This document is a comprehensive Questions and Answers file for the Joint Base San Antonio (JBSA) Municipal Solid Waste Management (MSWM) Services solicitation (FA301625R0002). The procurement is a 5-year contract with a phase-in period, seeking a small business contractor to provide municipal solid waste collection and disposal services across multiple military installations including Lackland, Randolph, Fort Sam Houston, Camp Bullis, Canyon Lake, and Seguin Airfield. The current incumbent is Perry Management Corporation, with a contract value that increased from $15.04M to $32.19M.

Key details include a solicitation release with a site visit on 20 March 2025, anticipated contract award before 1 August 2025, and an estimated annual tonnage of approximately 44,000 tons across locations. The contract requires comprehensive waste management services including front-load and roll-off container collections, green waste disposal, special event services, and asbestos waste transportation. Pricing will be structured across multiple Contract Line Item Numbers (CLINs), with a not-to-exceed CLIN of $105,000 for unscheduled services. The contractor will be responsible for providing most equipment, managing disposal permits, and meeting specific base access and collection requirements while adhering to environmental regulations.

Questions & Answers

CONTRACTOR QUESTIONSDOCUMENT REFERENCEGOVERNMENT RESPONSEDOCUMENT REFERENCE
1Is there an incumbent/recompete or is this a brand new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.Yes, there is an incumbent and the requirement is existing; Contract No. is FA301620D0024

2 Is there a scope for seguin airport and canyon lake? If so what is the scope? Seguin Auxiliary Airfield (on call as required, see Table A-3-1) and Canyon Lake (see Appendix A, Table A-2-1 PWS Appx A_20 Nov 24

3 Are the 35 yd, 40yd, 42 yd compactors and pulverizers base owned or contractor provided? Both, see Appendix B, Table B-1: Government Furnished Equipment; all other compactors contractor provided Tables A-3-1, A-3-2, A-3-3, A-4. B-1

4 Can you explain CLIN 0005 and the estimated annual amount of $105,000? CLIN 0X05 is an established not to exceed CLIN. That means, this is the maximum limit that can be charged for the specific item or service not exceed the amount specified, ie. $105,000.00. This is set by the requirement and does not require contractor proposal of this CLIN.

5Regarding the rag waste- would this be considered hazardous waste? And more specifically, what would these rags be contaminated with? Are these bio hazard materials or working with cleaning chemicals, perhaps even metals? Knowing this beforehand can eliminate our need to send samples for analysis to ensure proper disposal safety. If an SDS can be provided that would be incredibly helpful.
Not hazardous waste, it is Manifested Waste and is possibly contaminated with sewage.

6 I would like to confirm that you are only seeking transportation of asbestos waste and disposal and not abatement of the asbestos. Additionally, regarding the requirement for asbestos containers- do you have specific dimensions or requirements? Are roll-offs sufficient? See PWS 1.1.5 - 1.1.5.2, Table A-3-2 Transportation only, not abatement. See 40 Code of Federal Regulation (CFR) 61 Subpart M and 40 CFR Subchapter 1 for container requirements. Table A-3-2 shows size requirement.

7 Lastly, could you please define "fully enclosed" disposal containers? Specifically, as it applied to the 40 CY asbestos disposal containers. Would roll-off containers that have built-in tarps on a rolling system, which can be secured with ratchet straps and bungee cords to keep out rainwater and debris be sufficient? Or is this a requirement specifically for hard-walled sealed disposal units required? See PWS 1.1.5.1 See 40 Code of Federal Regulation (CFR) 61 Subpart M and 40 CFR Subchapter 1.

8 Will the Contractor be able to bill green waste disposal against Landfill Tipping fees or should the Green Waste Disposal cost be included in the Scheduled Green Waste Collection Clin? Green waste materials are eligible for disposal at recycling facilities that do not charge for tonnage. Any contaminated green waste (trash included in container) may be disposed of at landfill and tonnage charged against CLIN 0X07.

9 Can you confirm the length of contract 5 years or 4 years & 11 Months? 5 years. The first year consists of the phase-in month.

10 Nearly all containers on JBSA are 5-10 years old, mostly rotted out and many with holes. Will the Government be requiring all Cans to be less than 5 years old with no holes for no trash to escape out of? See PWS 1.14 & 1.17 See PWS for requirements.

11 Generally rag waste put into drums. Can you provide a picture of the 3cy or Comparable Can on site now? Photo of current container provided.

12 Can you provide a copy of the Water Waste Rag Manifest as mentioned in the PWS so we can get a special waste disposal price from Landfill? Copy of manifest provided.

13 Our customers have always found side loaded Asbestos Cans are easier to load, can you confirm it’s a top loaded Asbestos Can? Customer would slide doors open from the top? Please provide a picture of the Asbestos Container you’re requesting. See PWS 1.1.5.1 See 40 Code of Federal Regulation (CFR) 61 Subpart M and 40 CFR Subchapter 1

14 Please provide a site visit attendee (vendor) sign-in sheet that was conducted onsite on 20 March? Site Visit sheet has been made available.

15 The value of the incumbent contract # FA301620D0024 awarded to Perry Management Corporation in 07/2020 was $15,041M. The current value of their contract now has significantly increased to $32,192M. There are no significant changes in the PWS compared to last award. What is the reason the value of the contract doubled? The landfill disposal fees could not be the only increase. Total Contract Value at time of award was $15,041,798.41.

Total contract value did not double.

16 Under Proposal Submission, Volume II – Technical Proposal, Factor #1 – Management Plan requires to identify Key Personnels proposed for this contract, however there is no requirement of Key Personnel per the PWS. Please clarify and or amend the PWS to add this requirement. Management plan should include all personnel proposed to succesfuly perform the contract.

17 The Pricing Proposal requires an Offeror to hold pricing for 180 calendar days. Can the government consider awarding the contract timely in order to allow 60 days phase-in that will help the incumbent and predecessor contractors to align their operations to continue services as well as phase-in/phase-out? The government will make every effort to award the contract with sufficient lead time to accommodate the phase-in period. Additionally, based on historical data, the estimated 30 days to phase-in is sufficient.

18 Under Proposal Submission, Volume II – Technical Proposal, Factor #2 – Mobilization Plan. Can the government allow 60 days to phase-in? The magnitude and size of this contract allows 60 days phase-in plan for container placements. Based on historical data, the estimated 30 days to phase-in is sufficient.

19 Can the government provide a laydown area for container placement (receive, stage and transport) during phase-in? Open lots will be provided during the phase-in/phase-out period; however, the Government is not liable for disposition of containers left at the site.

20 PWS Section 1.3.1 – can the government please provide historical requests for Unscheduled, Temporary and Special Event requests? Please provide for last 2 years (per month) to show the magnitude of these requests for front load and roll-off container requests. This will assist in understanding Pricing CLINS 0005 and 0006. Not readily available by container size, etc.

21 PWS Section 1.5.3 – can the government please provide historical requests for after duty hours, weekend and holidays? Please provide for last 2 years. Requests are historically made within the Hours of Operation.

22 PWS Section 1.5.3 – Are labor hours billable if government requests services after duty hours, weekend and holidays? No; only container tipping fees and landfill fees are billable.

23 PWS Section 1.7 – can the government identify any known delays using the commercial gates? Length of delays? What are the busy hours? Lackland's busiest days are Wednesday and Thursday; morning rush hours at all locations are peak traffic times; delay can be anywhere from 5 - 60 minutes (average).

24 PWS Section 2.2 – can the government identify any areas of performance issues on current contract (CDR)? I am not looking for any specifics but what type of concerns exist? No concerns exist on the current contract.

25 PWS Section 4.1 – will contractor be allowed to start collection services earlier then 6.00 am? Commercial Gate hours listed for each location. No pickups near dorms or Military Family Housing earlier than listed in PWS. BAMC: 6am – 1pm (M-F) FSH: 6am – 1pm (M-F) LAK: 5am-5pm (daily, closed holidays) RAN: 6am-6pm (M-F)

26 PWS Section 1.1.1 – who is responsible for picking up bulk items that is left within 10 feet of MSW dumpsters? For example pallets, furniture, etc. The PWS does not reference any bulk collections. PWS 1.10.1 The contractor.

27 Can the government identify number of personnel working on the current contract? Which are considered Key Personnel? This contract is performance based and therefore up to the contractor to determine the labor mix/key personnel.

28 PWS Section 1.3.3 – Which CLIN can be used by the contractor to invoice for disposal fees’ associated with C&D Roll-Offs? Recycled materials are not billable; all other tonnage billed against CLIN 0X07.

29 Please provide updated Table A-1 Estimated Tonnage by each base for 2024? Table A-1 - EST TONNAGE, estimates will remain as posted;

Historical information: FY24: 22,000

RND: 3,000

FSH-CB: 10,000

LAK: 9,000

30 Table A-3 is bit confusing. Can the government provide number, size and type of compactors a contractor needs to provide on this contract? Can the government provide pictures of all current compactors onsite? Table A-3-1, A-3-2, A-3-3 and A-4 clearly reflect the size, quantity and location of all roll off containers required. Table B-1 shows the roll off containers that are GFE.

31 When does the government anticipate to make an award knowing the start date of a new contract would be 1 August? The government anticipates making award before August 1, 2025 since phase in starts 01 July 2025. However, this date is subject to change. If the acquisition is delayed, the Government will adjust accordingly.

32 Can you disclose what would be the basis to declare that “adequate price competition no longer exists”? Refer to FAR 15.403-1(c)(1).

33 Can you disclose what specific information you would be seeking to obtain from current financial institution? (Section 4 Attch 2). We have different financial institutions that we do business with for different purposes and would like to be able to provide the proper information. E.g. main bank for general purposes, or financial institution for trucks, etc. The requested information includes questions regarding the company having adequate financial resources to perform the contract, or the ability to obtain them.

34 The organizational chart that you require is for the “proposed” organizational chart to serve this contract, if awarded? Or do you want only “current” organizational chart related to current business activities? The organizational chart should represent the proposed structure for the contract if awarded.

35 When do you anticipate to make a selection for the award? Approximate date ok… (to know the time frame between award notification date and contract start date) The government anticipates making award before August 1, 2025 since phase in starts 01 July 2025. However, this date is subject to change. If the acquisition is delayed, the Government will adjust accordingly.

36 Would the Government please provide the sign-in sheet from the site visit? Site Visit sheet has been made available.

37 1.3.1 and X005, Unscheduled Roll-Offs for Food Waste/Green Waste: The past contract(s) was silent on specifics in regard to the unscheduled “special event”/temporary roll-off quantity needed to perform, but it turned out that the contractor needed to maintain in excess of 50 additional roll-off containers available on hand in order to provide adequate fulfillment of temporary “special event” unscheduled roll-off service requests for JBSA. These 50 roll-offs are in addition to the number of roll-off containers the contractor is required to provide to support the scheduled roll-off services for all JBSA areas in Appendix A. This is a cost of over $350,000.00 in roll-off containers. Size of containers ranged from 20, 30, and 40 CY containers. Please confirm that this number of containers is still needed to perform and execute the unscheduled container service line items.

1.b) 1.3.1 and X0005. Unscheduled Roll-Offs for Food Waste/Green Waste often sit for weeks to months, would the Government please confirm that rental fees and delivery fees should be included in this line item? Unscheduled requests are on an as needed basis and can't be estimated as there is no way of knowing how many will be needed at any given time. Rental and delivery fees shall be included in CLIN 0X05 pricing.

38 Where do propose pricing and what are the quantities to propose on for CLIN X005, for both 60 days or less, and 61 days or more for “**Unscheduled Municipal Solid Waste (MSW) 8 CY dumpsters (FELs), 3 CY sealed dumpster, Roll-Offs (ROs), Green Waste (GW) Roll-Offs (ROs), and Special Event FELs, ROs, & GW Ros. This is a Not to Exceed CLIN.”? Yes, CLIN 0005 is "Not to Exceed CLIN", capped at $105,000.00. For quantities, unscheduled requests are on an as needed basis and can't be estimated as there is no way of knowing how many will be needed at any given time.

39 1.1.3 Public/Common Use MSW Receptables: Is the contractor responsible for the cost of the liners? PWS 1.1.3 Yes

40 Collection Requirements, 1.1.1 Municipal Solid Waste, directs that MSW dumpsters/containers are emptied based on minimum frequencies established in Appendix A. Will the contract allow a charge for scheduled roll-off containers that are empty on arrival by the driver on the scheduled service date? Since there is no CLIN for dumpster rental, the contractor's pricing is reliant on the scheduled pickups as projected by the PWS appendix. The contractor will incur costs when this situation occurs (man hours, fuel, overhead, etc.). No

41 PWS 1.13.1 Offsite Disposal states: “The contractor shall transport and dispose of all MSW at a licensed offsite disposal site. The contractor shall provide a copy of the landfill’s operating permit to the COR and CO prior to performance start. The contractor is responsible for disposal being in accordance with existing local, state and federal regulations. The contractor shall be responsible for any permit or fees associated with the use of offsite disposal locations; MSW tonnage disposal costs shall be invoiced against applicable CLIN.”

Please confirm that the government will reimburse the disposal cost BID x the number of tons collected/disposed, and that the offeror will not be allowed to increase the unit cost of disposal after award. Please specify clearly so there is no ambiguity, as certain firms that are proposing on this procurement are using any uncertainty as a way to gain a strategic advantage over other offerors by bidding an unrealistic, below market rate and then seeking a higher per ton cost later in the contract. If left unchecked, this creates an extremely unfair playing field for pricing evaluation purposes and blemishes the integrity of the bid process.

Or, could the Government have the landfill as a NTE, no bid line item for price evaluation purposes that pre-prices the landfill the same for each company? Tons disposed of times unit cost will be fixed for the life of the contract at the time of award. No increase for underbidding.

42 Route Parameters: The gates of the 3 main installations can sometimes take an hour, two hours, waiting time at the gates. Can the Government please specify what the contractor can expect in terms of compensation? No compensation will be considered.

43 1.1.4 Green Waste: Please confirm that Green Waste Processor Fees will not be reimbursed under Line Item X007 for all periods, and should be included in the hauling fee for the green waste hauls in line item X004. Confirmed.

44 Please confirm that additional landfill charges for environment fees, fuel surcharge, minimal fees for light load tonnage, and any other fees imposed by the landfill should be recovered by Line Item X007 for all periods? CLIN 0X07 is for the negotiated per ton disposal fee only. Contractor should bid accordingly.

45 3.2. Equipment: In the event a contractor furnished container/compactor is deleted from the contract scheduled collection station, will the contract allow the contractor to submit an equitable adjustment proposal to recover the contractor’s investment in that container/compactor? These units are costly and the contractor’s price proposal includes equipment cost that is normally expected to be recovered through all equated scheduled services over the term of the project. This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle. Quantities may increase and decrease based on the needs of the Government. Any changes to the contract will be accomplished via bi-lateral modification

46 1.11. Can the awarded contractor collect a partial load of waste from one Base and then combine it with a load from another? In other words, verify whether each truck must be empty before coming onto each installation. PWS 1.5.4 No combining loads; trucks must enter each site empty.

47 Please confirm that FAR 52.219-14 (Limitations on Subcontracting) will be included in the RFP as required by the FAR and that the agency will require offerors to demonstrate in their proposals the percentage of work to be performed by the offeror and any teaming partner, and that the offerors will not subcontract more than 50% of the amount paid by the government. We raise this issue due to certain, smaller prime contractor firms that were present at the site visit that are contemplating teaming with larger waste companies that are unable to compete for the work due to their size. Our concern is that these smaller prime contractors, who are not self-performing the work, are instead relying on a large subcontractor and will not be in compliance with FAR 52.219-14. This acquisition is subject to FAR 52.219-14, Limitations on Subcontracting. The clause is marked in the solicitation and shall be enforced.

48 3.1 Facilities: Will the government provide a permanent laydown yard to act as an operation center, and to store trucks, equipment, and containers on any of the Bases under this contract? Please specify clearly so there is no ambiguity, as certain firms that are proposing on this procurement are using any uncertainty in the PWS as a way to gain a strategic advantage over other offerors by using the Governments ambiguity to gain an operation center on Base. No permanent laydown yard will be provided.

49 3.1 Facilities: If the answer to Question 3 above is “No.” then please advise on what water, electricity, or natural gas the contractor would need access to for contract performance? No access to utilities. Electricity is only provided for compactors.

50 The City of San Antonio charges approx.. $2,325.00 per year for each vehicle for a hauling permit. Will the equated amount for all trucks be allowed to be recovered in the Disposal CLIN? This fee is one that most contractors are not aware of and will likely miss if this fee is not clarified, it will cause offerors that are unaware of the fee to submit artificially low prices and offerors that are aware of the fee to submit higher prices to cover the fee, which will make it difficult for USAF to accurately evaluate and compare prices. IAW PWS 1.13.1 The contractor shall be responsible for any permit or fees associated with the use of offsite disposal locations.

Propose accordingly.

51 1.10.1 Maintaining Containers and Collection Area states, “The contractor shall be responsible for removing any item(s) inside the container that would cause driver not to collect refuse from said container and dispose of item (s) in an assigned RO identified at a Civil Engineer Squadron location.” Would the Government please confirm that this is in reference to wood and other items that are placed in front load containers that occur almost 5-6 times per week on multiple cans throughout the Base(s)? What type of effort would this entail to remove them, and how would the contractor perform these removals and be compensated for the effort? PWS 1.10.1 This is in reference to any material the contractor deems cannot/should not be tipped into the FEL. As this is a performance based contract, it is up to the contractor to decide the means of performing each task.

52 Attach 5 JBSA MWSM, states Lackland FUTURE ATCS 5-8 and FUTURE ATC FDAFC (2EA) totaling 8 – 8 CY and 8 – 8 CY , and 3 to 7 pickups each week respectively, totaling 80 pickups a week. During proposal efforts, the Government should only procure services that it knows it is set to receive and not for future requirements as this can impact pricing and evaluations. With that said when are these coming online? IF these 80 pickups per week/346 a month are delayed even one month later, not to mention a year or longer later, and we are not allowed to bill for them, this will greatly impact our receivables monthly and we will not cover certain fixed costs because its drives the per each price down AND we will receive less pickups since they are not occurring x the given length in time. Would the Government please consider removing these quantities from the bid and either adding later at a price negotiated or perhaps adding a table to be submitted with the bid for add on permanent work, by unit price by container, that isn’t evaluated in the TEP but used for add-ons? Estimated opening dates:

DCF-3: 21 Mar 25

[Goal: ATC-8 on same timeline as DCF-4] DCF-4: unknown at this time ATC-7: unknown at this time ATC-8: 31 Jul 28

53 CLIN X0003/PWS 1.1.3 For the Lackland Common Cans, Could the Government please confirm that the contractor will be performing at the quantities listed in ATTCACH 5_PWS APP A for Lackland AFB, and be able to bill for the amount listed, as the number of containers listed is more than is currently present? Quantitites are estimated and represent the containers that were in place and required when the PWS was developed. Contractor will bill based on actual pickups.

54 PWS 4.2.1,Bass Pass and ID, etc.: The badging and base access can unexpectedly take multiple days longer than anticipated at all installations under this contract. Would the Government please advise what the contractor should do, in terms of continuing performance with these delays, and can the Government please specify what the contractor can expect in terms of compensation? PWS 4.2.1, part b & g See base pass requirements and timelines in PWS paragraph 4.2.1. No compensation for delays.

55 Instructions 5.1.1 states “Offer shall complete the Supplies or Services and Prices/Cost section of the RFP and the electronic Pricing Schedule spreadsheet and submit within Volume I.” Does the government want the Pricing Schedule spreadsheet to be provided as a separate xlsx file as well? Please follow the instructions listed in the solicitation per Addendum to FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services.

56 PWS 1.7 state “Collection shall be made between the house specified in Paragraph 4.4.” Paragraph 4.1 provides the hours of operation. Can the government please confirm that the reference to paragraph 4.4 is a typo. PWS 1.7, dated 20Nov24 It is a typo. It should be 4.1 for Hours of Operation. PWS has been updated.

57 Given the complexity of this contract, would the Government consider adding Past Performance as an evaluation factor? This would ensure that the awarded Contractor can provide the value required in terms of achieving the performance objectives identified in the PWS. Evaluation of Past Performance will not be utilized as an evaluation factor.

58 Is it the Government’s intention to utilize the pricing in scheduled CLINs 0001, 0002, 0003, 0004, and 0013 to price the unscheduled services in CLINs 0005? The pricing proposed for CLIN 0X05 should be independent of, and not influence, the pricing proposed for the scheduled CLINs 0001, 0002, 0003, 0004, and 0013. These separate CLINs have their own pricing structures and are not tied to the NTE amount allocated for CLIN 0X05.

59 Can the Government please provide an estimated number of unscheduled roll-offs associated with CLIN 0005? Unscheduled requests are on an as needed basis and can't be esimated based on varying requirements from year to year.

60 Please reference PWS 1.3.1.1. The last sentence states “Unscheduled/Temporary containers shall fall under one of two categories: 1) 60 days or less: 2) 61 days or more.” The current pricing schedule does not provide the contractor with Line Items for those two options. How will the contractor set a unit fee and be compensated for each option? This is covered under CLIN 0X05

61 Please reference Attachment 5, JBSA MSWM - PWS Appendix A. Please confirm these schedules do not account for customers that currently require more than one service per day. Confirmed

62 Please reference PWS 1.10.1. Maintaining Containers and Collection Area. The government has added the additional requirements below to the current contract requirement.

"The contractor shall be responsible for removing any item(s) inside the container that would cause driver not to collect refuse from said container and dispose of item (s) in an assigned RO identified at a Civil Engineer Squadron location. If item(s) happens to be a hazardous material, i.e., paint, oil, tires, freon-bearing appliance to name a few, Contractor will set item (s) to the side of container or enclosure (if present) and Project Manager (PM) will notify COR immediately via email with picture attached"

In the current contract requirement, the contractor informs the COR of unauthorized items noted in the container by the collection driver. The driver is not currently required to remove these items, and he moves on the next collection station on his route. The COR has been managing the removal of these unauthorized items and, after the items are removed by the building occupant, or government employees, the COR has been notifying the contractor that the container is ready to service.

Please confirm that the contractor’s FEL driver, or some other contractor employee(s), must remove pallets, furniture, mattresses, appliances, tires, etc., by removing these items, which may be tangled up with other trash, or covered, or partially covered, by normal trash. For example: It seems the driver will be required to stand outside of an 8-CY container, reach over the high front edge of the 8-CY FEL container, and attempt to pull out heavy items, which may be barely visible and under the normal trash. The driver will not be able to posture himself and use his legs to safely lift the items. It seems he will be required to lift the heavy items, all with his extended arm strength alone. This process can easily cause an injury to the FEL driver.

Of course, it is much easier for one or two government employees to pull up to an 8-CY container, stand on the back of a truck tailgate and roll these heavy unauthorized items into the container while standing on the truck tailgate. However, the task for the FEL collection driver to try to remove these items while standing on the ground level, when the items are tangled up with other items will be very challenging for the FEL driver. It will also be very unsafe to do so as explained above.

As this new requirement is currently described, it seems the contractor will be required to sort the waste at the customer’s FEL collection station! The new requirement also says that the contractor must transport the unauthorized items removed from the container to a CE designated Roll Off Container. The FEL Collection truck is not able to do this, so we assume the contractor will need to plan for the additional labor and an additional vehicle to assist to load and carry the unauthorized materials from the collection station to the CE designated Roll Off container and then figure out a way to lift and load these items over the high sides of that CES designated RO container.

All of this new effort will be very costly to the contractor and could cause injury to the contractor’s employees. PWS 1.10.1 & 4.5 It is the contractors responsibility to accomplish all services required in the safest manner possible.

63 Please reference PWS 1.10.1. Maintaining Containers and Collection Area. The government has added more requirements to the current contract requirement concerning this requirement, which is referenced below.

"The contractor shall be responsible for removing any item(s) inside the container that would cause driver not to collect refuse from said container and dispose of item (s) in an assigned RO identified at a Civil Engineer Squadron location. If item(s) happens to be a hazardous material, i.e., paint, oil, tires, freon-bearing appliance to name a few, Contractor will set item (s) to the side of container or enclosure (if present) and Project Manager (PM) will notify COR immediately via email with picture attached."

Does this also apply to Roll Off Refuse containers and Green Waste Roll Off containers? Will the contractor’s employees be required to climb over the high sides of the 40 CY containers and dig and sort material which is not authorized in those containers as well? It should be noted that Green Waste Roll Off containers are frequently contaminated with unauthorized items which prevent the Green Waste disposal/processing facilities from accepting the materials. PWS 1.10.1 & 4.5 All services need to be accomplished following all safety measures.

64 Please reference Appendix A, Table A-3-1, RAFB Roll Off Containers. The Total government equated service per year does not reconcile with the total equated services per year when multiplying the number of containers by the collections required per year for each container. The equated total service per year appears to equate to 252 services per year. The government’s total states 264 services per year. Please clarify. Appendix A, Table A-3-1, dated 1Feb24 7 containers, 22 pick ups per month, 264 per year; calculation takes into account that each month technically has 4.33 weeks or 30-31 days.

65 Please reference Appendix A, Table A-3-3, Fort Sam / Camp Bullis Roll Off Containers. The government’s total services per month reflects a total of 140. My calculations total 150 services per month, equating to 1,800 services per year. It appears the government’s calculation reflects 10 services per month less than the extended calculations. Please clarify. Appendix A, Table A-3-3, dated 1Feb24 144 per month, 1,728 per year; see response to Q.64

66 Please reference PWS 1.1.4 Green Waste. A section states “The contractor shall be responsible for any permit or fees associated with the use of green waste disposal sites. Green waste disposal costs shall be invoiced against the applicable Contract Line-Item Number (CLIN).” Is the applicable CLIN for this reference CLIN x007 or CLIN x004? If it is CLIN x007, then this disposal/process of Green Waste Fees must be included in the unit fee for CLIN x004? All costs for pickup and disposal of green waste is billable to CLIN X004. Disposal of green waste is typically done at recycling operations with no tonnage fee.

67 Please reference Appendix A. Many Front-End Load Container customers require seven days per week service. This current schedule creates a situation where the contractor will be required to enter the installations with empty trucks on Sunday mornings. Of course, this means Saturday’s collections will need to be landfilled before the Landfills close early on Saturday, in order to have an empty truck for entering the installations on Sunday morning as required by PWS 1.5.4 (Refuse vehicles shall enter the installation empty (no solid waste); at no time will any vehicles enter the installation with refuse collected from an offsite location). This means that Sunday’s FEL refuse collections will need to remain on the FEL trucks from the end of the Sunday collections, through Sunday night, and until the Landfill opens on Monday morning. This prevents those FEL trucks from entering the installations early on Monday, which contributes to late route starts on Monday. Since all installations have Sunday FEL routes, this means a few FEL trucks will apply to this situation. It is not a good practice to park FEL trucks on the contractor’s properties with trash stored in them overnight. Most insurance companies consider this as added exposure to the fire risks. Considering all this information, is it possible for the government to add additional FEL containers to the high use customers in order to eliminate the need for Sunday FEL collections? No additional containers will be added at this time. Recent audit performed on SWM contract drives the number of containers at each site.

68 Please reference PWS paragraph 1.3 Over and Above Requirements/On Call. During the last 12 months, the current contractor has provided over 100 Roll Off container deliveries in support of Special Events and temporary requirements. The CLIN structure does not provide the contractor with a means to provide a quote for these Roll Off delivery fees. Of course, this requires additional Roll Off support costs, including labor and especially many additional Roll Off Containers the contractor must have available to support this over and above requirement. Will the government consider adding an additional CLIN for Roll Off delivery fees? Incidentally, the government does provide a CLIN for the contractor to offer pricing to relocate and estimated 50 Roll Off containers per year, which is much fewer than the over 100 each Roll Off deliveries normally made each year. No additional CLINS for delivery fees; unit price shall include all costs contractor deems necessary to perform requirement.

69 Who services the 35 and 50gal bins in the Public Use area – Us? or the cleaners place it into a frontlift? Appendix B, Table B-1 SWM contractor is responsible for servicing all items listed

70 If they mean the 35 and 50gal are actually 65 and 95gal wheelie bins who services them currently? Appendix B, Table B-1 SWM contractor is responsible for servicing all items listed. No 65 or 95 gallon bins listed on requirement

71 Do any containers have wheels? I suspect not but maybe some? No

72 How many temporary/special events are there on average per year? About 7 reoccurring special events per year; however, this number can fluctuate up or down any given year.

73 Additional pickups need to be completed when requested within 4hrs. How often are there requests for additional pickups, and if it comes in at 4pm say, is next day collection acceptable? Additional pickups are as needed and are not fixed so they cannot be quantified. Yes.

74 Relocation of containers shall occur within 2hrs. How often are there requests for relocations? Is this more Roll Off or Frontlift? As needed by real world or exercise scenario as and deemed necessary by the Wing Commander. Not quantifiable.

75 Contractor shall be aware that changes in Force Protection Condition (FPCON) levels during exercises or real-world events for Anti-terrorism may result in extreme delays entering or maneuvering throughout the base. On average what is the potential wait time, and average frequency per year? Number of exercises are not projected out for the year. 1-Hr delay is possible.

76 Can we charge for the unscheduled sanitation of the containers? There is no CLIN associated with unscheduled sanitation of the containers.

77 If a construction company is contracted by Defense, are they required to use our services? Do we bill them separately or through the contract? They are not required to use this contract; however, they can reach out to the SWM contractor, but that would be a separate agreement and billing process with that specific construction company, NOT under this contract.

78 How many compactors total? How many owned by the base? See Tables A-3-1, A-3-2, A-3-3, A-4 and B-1 for roll off reqirements and GFE

79 Should there be an option for a Green Waste disposal rate as well as MSW/Food waste disposal? No.

80 Can you confirm Perry Management is the current Prime Contract Holder Correct.

81 Are you able to separate the tonnage from Front Load Collections Vs Roll off/Compactor Collection? Unable to separate tonnage. However, all tonnage outside green waste is chargeable to tonnage CLIN.

82 Can we comingle trash between the bases? Example we service all containers at Base A, the truck is not full, so we go to Base B without dumping the load. Per the PWS, the trucks will enter each location empty. This is an anti-terrorism step to ensure nothing illicit or dangerous is brought onto the installation. It is also to ensure no commercial waste is mixed with Government waste and charged against the Government contract.
