About this file

This is a Questions and Answers document for the MWD Food Program BPA Purina, solicitation FA301626R0015. The document addresses clarifications regarding a new Blanket Purchase Agreement (BPA) to supply specialized dog food for 750-1,000 Military Working Dogs. The BPA does not establish fixed quantities; instead, the customer will procure amounts monthly based on mission needs. Emergency orders occur 1-2 times per year and are always pallet-sized. The contractor must include all costs—including air shipping for 48-hour delivery and emergency order surcharges—in the price with no separate reimbursement from the government.

Key operational requirements include: manufacture dates must be clearly visible on outer pallet wrapping to comply with the 90-day freshness rule; all diets must be delivered on stand-alone pallets for rapid inventory management; lift-gate capabilities are required at Chapman Annex (Building 468) and Knight Street (Building 7487) locations; routine deliveries occur at the Lackland location accommodating 18-wheel semi-trucks; Chapman Annex is emergency-only and requires smaller cargo trucks; the JBSA Lackland Commercial Search Gate is the entry point (hours 0500-1700) via Growden Gate, while Chapman Annex uses its own Commercial Search Gate (24/7 access with prior coordination at 210-671-2018). A signed authorized Diet memorandum will be provided post-award for veterinary approval of all line items. No technical proposal is required. The solicitation is new with no incumbent or historical ordering data. An amendment extended the questions deadline to March 2, 2026, and added CLIN 0028 for Pro Plan Veterinary Diets EN Gastroenterics in 38-pound bags.

MWD Food Program BPA Purina – Q & A FA301626R0015

1. I don’t see the estimated quantities reflected on the price sheet (Attachment 1 – BPA Price List Sheet – Purina), so I want to ensure we’re not missing anything.

This solicitation is for a Blanket Purchase Agreement, not for a definitized contract, meaning the customer will be procuring certain amounts of each product at a time each month to mission needs. No specific quantity is provided other than this requirement will be to support 750-1,000 Military Working Dogs at any given time.

2. Approximately how many emergency orders are placed per month or year?

Emergency orders 1 to 2 times a year. Depending if the original order was not fully fulfilled which will trigger a reorder.

3. What is the estimated size of an emergency order? For example, is it typically a few bags that fit in a box, or is it a full pallet?

All orders will be pallet size.

4. To ensure delivery to the base within 48 hours, shipping by air is required. Will the client cover the additional shipping costs, and may we include an emergency order surcharge?

All cost will be included in the price.

5. Line Item 0010 -38100-10233 PRO PLAN VETERINARY DIETS EN GASTROENTERIC 25 LB Purina has this exact product but in a 38 lb bag in what they call “Dry Hospital Pack”. This 38 lb bag is half the cost per pound of the 25 lb bag. This size is geared toward kennel and vet hospital feeding programs. Can or should we offer the 38 lb bag? If so how would we submit this alternate size?

CLIN 0028 Item No. 3678446 PRO PLAN VETERINARY DIETS EN GASTROENTRICS, 38 LB BAG will be included by amendment. Please see “Attachment 1 - BPA Price List Sheet Purina (Updated)”.

6. Is there a technical proposal required? If so, please provide the document and reference number to ensure the contractor meets all the requirements.

No.

7. Some of the food needs veterinarian approval. If the contractor is not a veterinarian, will the governments veterinarian sign off on the order?

A signed authorized Diet memorandum will be provided post-award for approval of all line items listed.

8. Is this a new contract? If not, please provide the name of the incumbent, contract number, and if the ordering requirements have changed from last contract submission.

This is a new requirement and will be awarded out as a Blanket Purchase Agreement (BPA).

9. Does the government have ordering history over the last three years so the contractor can get an idea of how many deliveries are made per month?

No. this is a new requirement.

10. The government stated questions were does Monday Feburary 27th, 2026. This is not possible as Friday was Feburary 27th. Can the government clarify the date of the questions?

Due to administrative error, an amendment will be made for open question submissions to close 2nd March 2026.

11. Is there anyway you can send me a picture of the drop off location. Is it a doc or where would it be dropped if I need to know transportation could fit wherever it’s going

Chapman Annex deliveries will only be on an emergency basis if the Lackland side cannot support, but the roads will not accommodate an 18-wheel semi-truck from safely accessing the location so a smaller cargo truck would be needed for this location.

All routine deliveries will be at the Lackland location which can accommodate 18-wheel semi-truck access

Please see attached PowerPoint for pictures of delivery locations.

12. Freshness Verification (90-Day Rule): To ensure compliance with the 3-month manufacture date requirement, will the government require the manufacture date to be listed on the outer pallet wrapping for rapid inspection at the gate, or is a batch-log provided with the packing slip sufficient?

Manufacture date must be clearly visible on/in the outer pallet

13. CLIN 0028 Logistics: Regarding the newly added EN Gastroenteric (38lb bags), do you anticipate these being ordered as stand-alone pallets, or should we plan for "mixed pallet" deliveries alongside the Pro Plan Sport 30/20?

All diets need to be on stand-alone pallets for rapid inventory and storage due to the large quantities ordered

14. Delivery Access: Do the Chapman Annex (Bldg 468) and Knight Street (Bldg 7487) locations both have standard-height loading docks, or should our freight carriers expect to utilize lift-gates for ground-level offloading?

Both locations will require lift gate capabilities

15. Security/Gate Protocol: For the 7:00 AM – 11:00 AM delivery window, is there a specific commercial gate at JBSA Lackland you recommend for the most efficient security processing of food-grade shipments?

All deliveries to Lackland must clear the JBSA Lackland Commercial Search Gate then enter the installation using the Growden Gate located just south of the City of San Antonio Vehicle Impound Facility (3625 Growden Road San Antonio, TX 78227). This gate is open 0500 - 1700 and gate traffic is dependent on the number of commercial vehicles requiring access to the installation.

All deliveries to Chapman must clear the JBSA-Lackland Chapman Annex Commercial Search Gate located just north of the Ray Ellison Blvd and Harrow Dr intersection. This gate has 24/7 access, however, the driver must contact the Law Enforcement Desk at (210) 671- 2018 to coordinate access each time.
