? If this information is not available to the public or us then we retract the question. This information would assist us in projecting staff requirements, resources and projected general construction cost for this Sabre.The current SABER contractor has been working for about five years. The total Task Orders on the current SABER contract have no bearing on the existing solicited SABER requirement as the individual Task Orders issued against the SABER IDIQ will change from ordering period to ordering period.
6Attachment 4 (TO Procedures), section “f” of the SABER solicitation states that working drawings and specifications are required to be submitted with the proposal for each TO. Can these working drawings be done by an in-house draftsman, or do the working drawings have to contain a stamp from a DP as well?This will vary from Task Order to Task Order. A requirement for DP stamped drawings will be stated in the SOW for that Task Order.
7Is every SABER Task Order required to have a licensed architect stamp the 35%, 65%, 95%, and 100% drawings or can smaller maintenance type Task Orders be drawn by an in-house draftsman?See answer to item-6 above.
8Once a contractor is awarded the SABER contract, do the chances of being awarded other 8a contracts that the contractor may bid at CAFB diminish in any way (assuming the competitive value of the SABER contractor from the evaluation factors on these bids is equal to other bidders)?The award of the SABER contract to a contractor will not diminish the chances of winning other 8(a) requirements at CAFB.
9Can another visit be made to the MWD Kennel with a specialty subcontractor before the bid if all persons have base passes?The scheduled site visit for the SABER requirement was previously conducted. There will be no further scheduled site visits.
10The SOW for the repair of the MWD Kennel floors states that work will be done in phases, but it was mentioned in the visit that phased work was no longer required. Please confirm.All Dogs will be removed from the Kennel before the beginning of Construction, therefore phasing will not be necessary.
11If available, please provide information on current Kennel floor coating so that appropriate removal methods can be researched.Not Available.
12Currently the walls and floor are two-tone color. Can this be changed to a single color since the coating is requested to extend above the ceiling?The above-ceiling coating requirement is repealed. It is not clear that all CMU walls extend above the ceiling. The new wall coating must extend up to the new ceiling.
13The SOW states that “all suspended lights, HVAC grills, and other suspended items are to be removed, set aside, and reinstalled after the new ceiling is put in place”. Please confirm that no refurbishing or repair of any type will be necessary if the items will be reinstalled exactly as they were at the time of removal.The definition of exact reinstallation must be performance based. If these suspended items are functional before they are removed from the existing ceiling, they must be functional after they are reinstalled in the new ceiling. "Exact reinstallation" means: "reinstalled so it works just like before." i.e. exactly functional.
