FY26 Airfield Management Questions from Solicitation
1. Reference PWS Paragraph 3.11 Frederick Regional Airport: How many trips per week or month does the SP make to the Frederick Regional Airport?
· Visits are as needed, but no less than 1 a quarter or when requested.
2. Reference PWS Paragraph 6.7 Unescorted Entry to Restricted Areas: Is there a requirement for the SP employee(s) to have restricted area badges?
· There are no permanently restricted areas on Sheppard – No RABs needed.
3. Reference PWS Appendix C Historical Workload Data: Can the Government provide updated workload data for the period 2022 through 2024?

7. Reference PWS Paragraph 3.2.3 Essential Functions of the Airfield Management Operations Manager:
a. Is the Airfield Management Operations Manager (AMOM) an exempt position?
· Yes, currently. However, edits have been submitted to remove the exemption status for this role and AFM, and AAFM.
b. What are the regular office hours for the AMOM?
· Mirrors AFM and AAFM hours (0800-1700, Monday through Friday).
c. Is the AMOM allowed to work at the counter if the AMOP is out for a non-scheduled reason such as emergency or sickness?
· Can fill-in as needed but shouldn’t work counter long-term as can affect the quality assurance of this AMOM’s positional duties.
d. Can the AMOM be dual-hatted?
· Yes, it can be dual hatted with AMTM.
8. Reference PWS Appendix C Historical Workload Data: The example given in Appendix C
a. Weekdays: 261 @ 14 hours= 3,654. PWS Para. 3.1.2.1 states AMOM operating hours are no more than 17 hours per day Monday through Friday which equates to 4,420 hours.
· If referring to Airfield Management Section – These operating would reflect correct. Keep in mind that these would always be for the section with 2 bodies on shift.
b. Weekends: 52@ 6 hours= 312 PWS Para. 3.1.2.1 states AMOM operating hours are no more than 7 hours on either Saturday or Sunday in the same weekend, which equates to 364 hours.
· If referring to Airfield Management Section – These operating hours would reflect correct. Keep in mind that these would always be for the section with 2 bodies on shift.
b1. Is the Contractor required to staff the AMOPS (counter) with two (2) personnel on Saturday or Sunday as required for mission support?
· Yes, 2 personnel is a requirement.
b2. In accordance with Para. 3.1.2.1: What are the requirements and procedures to request AMOPs (counter) personnel reduction from two (2) personnel to one (I) personnel?
· A manning waiver would be required, however, that is not an option for this Airfield Management Section.
c. Overage hours: 29 days @ variable = 68. Please verify the overage hours for CY 2022 through CY 2024.
· Based off the records I have on file, I calculated 80 Hr 20 Min of overage hours during CY 2022 – 2024.
d. Total approximate hours for CY 2019 = 4,034. Please verify the total approximate hours for CY 2022 through CY 2024.
· With the overage hours I have in 8c, the total approximate hours for CY22 – CY24 is as follows: 12,134.2
9. Reference PWS Paragraph 2.6 AFM, AAFM, and AMOM Roles and Responsibilities: The paragraph states "The duties and responsibilities of the Program Manager/Assistant Program Manager may be integrated/combined with the AFM, AAFM, and/or AMOM." Please clarify if the AFM and/or the AAFM can perform AMOM duties?
· No, these 3 positions should remain separate from one another, as the workload is too steep and the quality assurance of each position could diminish.
