The PWS reinforces this by stating the contractor is responsible for all "transportation" (Section 1) and that the price "includes all costs for disposal of waste materials" (Section 1.3). The PWS does not contain any specific clauses allowing for economic price adjustments, vendors should include the risk of potential increases in fuel and disposal costs in your overall firm-fixed-price proposal.
