About this file
This is a Memorandum for Record documenting a brand name or equal justification for a portable generator acquisition by the 433rd Maintenance Group at Joint Base San Antonio–Lackland AFB, Texas. The procurement (Purchase Request F2MT2M6176A001) seeks to acquire Jackery Inc. portable, indoor-safe power stations and related equipment to support mission-critical operations and maintain continuity of command during utility failures in Building 825, the central command and operational hub for the 433d MXG.
The justification identifies four salient characteristics that justify the brand-name specification: (1) integrated system compatibility requiring high-capacity power stations (HomePower 3000), mid-capacity units (Explorer 1000 v2), solar panels, extension cables, and carrying cases with fully compatible components for off-grid recharging; (2) specific performance requirements of 3,600W output and 3,072 Wh battery capacity for high-capacity units and 1,500W output and 1,070 Wh for mid-capacity units to reliably power mission-critical computer and communications equipment; (3) indoor safety certification with no toxic emissions for use in occupied office building environments; and (4) carrying case dimensions of approximately 15.16 x 11.61 x 13.39 inches sized specifically for mid-capacity generators. The procurement will be competed as a Total Small Business Set-Aside under NAICS 335312, posted to SAM.gov, allowing equivalent products that meet all specified salient characteristics. The contracting officer determined fair and reasonable pricing based on an average of four vendor quotes totaling $57,927.57, with price reasonableness to be determined in accordance with RFO 12.204(a) and R-DFARS 212.204. SSGT Zachary Ross, USAF Contracting Officer, certified the justification as accurate and complete.

MEMORANDUM FOR RECORD
FOR
BRAND NAME OR EQUAL TO
JUSTIFICATION
Portable Generators
Purchase Request: F2MT2M6176A001
Manufacture Name: Jackery Inc Street Number/Box Number: 5310 Bunche Drive State, Zip Code: Fremont, CA 94538
Description of action being approved: The 433rd Maintenance Group (433 MXG) at Joint Base San Antonio (JBSA) - Lackland AFB, TX, proposes the acquisition of portable, indoor-safe power stations to support mission-critical operations and maintain continuity of command during utility failures in Building 825. This facility houses the central command and operational hub for the 433d MXG.
The Jackery brand of products (or an equal) is specified because they are known to meet following salient characteristics outlined in the Statement of Need (SON).
1. Integrated System Compatibility: The requirement is for a complete, integrated system that includes high-capacity power stations (HomePower 3000), mid-capacity units (Explorer 1000 v2), specific solar panels, extension cables, and carrying cases. All components must be fully compatible to ensure reliable, high-performance operation, particularly the connection interface between the solar panels, extension cables, and power stations for off-grid recharging.
2. Specific Performance Requirements: The power stations must meet minimum power output (3,600W for high-capacity, 1,500W for mid-capacity) and battery capacity (3,072 Wh and 1,070 Wh, respectively) to reliably power mission-critical computer and communications equipment.
3. Indoor Safety Certification: The units must be certified for safe indoor operation with no toxic emissions, which is critical for use within occupied office building environments like Building 825.
4. Physical Dimensions and Portability: The carrying cases must be sized specifically for the mid-capacity generators (Explorer 1000 v2 or equal) with approximate dimensions of 15.16 x
11.61 x 13.39 inches, ensuring a proper fit for secure protection and transport.
Statute and/or Regulation supporting determination: Pursuant to Revolutionary Federal Acquisition Regulation Overhaul (RFO) 12.102(a), which allows for restricting competition for acquisitions at or below the SAT, and as supplemented by R-DFARS 211.204, this document justifies the use of a brand-name or equal to specification. This justification is based on a review of the acquisition history, an assessment of government risk, and a determination of the most logical and suitable solution that serves the best interest of the government.
Rationale: These specific characteristics are essential to ensure the equipment functions as a reliable, seamless system to maintain continuity of operations for the 433d MXG during power outages.
Mismatched or non-compatible components could lead to system failure, inadequate power for critical equipment, or safety risks in an occupied facility. The Jackery brand of products is known to meet all the Government’s essential requirements as an integrated system. While the solicitation allows for an "or equal" product, any proposed alternative must meet all the specific salient characteristics listed to ensure full compatibility and performance without degrading safety or operational readiness. Therefore, a brand-name or equal justification is submitted to ensure that any product provided meets these stringent, interlocking requirements.
Efforts to Obtain Competition: This procurement will be competed on the open market as a Total Small Business Set-Aside to maximize opportunities for small businesses. The solicitation will be posted to the government-wide point of entry (SAM.gov), soliciting to small businesses under assigned NAICS 335312, capable of providing the required brand name or equal Jackery Portable Generators.
Determination of Fair and Reasonable Cost: The Contracting Officer anticipates that the resulting price for Jackery Portable Generators or equal to shall be fair and reasonable if the government intends to solicit 100% Small Business Set Aside with a Brand Name or Equal Justification. This determination will be based on adequate price competition among the IGCE and vendor quotes received through the solicitation process. The average price between the 4 vendor quotes is $57,927.57.
Price reasonableness will be determined in accordance with RFO 12.204(a) and R-DFARS 212.204.
Contracting Officer’s Certification that the Justification is accurate and complete:
As evidenced by my signature below, I certify that the justification is accurate and complete the best of my knowledge and belief.
