QUESTIONS & ANSWERS: Cutoff date for contractor questions is 11am CST, 06 June 2024.

As discussed in the project meeting and site walk, we understand this project is for replacement of canopies throughout the 37th Training Wing area of operation. As such, we request some clarification to the following questions.

Question 1: As outlined in paragraph 15, Delivery and Storage of Surplus Canopies/Fixtures/Rigging and Control Systems. Please provide what the government anticipates as the initial quantity of canopies the contractor will be required to order and maintain to “ensure work requested may be performed without delay.”

Government Response: Upon Government making a call from an Authorized Caller

Question 2: Should the decision be made that an initial quantity of canopies will be purchased for storage, we would recommend a separate CLIN be included to help in the evaluation of quotes.

Government Response: No, refer to question 1.

Question 3: Contract Clauses included in the solicitation appear to be inappropriate for this requirement.

Please provide the rationale for Clauses: 252.211-7003 Item Unique Identification and Valuation; and 252.211-7003 Item Unique Identification and Valuation. Should these clauses be included in this solicitation?

Government Response:This is a contract writing error. Currently all contract requirements are required to have clause implanted in order for release. Please disregard clauses.

Question 4: As outlined in the solicitation under Evaluation of Factors, Factor # 1 - Submit product descriptions for each item being quoted. The offeror shall submit product specifications that are specified in Attachment 1_SOW Canopy Replacement BPA - dated 16 April 2024, Attachment 2-Map Dated 21 Apr 23 1 Page_Redacted, and Attachment 3_Canopy measurements and location _4 Sep23.

We could not locate the product technical specifications industry is to base their quote on. From the site walk we identified at least four different types of canopies that contained varying levels of sewed seams, corner tie down reinforcement, cabling insulation/coating, etc. What minimum technical specifications are we to meet or exceed?

Government Response: Refer to the updated SOW. As long as it meets or exceeds what is outlined in SOW.

We request product description to see what is being provided. There is no brand name, only your best quoted offer.

Question 5: Regarding the product technical specifications, we recommend industry provide the technical specifications of their product brand in sufficient detail to allow the government to evaluate canopy quality, canopy longevity, warranty that meets or exceeds the warranty requirements in the solicitation, and canopy acquisition lead time from date of order to install date. Would the government agree to require these technical specifications to allow for apples-to-apples evaluation for Factor 1 of the solicitation?

Government Response: Please see updates statement of work

Question 6: The brand name requested is not mentioned in the Statement of Work (SOW). Could you please provide clarification on the specific brand and model required?

Government Response:This is brand name or equal. There is no specific brand. Otherwise there would be a brand name justification document included in the solicitation.

Question 7: We are unable to locate the pricing table for the Contract Line-Item Numbers (CLINs). Could you provide guidance on where to find this information or share the relevant details?

Government Response: There is no pricing table. Please submit a price list based on Attachment three which give the locations and dimensions of canopy covers.

Question 8: Please clarify Statement of Work Section 3.4 Cleaning and Maintenance: Before performing replacement, the contractor shall clean the fabric canopy cover to remove dirt, debris, and contaminants.

Contractor must safeguard adjacent areas to ensure no damage is incurred during the replacement of canopy cover(s). If we are replacing the canopy, why is cleaning necessary?

Government Response: This has been removed
