Q1) Is there a requirement for a vehicle? We didn’t see a requirement for a vehicle in the PWS.

A1) There is a requirement for transportation of munitions IAW the munitions storage program requirements of AFI 11-301 and therefore the PWS. It is the responsibility of the SP to transport munitions appropriately, as needed, and therefore may need the use of a vehicle fit for that purpose.

Q2) Total Manpower for the requirement? How many shifts are there?

A2) The specific manpower mix being used on the current contract and method of scheduling is proprietary information and at the discretion of the service provider. However, PWS Appendix C contains workload estimates for required tasks which can be used when determining the appropriate number of personnel to staff the contract. Per PWS para 1.2.5, Hours of Operation, Normal Working Hours are 0700-1600, Monday-Friday.

Q3) Is the contractor’s provided vehicle for the contract considered a “DoD motor vehicle” under AFMAN91-201 (Sheppard AFB Supplement) Section 8G, Para 8.21? Or will the Government be providing a vehicle for this purpose?

A3) A contractor furnished vehicle will be sufficient for this purpose. There does not appear be any guidance prohibiting the use of contractor-acquired/commercial vehicles. The only vehicle types explicitly prohibited for transportation of explosives are personally-owned vehicles. Additionally, this vehicle would need to be properly inspected and maintained IAW Section 8 of AFMAN91-201.

Per the 82 TRW Safety Office, the parachute shop only has “very benign 1.4 explosives…they could use an ATV or Gator to transport.”

Q4) How are CTKs tracked?

A4) CTKs are manually tracked and accounted for each day they are in use. The Master Inventory List is signed in/out when used.

Q5) Are there any friable asbestos?

A5) No, but there is asbestos under the floor and the walls.

Q6) Will the contractor be training any military?

A6) No.
