About this file

This is a Questions and Answers document for federal contract solicitation FA301626Q0239, a brand-name-only acquisition for CisionOne subscription services by the Air Education and Training Command (AETC/PA). The solicitation is not open to alternative or equal media monitoring solutions; only CisionOne products will be considered.

Key submission requirements include that offerors must be current authorized resellers for Cision products, with authorization status evidenced by an official letter on the manufacturer's letterhead that explicitly includes the offeror's Unique Entity Identifier (UEI) and must be provided at the time of quote submission. The quote due date is Wednesday, 26 August 2026 at 02:00 PM CDT. The period of performance is 30 September 2026 through 29 September 2027 (12-month term). This is a new requirement with no existing CisionOne account or user licenses transferring. If more than three quotes are received, only the three lowest-priced quotes will be evaluated for technical acceptability, with evaluation factors determined by FAR clause 52.212-2.

FA301626Q0239 – CisionOne Subscription

Questions and Answers

1. Paragraph A(4)(a)(i)(1) requires that the awardee "is a current authorized reseller for Cision products." Will the Government accept a letter of authorization or written confirmation from

Cision US Inc. issued prior to the quote due date as evidence of authorized reseller status, or must a fully executed reseller agreement be in place at the time of quote submission?

• Answer: The Government will accept an official letter on the manufacturer's letterhead confirming authorized reseller status. The document must explicitly include the offeror's

Unique Entity Identifier (UEI) and be provided at the time of quote submission.

2. If a letter of authorization is acceptable, does the Government require that it be submitted with the quote, or may it be provided upon request during evaluation?

• Answer: Please refer to Question #1.

3. Does the Government require any documentation of authorized reseller status be submitted with the quote package? If so, please identify the required form or format.

• Answer: Please refer to Question #1.

4. Is there a required format, form, or content for a supply or authorization letter from Cision US

Inc?

• Answer: Please refer to Question #1.

5. Would the Government consider a quote for an equal media monitoring solution that meets or exceeds the technical requirements outlined in the solicitation?

• Answer: No. This requirement is a brand-name-only acquisition for CisionOne. Alternate or equal products will not be considered.

6. The RFQ makes current authorized reseller status a condition of award, but the submission items listed do not include supporting documentation. Does the Government require a letter of supply or authorization letter from Cision US Inc. with the quote, and if so, is there a required format or content?

• Answer: Please refer to Question #1.

7. The RFQ states quotes are due "Thursday, 26 August 2026 at 02:00PM CDT." 26 August 2026 falls on a Wednesday. Please confirm the correct closing date and time.

• Answer: Proposals are due Wednesday, 26 August 2026 at 02:00PM CDT.

8. The RFQ provides that if more than three quotes are received, only the three lowest priced will be evaluated for technical acceptability. Because all quoters will offer the identical brand-name product, how will the Government resolve ties or identical total evaluated prices when selecting the three quotes to evaluate?

• Answer: Please refer to RFO 52.212-2 for evaluation factors.

9. Does AETC/PA hold an existing CisionOne account or user licenses that would transfer under the resulting order, or if this is a new account provisioned at award.

• Answer: This is a new requirement.

10. Can you confirm that the period of performance for solicitation FA301626Q0239 is 9/30/2026 –

9/29/2027?

• Answer: Yes, the period of performance is 30 September 2026 through 29 September

2027 (12-month term).
