About this file

This is a Questions and Answers document for a federal contract solicitation (FA301626Q0050) issued by 502 CONS/PKDB at JBSA Randolph, Texas for Internet Service for the Kilmer Hall Student Activity Center.

The requirement calls for maintenance and connectivity services providing 1 gigabit per second (Gbps) fiber optic as the primary line and 1 Gbps satcom as the backup failover line, with two separate gateways. Spectrum is the required service provider; vendors cannot use alternative providers. The contract is firm fixed price with potential service call costs factored into a single bid price rather than priced as add-ons. The Government will not provide network diagrams or require dual service providers. An existing failover solution is already in place, so vendors are not responsible for providing enterprise failover management. The centralized base location is the Kilmer Hall Student Activity Center address as referenced in the Performance Work Statement. The solicitation deadline was extended from June 17, 2026 to June 24, 2026 to allow vendors additional time to prepare compliant proposals. The incumbent contractor information will be provided to the contract awardee. Key updates to the Statement of Work were made on April 29, 2026 to reflect the 1 Gbps primary and failover bandwidth requirements, and the Purchase Request was updated on May 6, 2026 to align with these specifications.
