Statement of Work (SOW) for Turn-key Containerized Showers and Service Fort Sam Houston, TX 78234 18 October 2024
1. GENERAL. This U.S. Army Medical Center of Excellence (MEDCoE), Department Leader Training at Joint Base San Antonio Fort Sam Houston project is for the provision of turnkey containerized showers located on Camp Bullis training site 20 (TS20). The showers shall be in place and prepared for use for an estimated 14 training periods for a total of 64 days per year. The schedule of the exact days of the training periods shall be provided to the contractor once finalized by the Government at the beginning of each year. The contractor shall provide the general maintenance of the portable showers, the truck driver for the water delivery and disposal, project manager services, and quality assurance for the services provided.
1.1. BACKGROUND. This requirement is to provide turnkey containerized showers at the Basic Officer Leaders Course (BOLC) Training Facility located in Training Site 20 (TS20) on Camp Bullis. The showers shall provide field sanitation facilities for trainees using the facility during training. No more than three (3) containerized showers with a total of eighteen (18) shower heads shall be provided. Showers shall be configured so that physical separation within the facilities for males and females are provided. All work shall be accomplished in a manner consistent with industry standards, and be in conformance with the specifications referenced or included herein. The contractor shall verify the quantities, dimensions, conditions and configurations throughout the work area, and field verify all data provided via photographs of current facilities and layout.
1.2. SCOPE OF WORK. The Contractor shall provide containerized showers and maintenance in accordance with this statement of work. The contractor shall provide all equipment, supplies, parts, tools, supervision and labor to deliver and install containerized showers required under this statement of work in order to provide showers, as well as potable water delivery, housekeeping and related components identified in the drawing. Any special tools or equipment required for installation shall be solely the responsibility of the contractor. The vendor shall be responsible for the tear down and removal at conclusion of the contract.
1.3. SECURITY REQUIREMENTS:
1.3.1. SECURITY: Work under this task order is UNCLASSIFIED. The contractor shall comply with all applicable Department of Defense (DOD) security regulations and procedures during the performance of this contract. The contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, Privacy Act data, and Government personnel work products that are obtained or generated in the performance of this contract. This includes dissemination of protocols and papers not generally available through the public literature.
1.3.2. PHYSICAL SECURITY: The contractor shall be responsible for safeguarding all government equipment, information, and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured. Contractor personnel or any representative of the Contractor entering the Camp Bullis installation shall abide by all security regulations and shall be subject to security checks. Contractor personnel shall be lawfully employable in the United States. Government rules, regulations, laws, directives and requirements, in place or issued during the performance period shall apply to all Contractor personnel. The Contractor shall be solely responsible for any costs resulting from Contractor’s employee violations
1.3.3. Installation Passes: The Government Point of Contact (POC), if applicable, will coordinate the issue of the required base pass for access onto Camp Bullis during the performance of required work for contractor personnel.
1.3.4. Installation Access: Contractor personnel requesting access must have a valid reason to be on the federal installation, be sponsored by a DoD Civilian/military cardholder, and be favorably vetted against the FBI's database. Once these conditions have been met, we will issue credentials in the form of either a pass or DOD identification card from the DBIDS System that we currently have in place. (Defense Biometric Identification System). Personnel not affiliated with DOD and/or not vetted against NCIC‐III or for a short term visit, must be escorted while on the installation. National Crime Information Center Interstate Identification Index (NCIC‐III) and Terrorist Screening Database (TSDB) Criteria for Denial. The contractor and all associated subcontractors’ employees shall comply with applicable installation, facility, and area commander installation and facility access and local security policies and procedures (provided by the Government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services, or Security Office. The contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
1.3.5. Background Checks: The only required background check for the contractor is their state vehicle license which checks for outstanding warrants. The contractor, when notified of an unfavorable determination by the Government, shall withdraw the employee from consideration from working under the contract.
1.4. Contract Personnel
1.4.1. The contractor shall conform to standards of conduct and code of ethics, which are consistent with those applicable to Government employees as provided for in the Joint Ethics Regulation 5500.7.R.
1.4.2. Contractor personnel shall read, write, and speak English fluently.
1.4.3. Contractor shall comply with and follow all Federal, State, and Post COVID-19 guidelines.
1.5. Quality Control/Quality Assurance: The Contractor is responsible for all quality control to ensure the requirements of the contract are provided as specified. All work is subject to inspection and test by the Government at all places and at all reasonable times to ensure compliance with the terms of the contract. The Contractor’s management shall ensure that employees properly comply with the performance standards outlined in this statement of work. Contractor employees will perform independently of and without the supervision of any Government official. The Government will control access to the facility and will perform the inspection and acceptance of the completed work.
2. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES: The Contractor shall furnish all supplies, equipment, containerized showers, and services required to perform the work described herein.
2.1. Containerized Shower Units
2.1.1. Showers shall be modular, and conform to ISO Standard Container sizing. Exterior dimensions shall vary.
2.1.2. Each containerized shower shall contain a minimum of 6 shower heads.
2.1.3. Showers shall be engineered manufactured units. Tented showers are not acceptable.
2.1.4. Showers shall have individual shower stalls with hot and cold water.
2.1.5. Showers shall have an integral changing area for each stall.
2.1.6. Showers shall have an internal exhaust system to properly remove interior moisture.
2.1.7. Showers shall have anti-scald valves for user safety.
2.1.8. Showers shall have HVAC for each containerized unit
2.1.9. Showers shall have interior lights.
2.1.10. Showers shall have one (1) interior sink per three (3) showers.
2.1.11. Shower units shall have mirrors located above sinks.
2.1.12. Showers are heated by propane-fired water heaters.
2.1.13. Water Heaters shall be enclosed within a separate mechanical area for safety and security.
2.1.14. Showers shall have 10 # ABC Fire Extinguisher for each unit.
2.1.15. Showers shall have a smoke detector within each mechanical area.
2.2. Potable Water Supply System with Pressure Pump, Backflow Preventer and reduced pressure zone (RPZ)
2.2.1. Potable Water System shall be manufactured with NSF 61 (National Sanitation Foundation for drinking water) equipment.
2.2.2. Potable Water Piping shall be rated for 120 psi operating pressure.
2.2.3. Pressure Pump shall provide for a constant system pressure.
2.2.4. Minimum operating pressures shall be between 38-42 psi.
2.2.5. Backflow Preventer shall be installed between the pressure pump and the showers.
2.3. Wastewater Holding Tanks
2.3.1. Waste Water Collection System (two tanks) shall be secured and watertight.
2.3.2. Holding tanks shall be water tight, leak proof and
2.3.3. Holding tanks shall have 3500-gallon capacity.
2.3.4. Piping shall be PVC SDR 35
2.3.5. System shall have Enclosed Float-Operated Sump Pit w/ dual grinder pumps, and ¾ HP electric pump.
2.4. Propane Tank (stand-alone) and Distribution Lines
2.4.1. Propane System shall be provided IAW NFPA 58 codes and Camp Bullis/FTSH Safety Guidelines.
2.4.2. Propane Lines shall be high pressure (120 psi).
2.4.3. Propane lines shall be protected from all pedestrian and vehicle traffic.
2.4.4. Contractor shall ensure that the propane tank has propane at all-times.
2.5. POWER SYSTEM
2.5.1. 220V/100AMP Single Phase Disconnect. Panel Box shall be connected to existing pole in coordination with MEDCoE Engineering and Facilities.
2.5.2. All electrical equipment shall be rated for wet weather conditions.
2.6. INSTALLATION AND MAINTENANCE
2.6.1. The contractor shall clean and disinfect the showers daily when classes/training are in session.
2.6.2. The contractor shall provide a tanker truck with a gray water tank and a potable water tank. The truck will also require a pump to pump the gray water from the gray water tank.
2.6.3. Contractor shall provide potable water on a daily basis during training periods.
2.6.4. Contractor shall dispose of wastewater in Camp Bullis sewer manhole during training periods.
2.6.5. Contractor shall remove all trash and debris associated with delivery and installation of containerized showers from the facility daily properly off base
2.6.6. Contractor shall be responsible for repairing or replacing any damage to Government property caused as a result of the delivery, setup, and testing of showers.
2.6.7. Contractor must provide emergency response within one hour.
2.6.8. Contractor must make sure the placement of showers shall meet all required Federal, State, and Local codes, National Fire and Protection Codes (NFPA).
2.6.9. The electrical connections shall be accomplished by the contractor and coordinated with MEDCoE Engineering and Facilities personnel prior to performance (221-7394 or 221-6356).
2.6.10. Contractor shall ensure all work is accomplished by a qualified individual and shall comply with 29 CFR 1910, Occupational Safety and Health Standards for General Industry and 29 CFR 1926 Safety and Health Regulations for Construction.
3. ADDITIONAL INFORMATION:
3.1 Safety Requirements and Reports. The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the CO as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation Reports to the CO within five calendar days of each occurrence. HTTP://WWW.OSHA.GOV/DCSP/VPP/INDEX.HTML
3.2 Customer Complaints. The Government will receive and investigate complaints. The Government shall be responsible for initially validating customer complaints. The Government shall make final determination of the validity of customer complaint(s) in cases of disagreement between the Government and the contractor. Validated customer complaints shall be re-performed within two hours of notification.
3.3 Government Remedies. When a performance threshold has not been met, the contractor will be issued a Contract Discrepancy Report (CDR). The contractor shall respond to the CDR in accordance with instruction provided and return to the CO within 10 calendar days of receipt. Excessive performance issues, as determined by the CO, shall constitute an immediate meeting with the Government Personnel and Contracting Officer. All remedies shall be IAW the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance. When services are re-performed by the contractor it allows for acceptance of the service, however, it does not invalidate the customer complaint or inspection/surveillance by the COR. The CO will act IAW with terms and conditions established in the resultant contract for contractor’s failure to perform satisfactory services or to correct non-conforming services.
