About this file

This file is a Q&A document from a site visit conducted for a chiller replacement project at JBSA Fort Sam Houston, Building 1029. The document captures thirty technical questions and answers regarding the replacement of an existing chiller with a new 150-ton unit, along with additional detailed inquiries about electrical service, building automation systems, refrigerant handling, and chilled water system downtime.

Key technical specifications include: entering water temperature of 54 degrees with a leaving water temperature target of 44 degrees; existing electrical service of 460V/60HZ/3-phase; building square footage of 48,551 SF; and a scroll compressor requirement for the new chiller. The government will accept approved equals meeting the 150-ton capacity requirement and will not mandate exact OEM replacement. Critical operational details specify that approved equals are acceptable; the existing portable chiller will remain operational during replacement; a new inertia base is not required (existing base will be reused); new shutoff valves must be installed; and the existing chilled water system piping will remain in service from the first set of isolation valves at ground level forward. The incumbent controls contractor is Johnson Controls with an undefined communication protocol (BACnet/IP, MSTP, or LonWorks). The government will provide refrigerant recovery cylinders and take ownership of recovered refrigerant, while the contractor is responsible for providing new refrigerant. Both the chilled water pump replacement and transition from the rental chiller to the new unit require two-week outage requests based on mission partner functions. No liquidated damages clauses are included in the contract.

Chiller Site Visit questions

1. What is the entering water temperature? 54

2. What leaving water temperature are they wanting to maintain? 44 degrees

3. What is the voltage of the current unit? Unit Voltage 460V/60HZ/3 Phase

4. What is the square footage of the building it is trying to cool, as we need to know for sizing the chiller to the proper size? 48,551 SF

5. Are we assuming the lines running underground are in good condition and not leaking, and do they want us to hydro test them? Yes. Stub from ground to chiller will need to be replaced, to include 4 taps for pressure and temp.

6. Can our site superintendent act as the SSHO, or does it have to be separate people? Yes, as long as they have met all required regulations and certifications and there are no conflicts of interest.

7. Is the current voltage to the active chiller going to over power a 150 ton chiller that you are requesting to downsize to? NO

8. Will the same size pump for the bigger chiller be applicable to the smaller chiller? Pump shall be compatible with the proposed new chiller mfg. specifications 9.Are there any known issues with existing electrical service, controls, or piping connections? NO

10. Does the Government require exact OEM replacement or will approved equals be accepted? Approved equals are acceptable as long as it meets the 150 ton capacity

11.Will the existing chilled water system need to remain operational during replacement? Yes there is already a portable chiller in place.

12. Where can materials and equipment be staged onsite? Will provide a layout of the laydown area.

13. Are there hazardous materials or asbestos concerns around the existing equipment? Will provide answer pending availability of toxic report.

14. Is there concern with the existing piping conditions if so should we plan to demo the old piping underground? NO

15. Does the contractor take responsibility for the existing temp chiller connected to the one needing to be replaced? Portable taps will need to be installed on New chiller.

16. Please specify who the incumbent controls contractor is at Fort Sam Houston? JCI

17. Does the government expect a control sequence? Disconnect existing control points on chiller and reconnect to new chiller

18. Does the MCC panel get completely replaced? Follow on questions, when referring to MCC panel is this the panel for the facility or chiller

19. Who is providing the refrigerant for the new unit? The awarded contractor is respectable for providing refrigerant.

20. Will the government be responsible for reclaimed refrigerant? Yes, government will provide recovery tanks. Contractor can recover and turn into the government refrigerant shop.

21. Are there liquidated damages assessed on this contract? Liquidated damages clauses are not included in this contract as it is not deemed necessary. However

22. Is this project tax exempt? If so, will a tax exemption certification be supplied?

All federal agencies are tax exempt per regulations. On rare occasions the awardee may request the government to provide a tax exemption letter.

23. Will there be a dedicated lift plan for the chiller replacement? Contractor shall provide lift plan.

24. Please confirm the delineation point for piping to remain versus piping to be replaced. From first set of isolation vales at ground level. To include replacement valves

25. Please confirm whether the existing inertia base is to be reused or if a new inertia base is to be furnished as part of this scope. Re-use existing inertia, 502nd will keep the pump skid

26. Please clarify which BIM system requires tie-in and any associated integration requirements. Connect and reconnect on Chiller

27. Please confirm whether existing shutoff valves are to remain in service or if new valves are to be furnished and installed. New Vales are to be installed

28. Please clarify whether the specified scroll chiller is a mandatory requirement or a basis-of-design preference. Recommend Scroll Compressor

29. Please confirm the equipment submittal shall include replacement of the existing 270-ton chiller with a 150-ton chiller, with manufacturer to remain non-brand specific. Confirmed, the existing chiller shall be replaced with a non-brand specific 150 ton chiller.

30. Please advise if there is a preferred orientation or placement for the new chiller on the existing concrete pad. Must maintain access to all chiller components IE: condenser coil, compressors, within the designated foot print available .Electrical Service What is the size of the electrical service feeding the existing chiller (voltage, phase, and available amperage)? 460V/60HZ/3Phase

2. Building Automation System (BAS) What brand and platform of building automation system is currently installed (e.g., Johnson Controls, Siemens, Trane Tracer, Niagara, etc.)? Johnson Controls What communication protocol is expected (BACnet/IP, MSTP, LonWorks, etc.)? Based on the governments current understanding It could be any of the 3 depending on what unit the contractor proposes.

3. Refrigerant Recovery & Storage During recovery and transport of refrigerant, please confirm:

Are we responsible for providing recovery cylinders to remain onsite for storage? Or will the owner provide storage vessels?

Government will provide recovery cylinders.

Also, please confirm ownership of the recovered refrigerant and any required documentation. Government will take ownership of recovered refrigerant.

4. Chilled Water System Downtime What is the allowable shutdown window for:

Replacing the chilled water pump – Based on mission partner functions, must provide 2 weeks outage request Transitioning from the rental chiller to the new chiller Based on mission partner functions, must provide 2 weeks outage request

1. Please confirm whether the 150-ton capacity requirement is based on AHRI standard rating conditions or site-specific design conditions? Size is based off of site conditions.

2. Is either a scroll or screw chiller acceptable, provided it meets all performance and system compatibility requirements? Scroll Compressors

3. Please confirm the required system voltage for the new chiller and pump (e.g., 460V, 3-phase), as this was not explicitly stated in the scope. 460V/60HZ/3Phase
