Q1. What is the lead time you are expecting for this project?

A1. As soon the contract is awarded, the contractor will have until 14 February 2025 to have showers in place before first BOLC training is scheduled. This includes scheduling with the customer on delivery and installation.

Q2. Our subcontractor has asked whether the government requires additional external waste tank capacity beyond the waste tanks that come with the shower trailers themselves? Please let us know if any external waste tank capacity is needed or if the built-in waste tanks with the trailers will suffice.

A2. Trailers will not work; external waste containers will be required.

Q3. Would trailer showers be an acceptable alternative to the containerized showers?

A3. No

Q4. Is it a total of (3) containers with 6 showers for each?

A4. Yes, or two containers with nine showers each for a total of 18 showers.

Q5. Is there a set number for men or women?

A5. No, it fluctuates based on the different classes. Shower containers do not need to be gender specific.

Q6. Is power really 220v, 100-amp, single phase? When it is written this way, it could be understood as 50 Hz which is for overseas. We know this is not going overseas so we assume this is 120/240v, single phase. Just wanted to clarify.

A6. Yes, is 120/240 single phase.

Q7. Grinder pumps are used for black water, shower water is grey water. Do they really need a grinder pump or is it okay to use a lift station that does not have to worry about trash getting into the drain line?

A7. No requirement for grinder pumps, since is only gray water.

Q8. Wastewater tanks, is it 3500-gal capacity for all three containers? Or for each container? It calls out two tanks, is it 3500 gals per tank?

A8. The current grey water tank (blivet bladder) is 4000 gals for all 3 containers (18 showers).

Q9. What size freshwater tanks?

A9. 3,000 gallons

Q10. Training Schedule: Could you please provide more information on how the 14 training periods are divided throughout the calendar year? This will help us plan appropriately for staffing and cleaning schedules.

A10. There are seven major training periods, approximately 2-3 weeks each. A schedule will be provided with exact dates. Generally, these are the months we conduct training OCT, NOV-DEC, FEB, APR-MAY, JUN-JUL, AUG.

Q11. Potable Water Storage: Will external potable water tanks need to be furnished by the contractor? If so, could you confirm the minimum tank size required, as the solicitation specifically mentions only a grey water tank.

A11. We will provide the 3,000 gallons tank for fresh water. Contractor will need to be able to refill the freshwater tank and provide gray water tanks.

Q12. Water Truck Approval: Would the government approve the use of a potable and a nonportable water truck on-site for this project to ensure efficient water delivery and waste removal?

A12. Yes

Q13. Contract Conclusion: At the end of the 5-year contract term, does the government intend to purchase only the container shower units, or the entire system (including the container showers, propane tank, and both potable and non-potable water. At the sixtieth

(60) month, the Government will own the containerized showers and accessories.

A13. Each month, the invoiced payments for the showers will be allocated towards the lease-to-own costs. At the conclusion of the 60-month term, the government will assume ownership of the showers and the entire system associated with the shower operation, including pumps, exterior plumbing, and gray water systems essential for their operation. This will NOT include the hauling system (the truck/trailer used to haul potable and grey water).

Q14.How much propane needs to be included? We would locate the bottles on the exterior opposite end of the a/c unit.

A14. It varies per class because our class sizes range from 200 to 400 personnel. The current 3 shower trailers utilize 5 x 100 lb. propane tanks.

Q15.What is the anticipated number of people using the showers daily?

A15. 200 to 400 personnel.

Q16. Additionally, if we’re unable to discharge wastewater into a drainage ditch or grassy swale, we would need to arrange for pump trucks to empty it. Could you confirm the accepted method for shower water disposal?

A16. Gray water can be disposed of on Camp Bullis into a manhole. The manhole is located about 1.5 miles from the shower location.

Q17. Lastly our units require connection to permanent shore power, with 3–5 panels at 20- 30 amps each at 110V. Could you confirm what is expected of us regarding the electrical connections?

A17. There is currently one panel where all three container units are connected.

Q18. What size should the container be? 20ft or 40ft standard height or High Cube (9.6')?

A18. Either size, at longest there is a total of 18 shower heads, but at least two containers, because males and females. Standard height will be fine.

Q 19. Can you clarify if the engineered manufactured units must be certified to specific ISO container standards, or will a general modular design that meets military durability and transport standards suffice?

A19. A general modular design that meets military durability and transport standards suffice.

Q20. Are there specific certifications or inspections required for anti-scald valves, backflow preventers, and HVAC systems to meet military or federal standards? What about efficiency standards?

A20.Both

Q21. Would preference be given to companies with certified propane specialists on staff?

A21. No

Q22. Are electrical components required to be rated to specific environmental standards (e.g., IP65 or NEMA ratings) to handle exposure to outdoor weather conditions and wet environments?

Q30. Will the evaluation criteria include points for military-grade, low-maintenance materials or certifications, such as using corrosion-resistant materials or offering modular, future-ready units?

Q31. Is a 5-year warranty required since there is a purchase option with this solicitation?

A31. No. Only warranty necessary is while the showering system is being leased

Q32. Are waterproof materials required for the interior finish of the containers?

A32. Yes

Q33. We plan to Polyurea the floor and 2’-4’ up the walls in order to waterproof the interior area. If we put a shower pan, like Item # 321018157 (Home Depot), can we poly the shower stall wall area instead of using the inserts (Item #321017406 Home Depot)?

A33. Yes

Q34. As of now, we have the shower floor plan laid out in 4 showers/area. Can we have 1 vanity/sink for the 4 showers, or do we need 2 vanity/sink in the 4-shower area?

Q34. One sink per area.

Q35. On the grey water holding tank, it states 3,500-gallon tanks. Can we use one 2,500-gallon stationary tank and a 1,000-gallon tank on the dump trailer?

A35. No trailers will be stationary on site. However, trailers to transport/remove fresh water/grey water is acceptable.

Q36. Can the maintenance person stay on site in their own container cabin at the training site during the maintenance period?

A36. Yes.

Q37. If we set a stationary 500- or 1,000-gallon propane tank, can it be set within the fence or does it have to be set outside the fence area? If it can be set within the fenced area, it will be distanced appropriately from electrical and buildings. If the distance is still too close to the building/electrical and has to be set outside the fence, can it be set outside the fence?

A37. Yes.

Q38. The pump we will use already has a check valve (backflow preventer) built in. Do we need an additional backflow preventer?

A38. No.

Q39. Our plumber said an RPZ is only used when coming off a municipal water supply and typically not used on storage tanks. Since we are using a storage tank, do we still need the

RPZ?

Q40. Would one (1) containerized shower unit with 18 heads satisfy the requirement?

A40. No, both males and females will be showering at the same time. Showers can be divided into two nine and nine headed units.

Q41. Please confirm that contractors must also provide new electrical infrastructure that needs to be connected to the base power supply. By this we are speaking of the new panel box, electrical breakers, and wiring/cabling. Is this correct?

A41. Yes, this is correct.

Q42. Will the government provide a potable water source on post to draw water from?
