This is a combined synopsis/solicitation for a commodity prepared in accordance with the format in Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are being requested and a separate Request for
Proposal (RFP) will not be issued. The solicitation number is FA301624Q0055 and is issued as a Request for Quote
(RFQ). This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal
Acquisition Circular 2024-03 and DFARS change notice 02-15-2024. This Blanket Purchase Agreement (BPA) is being solicited as a 100% Small Business set-aside requirement. This NAICS code is 314910, Textile Bag and canvas Mills, The PSC is 7230, Draperies, Awnings, and Shades. The size standard is 500 employees. This requirement is for a five (5) Year Canopy and Shade Structure Maintenance and Repair Services BPA, as stated below and as described in the Statement of Work, dated 16 April 2024 (Attachment 1).

A.M CST on Tuesday, 09 July 2024 (or sooner if possible) in order to be considered timely. Questions will be due by 11:00 A.M. CST on Thursday, 6 June 2024. Any quote, modification, revision, or withdrawal of a quote received after the exact time specified in this solicitation shall be determined as late and will not be considered unless received before award is made, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received. The contractor must submit a specification sheet and picture with their quote!

Special Notes and Instructions:
1. This is a notice that this BPA is a 100% Small Business Set-aside requirement under NAICS Code 314910, with a size standard of 500 employees. Only quotes submitted by 100% Small Business Set-aside’s holdings will be accepted by the government.
2. Basis for Award. 502 CONS/JBKAE will issue a purchase order to the vendor who is determined to offer the best value to the Government. Failure to acknowledge Amendments will result in your quote not being considered for award. Contract type shall be Firm Fixed Price (FFP).
3. Best Value Determination. The Offeror who is deemed responsible and responsive with the Lowest Priced, Technically Acceptable (LPTA) quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that is contained in the solicited item description. The Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the best interest of the Government. If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of total cost. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes.
4. Interchanges. The Government intends to award a purchase order without interchanges with respective vendors/quoters. The Government, however, reserves the right to conduct interchanges if deemed in its best interest. Under appropriate circumstances, interchanges can be an effective method to improve the
Government's evaluation of Offerors' quoted approaches and may reduce acquisition cycle time. Interchanges may be written, email, phone call, etc., or any method which would accurately capture the contemporaneous sharing of information between the Government and the Offerors. Interchanges may also be oral conversations between the Government and the Offerors.
5. Mandatory Registrations. To be eligible for award, registration with the System for Award Management
(SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central
Contractor Registration (CCR) registrations). To register or update former CCR and Reps & Certs that are not current go to https://www.sam.gov/portal/public/SAM/ and provide mandatory information.
6. Brand Name Or Equal. This is a Brand Name or Equal requirement for the canopy replacements. Details of the requesting product to fulfill requirement must be met IAW Attachment 1_SOW Canopy Replacement BPA
- dated 16 April 2024, Attachment 2_Map Dated 21 Apr 23, and Attachment 3_Canopy measurements and location _4 Sep23. “When using an “Equal product” to substitute the requested brand name product, the contractor must include the following: (1) MFG name, (2) Part Number, (3) Illustrations, and (4) Literature or description to support equal product substitution in your RFQ submission.”

7. Notice to Offeror. The Government reserves the right to cancel this Request for Quotes (RFQ), either before or after suspense date. In the event the Government cancels this RFQ, the Government has no obligation to reimburse an offeror for any costs. The contractor shall not request, nor will the Government make payment for any preliminary measurement, quotes, bids, site visit, time or proposal cost incurred. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
8. Delivery and Acceptance. Delivery and acceptance will be performed IAW Attachment 1_SOW Canopy Replacement BPA - dated 16 April 2024, Attachment 2_Map Dated 21 Apr 23, and Attachment 3_Canopy measurements and location _4 Sep23.
9. Site Visit: 02 July 2024, at 10:00 am (CST) upon request. A site visit is not required for this solicitation. If a vendor requests a site visit, please submit the information listed below to Belinda B. Tindal
(belinda.tindal.1@us.af.mil) and Lance Watters lance.watters.1@us.af.mil) no later than 2pm CST on Thursday, 27 June 2024 (No requests will be accepted after this time/date). The meeting location will be at the Wing (37th Training Wing Room, 1701 Kenly Ave, Bldg. 2484, 2nd Floor) prior to heading out to the organizations to assess the damage of the canopies.

SUBJECTTO THE FOLLOWING GENERAL PROVISIONS
WING CANOPY AND SHADE STRUCTURE MAINTENANCE REPAIR SERVICES BPA
1.DESCRIPTION OF AGREEMENT: Pre-priced Blanket Purchase Agreement for the canopy Replacement Service in support of the 37th Training Wing (TRW), Joint Base San Antonio (JBSA)Lackland, TX for the period of performance of through . The contractor will16 June 2024 15 June 2029 provide firm price list(s) as required by the Contracting Officer. Such unit price list(s) will become part of this agreement for the specific period(s) of time stated in the price list(s).
The Government and the Contractor understand and agree that the services or supplies to be delivered under this BPA to the Government are non-personal services and both parties recognize and agree that no employer-employee relationships exist under the BPA between the Government and the Contractor and/or between the Government and the contractor's employees. It is therefore, in the best interest of the Government to afford both parties a full and complete understanding of their respective obligations. Contractor personnel under this agreement shall not be placed in a position where they are employed by a Federal Officer or are under the supervision, direction, or evaluation of a Federal Officer, military or civilian.
2.EXTENT OF OBLIGATION: This BPA does not obligate any funds. This BPA does not obligate the Government to purchase any minimum quantiles of services or supplies from the Contractor. The Government is obligated only to the extent of authorized calls/orders placed against this
BPA.
3.CURRENT PRICE LIST: The vendors' price list(s), catalogs, etc., shall indicate:
(a) Blanket Purchase Agreement Number, TBD
(b) Prices, discounts, and/or items.
(c) Time period applicable (effective date and expiration date).
4.PRICING: The prices to the Government shall be as low as, or lower than those charged the supplier's most favored customer on comparable quantities under similar items and conditions, in additions to any discounts for prompt payment.
5.CALL/ORDER LIMITATION: No individual call/order under this agreement shall exceed $250,000.00. Calls/Orders may only be placed by a warranted 502d Contracting Squadron (CONS) Contracting Officer.
6.PERIOD OF PERFORMANCE: The period of performance will be five (5) years from date of award.
7.NOTICE OF INDIVIDUALS AUTHORIZED TOPLACE CALLS AND DOLLAR LIMITATIONS: Calls/Orders will be placed by designated callers on the Authorized Callers Letter and shall not exceed $250,000.00per call/order.
8.FOB POINT: Destination.
9.METHOD OF PLACING CALLS: Calls/Orders against this BPA will generally be made orally and be made by individual(s)authorized to place calls/orders under this BPA. Informal correspondence will and can be used if convenient.
10.DELIVERY DATE FOR CALLS/ORDERS: Individual(s) authorized to place Calls/Orders will establish a delivery date with the contractor for each Call/Order made against this BPA, unless delivery terms are specified in the BPA.
11.HOURS OF OPERATION: The normal hours of operation are 7:30a.m. through 4:30 p.m., central daylight time (CDT), Monday through Friday, excluding Federal holidays. Delivery and acceptance are required during normal duty hours. Access to work site will be restricted to the above stated hours and days, unless approved otherwise by the Contracting Officer (CO), at no additional cost to the Government.

12.DELIVERY TICKETS: A requirement that all shipments under this BPA, except those for newspapers, magazines, or other periodicals, shall be accompanied by delivery tickets or sales slips that shall contain the following minimum information:
a. Name of the Contractor.
b. BPA number.
c. Date of Authorized Call.
d. BPA Call Number and Name of Authorized Caller
e. Itemized list of supplies furnished.
f. Quantity, unit price, and extension of each item, less applicable discounts (unit prices and extensions need not be shown when incompatible with the use of automated systems, provided that the invoice is itemized to show this information).
g. Date of delivery or shipment.
13.PAYMENT AND INVOICES: Contractors shall complete invoices to the payment office (Defense Finance Accounting Services - DFAS) identified on the award/BPA. ALL INVOICES MUST INCLUDE THE FOLLOWING:

All payments will be made through Wide Area Workflow (WAWF). The Contractor and Customer should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. 14. DISCONTINUING BPA: Either party, the Government, or the Contractor, can discontinue this BPA upon 30 days written notice.

15.RECEIPT AND ACCEPTANCE OF SUPPLIES OR SERVICES: Receipt of services or supplies shall be indicated by signature and date on the appropriate form by the authorized Government representative after verification and notification if any exceptions on the delivery ticket. This shall be subject to acceptance by the assigned inspector or customer when compared to the documentation of the original call. A sales slip, delivery ticket, SF 1449 or DD Form 250 series maybe used for receipt and acceptance.
16.PRESERVATION, PACKAGING, AND MARKING REQUIREMENTS: All containers and documentation will be annotated with the BPA Number and applicable call number. Item(s) shall be afforded the degree of commercial packaging (preservation and packaging) required to prevent deterioration and damages due to the hazards of shipment, handling, and storage. Commercial packaging shall be the kind commonly used for the items specified herein and consistent with industry practice.
17.ALLOWANCE: Maximum limit is five (5) years from date of award.
a. Maximum Call Amount is $250,000.00 per Call/Order.
b. Maximum BPA Limit is Five (5) years from Award of BPA.

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)
(a) As used in this clause-Definitions.
"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.
"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.
"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) The WAWF system provides the method to electronically process vendor payment requests and receiving reports, asElectronic invoicing.

252.203-7999 PROHIBITION ON CONTRACTING WITH ENTITIES THAT REQUIRE CERTAIN INTERNALCONFIDENTIALITY AGREEMENTS (DEVIATION 2021-O0001) (Nov 2020)
(a) The Contractor shall not require employees or subcontractors seeking to report fraud, waste, or abuse to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or contactors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.
(b) The Contractor shall notify employees that the prohibitions and restrictions of any internal confidentiality agreements covered by this clause are no longer in effect.
(c) The prohibition in paragraph (a) of this clause does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information.
(d)(1) In accordance with section 743 of Division E, Title VIII, of the Consolidated and Further Continuing Resolution Appropriations Act, 2015, (Pub. 113-235), use of funds appropriated (or otherwise made available) under that or any other Act may be prohibited, if the Government determines that the contractor is not in compliance with the provisions of this clause.
(2) The Government may seek any available remedies in the event the contractor fails to perform in accordance with the terms and conditions of the contract as a result of Government action under this clause.

DFARS252.222-7999 Combating Race and Sex Stereotyping (DEVIATION 2021-O0001) Use this clause in solicitations and contracts, when a contract is contemplated that will include the clause at Federal Acquisition Regulation (FAR) 52.222-26, Equal Opportunity or its Alternate I. COMBATING RACE AND SEX STEREOTYPING (DEVIATION 2021-O0001) (JAN 2021) Notice: On December 22, 2020, the United States District Court for the Northern District of California issued a preliminary injunction, enjoining Sections 4 and 5 of Executive Order 13950 "Combating Race and Sex Stereotyping." So long as the December 22, 2020 preliminary injunction remains in force, the Government shall not enforce any provisions contained in Government contracts or subcontracts added pursuant to Section 4(a) of Executive Order 13950; the Government shall not cancel, terminate, suspend in whole or in part, any contractor or subcontractors' Government contracts, nor declare any contractor or subcontractor ineligible for further Government contracts, nor impose any other sanctions, on the basis of purported noncompliance with the Executive Order or any agency action implementing Section 4 or 5 of the Executive Order; and the Government will not require contractors or subcontractors to provide notice of any commitments under the Executive Order or any contract term inserted pursuant to the Executive Order to their respective labor unions or employee representatives. To the extent that you have included the Executive Order's provisions in subcontracts, please provide them with a copy of this notice.
(a) Definitions. As used in this clause--"Race or sex scapegoating" means assigning fault, blame, or bias to a race or sex, or to members of a race or sex because of their race or sex. "Race or sex stereotyping" means ascribing character traits, values, moral and ethical codes, privileges, status, or beliefs to a race or sex, or to an individual because of his or her race or sex.
(b) Exemptions. The exemptions that apply to Executive Order (E.O.) 11246 (see FAR 22.807) also apply to E.O. 13950 and the requirements of this clause.
(c) Compliance with E.O. 13950, Combating Race and Sex Stereotyping. Unless exempted under paragraph (b) of this clause, the Contractor shall not use any workplace training that inculcates in its employees any form of race or sex stereotyping or any form of race or sex scapegoating, including the concepts that--
(1) One race or sex is inherently superior to another race or sex;
(2) An individual, by virtue of his or her race or sex, is inherently racist, sexist, or oppressive, whether consciously or unconsciously;
(3) An individual should be discriminated against or receive adverse treatment solely or partly because of his or her race or sex;

(d) Notice. The Contractor shall send, to each labor union or representative of workers with which it has a collective bargaining agreement or other contract or understanding, the notice provided below advising the labor union or workers' representative of the Contractor's commitments under this clause, and post copies of the notice in conspicuous places available to employees and applicants for employment.

(e) Noncompliance. In the event it is determined that the Contractor is not in compliance with this clause or any rule, regulation, or order of the Secretary of Labor, this contract may be canceled, terminated, or suspended in whole or in part, and the Contractor may be declared ineligible for further Government contracts, under the procedures authorized in E.O. 11246, as amended. In addition, sanctions may be imposed, and remedies invoked against the Contractor as provided in E.
O. 11246, as amended; in the rules, regulations, and orders of the Secretary of Labor; or as otherwise provided by law.
(f) Subcontracts.
(1) The Contractor shall include the substance of this clause, including this paragraph(f), in all subcontracts that exceed $10,000 and are not exempted by the rules, regulations, or orders of the Secretary of Labor issued under E.O. 11246, as amended, so that these terms and conditions will be binding upon each subcontractor
(2) The Contractor shall take such action with respect to any subcontract as the Director of OFCCP may direct as a means of enforcing these terms and conditions, including sanctions for noncompliance, provided, that if the Contractor becomes involved in, or is threatened with, litigation with a subcontractor as a result of such direction, the Contractor may request the United States to enter into the litigation to protect the interests of the United States.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
