ISWM Questions 1‐ I see you provided some maps in the bid. Would it be possible to provide maps with current identified compactor locations along with total number of compactors on site and the sizes of them?
The base has 3 mess halls and one prep kitchen that have compactors. I am not sure of the size.
2- Regarding the 95-gallon containers we saw on the tour, these are used for what and how many are currently on campus?
The brown colored ones are for refuse and the blue are for recycling purposes. Currently 149 brown and 68 blue.
3- Would you be able to provide an example copy of the reporting submitted each month?
Example of reporting in attachment 14 (Example of Reporting). The package will also include all refuse and recycling receipts.
4- Under the past performance listed, I saw Military bases count as very relevant. Would other Federal Government waste and recycling contracts count as very relevant like Military or relevant like commercial?
The government will individually evaluate each Federal Government waste and recycling contract and make the determination of how relevant it is.
5- I saw many listing which were listed as Reserve in the current contract, especially under campus housing?
Base housing is accomplished by separate contractor due to being privatized. PSW is a template mandated to follow, reserve shows areas that do not apply to the base.
6- Can you list duties currently performed by the three team of recyclers listed in the bid currently working for the incumbent contractor?
Separate and process recyclables in accordance with buyer’s specifications. Perform daily general maintenance such as cleaning and replacing light bulbs, and perform recommended maintenance on government furnished equipment. Empty, collect, and dispose of all waste and replace liners in government furnished containers. Operate Government furnished bailers, and skid steer operations to maintain yard.
7. Appendix A Table A1 Estimated Workload tonnages do not correspond with Attachment 1 Price Exhibit. For instance: Appendix A Table A1 Municipal Solid Waste is 7,492.15 tons annually while the Attachment 1 Price Exhibit is 3000 tons annually.
Will the Government please provide accurate historical annual tonnages for each category?
The proper numbers are in Attachment 16 (Estimated Work)
8. Appendix A Table A2 does not clearly specify the number of containers by location (bldg.
number), the size and type of container (Front Load/Roll Off/ Common use by cubic yard) or the material to be collected and disposed (MSW/Food Waste/Recycling). If the description in the “Type” column of Appendix A Table A2 represents 1 container per description (ie. MSW, Food Waste, Recycling) the resulting count would be 103 MSW containers, 14 Food Waste Containers and 87 Recycling Containers.
Attachment 12, Q&A response to question 1 states there are 149 8 cubic yard containers.
Will the Government please provide a listing of type, size, material and count by location?
The count of 148 can be either 6 or 8. The same with the 87 blue recycle containers. It will be up to the contractor to determine how many dumpsters it will take to complete the task required. A list of places that are currently requiring food waste containers can be found in Attachment 18 (Food Waste Locations).
9. Appendix A Table A2 “Frequency “ column calls for Monday through Friday collection of every container. The number of collections per day drives the contractors calculation for required manpower and rolling stock. Accurate historical frequencies are paramount to price. We are certain that daily service of all containers is not accurate leaving the incumbent, and their partners/subcontractors, as the only parties with the information to aggressively price this work.
Will the Government please provide accurate historical frequencies for each container type and size in Appendix A Table A2.
The frequency will be up to the contractor as long as the trash is removed in a timely manner.
10. During the site visit there was discussion regarding the method of compost disposal. Are there issues with the current method of disposal. If so, will the government please explain the issues with the current disposal method?
Currently the tree and clean lumber is piled and them placed in roll-offs and then taken to authorized location. Space in yard is adequate for this process.
11. The government response to question 1 indicates that there are 149 dumpsters with a common size 8cy. Please confirm:
a. The 149 dumpsters are for refuse.
b. All 149 are 8cy capacity and none are 6cy or other sizes?
c. Does the count of 149 dumpsters include the 2cy dumpsters used for compostable food waste?
d. How many 2cy dumpsters are currently being used for the compostable food waste collection?
See above question 2 for answer about the food waste dumpsters
12. Question 2 asked about the 95 gallon carts on base, however it seems that the
a. Governments response provided the number of 8cy refuse and 8cy recycling dumpsters currently on base. Please confirm:
b. The answer provided, “The brown colored ones are for refuse and the blue are for recycling purposes. Currently 149 brown and 68 blue.” Is the number of brown refuse 8cy and blue recycling 8cy dumpsters on base?
c. How many 95-gallon carts will the contractor be expected to provide, what color do they need to be and what they will be used for?
See above question 2 for answer about the food waste dumpsters. The number of 95 gallon containers will be left up to the contractor to complete the required task.
They will need to be blue for recycling.
13. In the answer to question 6 the government stated that amongst other things the three recyclers “Empty, collect, and dispose of all waste and replace liners in government furnished containers.” There are no government furnished containers that require liners listed on the GFP Attachment. Please advise the type, size and location of the GFP containers referred to, what they are used for and how often they are serviced.
These containers are supplied by the base. Emptying will be required to complete the task. See Attachment 17 (Common Areas) for locations.
14. Are the contractor’s personnel expected required to go inside any buildings to collect recyclables or refuse? If so please provide the number of locations and service frequency?
No
15. PWS Sections 1.1.3.2 C&D and 1.2.6.1 Tree limbs refer to the use of roll off containers on the contract as do CLINS 008, 009, 013 & 014. How many roll off containers are required/currently being used to service the contract and what capacity roll off containers are they (20cy, 30cy 40cy)?
Decided by the contractor to complete task. Government cannot state what size container.
16. PWS Section 1.4.4. refers to “15 through 55 gallon containers ins recreational areas, playgrounds…”. Are these containers GFP? We could not find a list of these smaller containers, their service locations or frequencies. Are these containers that the contractor is required to provide and or service? If so please provide details of the requirement so that we can accurately price the work.

17. TABLE A states an Estimated Annual Quantity of 7,492.15 tons of MSW and 1,1465.5 tons of Food Waste, however the CLIN schedule states there are 3,000 tons of Municipal waste and 350 tons of food waste each year. Please confirm which tonnages are correct as the tons to be collected drives the cost of service?
18. Please confirm that all other annual tons provided in Appendix A are correct.

19. CLIN 011 Provide Composting Container and Collection QTY 12 Months, please explain which service or section of the PWS this CLIN relates to. (n.b. Food waste collection for composting is covered under CLIN 0002).
Composting is CLIN 0016. Section 1.2.6.1 tree Limb/ Debagging

Ref: Amendment 2, ELIN Schedule – “Container Price List” worksheet Comment: Costs differ for container pick up (emptying waste) and container relocation.
Question: Will the government please revise the worksheet to separate these actions?
The price list is stating what it cost to use your container. The disposal amount will be in the tonnage for waste or recycle.
Question 21:
Ref: Amendment 2, ELIN Schedule – “Container Price List” worksheet Comment: The top of the worksheet reads “In accordance with PWS paragraphs 1.1.4.1. and 1.1.6, and invoiced through Contract Line Item (CLIN) 13, Unscheduled Pick Ups and CLIN, 14, Relocation, the following are the price per container size.”
Question: Should this note read that “…Contracting Line Items CLIN X004, X005, X008, and X009, as CLIN X0013 and X0014 are Disposal line items
It should state that all waste will be collect in CLIN 0018. CLIN 13 Unscheduled Pickups, and CLIN 14 Relocation are set by container price.
Question 22:
Ref: Amendment 2, ELIN Schedule Comment: CLIN X0013 and X0014 have are disposal line items. Amendment 002 add to the description
10-8 CY and 8-40 CY, and 2-40 CY respectively.
Question: What does the description of 10-8CY, 8-40 CY, and 2-40 CY signify?
Number if containers that could be utilized through the year.
Question 23:
Comment: CLIN X004 and X005 are tied to the container price list and are listed as “LOT” line items.
Amendment 002 gave direction on the quantities to bid X008 and X009, but did not give direction for X004 and X005.
Question: Will the government please add quantities to X004 and X005 so we can populate the bid sheet?
Question: Is it the intent of the government for any of the before mentioned “LOT” line items that the offeror leave the Unit Price blank?

Comment: We understand that CLIN X013 and CLINX014 are not going to be evaluated Question: Should offerors leave the Unit Price blank or populate with the current landfill rate?
This price can be adjusted for price at current time of contract.

Question: What is the size and the location of the one, permanent rolloff?
Question: How many times does it haul?
This is determined by the contractor for what size. Emptying is as needed.
Question 26:
Ref: None Comment: There are over 700 stops weekly, on approximately 500+ contractor/Government owned, 35 to
95 Gal office recycling containers throughout the installation. These containers are located inside various buildings and collected at least weekly. The tenants of the buildings separate the recycling material by commodity and then it is collected by the ISWM contractor. The PWS is silent on these collections and we did not notice the Government owned containers on the
GFE.
Question: Are these containers and collections of the containers still a part of this contract? If so can you please provide locations and number of containers per location, and who is responsible for providing the containers?
This is still a requirement. They are located at most buildings. The contractor is responsible for the amount needed to complete the task.
