About this file
This is a Pre-Bid Questions & Answers document (Amendment 0001) for solicitation FA301626Q0047, a 433rd Lodging Blanket Purchase Agreement (BPA).
The Government intends to award four (4) BPA contracts to provide lodging services for the 433rd Airlift Wing at JBSA-Lackland, Texas. The BPA will span five years from execution date, with contract start determined by 502 CONS upon BPA award. Approximately 24 room nights per year (2 nights per month for 12 months) are required, with room inventory per location typically ranging from 30-75 rooms depending on property size. Bulk lodging requests historically occur on Wednesdays during designated Unit Training Assembly (UTA) dates, which are identified on a fiscal year calendar published around March for the following year. Additional requests outside the normal schedule are optional based on space availability. Historical no-show rates average less than 10% of established bookings. Hotel compliance is based on the Statement of Work requirements, which mirror Air Force Inns lodging criteria standards per DAFMAN 34-135. No specific hotel rating or designation (such as AAA or star ratings) is required. Offerors may submit multiple hotel properties if a contract management agreement exists; third-party contract management is acceptable per RFO 52.212-2. Pricing updates are permitted on an annual basis if prices remain fair, reasonable, and competitive for the local market, subject to 502d CONS approval. Tax-exempt forms will be provided upon award and renewed annually per Texas Law. One parking space per guest is required. The Government will select the four lowest priced technically acceptable proposals for award.

433rd Lodging BPA
Combo/Synopsis Questions-
Pre-Bid Questions & Answers – Amendment 0001
FA301626Q0047
1. Does the Government have any anticipated pre-drill, upcoming UTA, or near-term training dates already identified that may result in lodging calls shortly after BPA award.
Government Response: Hotel Management/authorized representatives at contracted hotels are provided with a fiscal year (FY) calendar identifying the anticipated unit training assemblies (UTA) for the next year by the 433 AW Lodging Manager. These calendar memorandums are published around March of the previous year outlining the participation dates each month. FYs run from October to September. (Example attached).
2. Could you please confirm whether any specific hotel rating or designation (such as
AAA rating, 3 Star or similar) is required for participation under Solicitation FA301626Q0047, or if compliance is based solely on the Statement of Work and inspection criteria?
Government Response: Hotel compliance is based off of the Statement of Work (SOW), however the SOW is required/mirrored to the Air Force Inns lodging criteria standards for adequate lodging and inspection. This criterion is pulled directly from Air Force lodging compliance manual DAFMAN 34-135 and its associated references. Refer to the combo synopsis/solicitation, RFO 52.212-2, pg.20 regarding site inspection.
3. Will the bulk of these rooms be used during drill weekends or are you expecting to use up to 75 lodging rooms daily throughout the month. Do you have the dates of the drill weekends and when does this contract begin? There is no start/end date on the SOW.
Government Response: Ideally, the #’s assigned room blocks that are established during inventory are used during the designated UTA days listed on the calendar. However, in some instances units or single members may require a room during a rescheduled UTA (a date that occurs outside the listed UTA dates). In this instance the 433 AW Lodging
Manager inquires for a room/room based on space available at the government rate. This is optional for the hotel to provide and should not affect regular room blocking numbers for the month. The start date of the contract would be established by 502 CONS but would start when the BPA is executed and with consideration to the availability of the hotel. The BPA would span 5 years from that date to expiration. At time of BPA approval (if approved) the current inventory and price lists in place would be reviewed and confirmed or altered.
4. What is the period of performance for this request? Is it 5 years? When will it start?
Government Response: Refer to question 3, for an answer.
5. Is government accepting bids from third party contractors?
Government Response: Refer to the combo synopsis/solicitation in RFO 52.212-2, pg.20, proof of ownership or contract management agreement.
6. We would like to know if this is a brand-new contract or if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Government Response: This is a re-compete from an expired Lodging BPA
FA301621A0034
7. Also, if this is a re-solicitation, could you please provide the dates and quantities of inventory for the previous 12 months?
Government Response: The Government has determined that historical inventory data from the previous 12 months is not necessary for the preparation of a responsive offer.
Offerors are instructed to base their technical and price vendor price list strictly on the requirements, specifications, and estimated quantities provided in the current comob/synopsis solicitation documentation.
8. Will a tax-exempt form be provided upon award?
Government Response: Tax exempt forms are provided upon award and will be re initiated annually per Texas Law.
9. Based on historical data, how many no-shows are typically anticipated?
Government Response: Based on historical data, no shows vary based on the amount of room inventory per hotel and they fluctuate. An average estimate based off inventory would be less than 10% of guests are established no shows.
10. Could you please provide the exact address for JBSA?
Government Response: The 433rd Lodging office is located at 312 Oscar Westover Rd, JBSA-Lackland, TX 78236. The 433 Airlift Wing building is located at 100 Galaxy Rd, JBSA-Lackland, TX 78236
11. Historically, have the requests been primarily on weekdays or weekends?
Government Response: Historically, the bulk of requests are provided to the hotel on Wednesday the week of the UTA. Other requests that fall outside the normal schedule are sporadic but are optional based on space available.
12. Would there be an opportunity to update pricing on an annual basis?
Government Response: Yes, but pricing must remain fair, reasonable, and within competitive government rates for local market. All prices changes must be approved by the 502d CONs.
13. Would you kindly confirm if this contract once awarded can utilize the GPC so that the travel services can be paid for at the time of booking rather than invoicing with net 30?
Government Response: Due to limitations within the GPC usage regulations and the population of users, individual payments are unauthorized. Additionally, these budget processes must allow time for proper vetting and confirmation of invoice before payment.
14. Is it permissible to submit more than one hotel property to support this large group? If so, is there a limit of how many hotels?
Government Response: Refer to the combo synopsis/solicitation, pg. 2 -- The Government intends to make four (4) awards from the solicitation FA301626Q0047. In addition, if you have a contract management agreement with that hotel within the bounds of the RFO 52.212-2 listed in the solicitation, then it shall be acceptable. Refer to the combo/synopsis.
15. Is there an estimate of the required number of parking spaces?
Government Response: Due to the intended use of lodging being official business only and members are not allowed to lodge or bring guests. The expected allotment of parking spaces is 1 per guest.
16. Do you have a target date or date range for the final award decision?
Government Response: The government does not have a target date as we’re currently in the solicitation phase and have pending quotes to be received. 4 selections with lowest priced technically acceptable shall be selected for awardee and the date will be established.
17. Approximately how many room nights/day are required?
Government Response: As shown on the attached schedule approximately 24 nights per year (2 nights per month for 12 months) are required. The number of rooms per month established on the inventory is based off property size and is typically between 30-75 rooms per location.
18. Is this requirement for drill weekends only, or are rooms needed daily?
Government Response: Refer to question 1 & 3 for an answer.
19. Will this be a weekly or monthly recurring need?
Government Response: Monthly recurring need as shown on the attached schedule.
