This announcement constitutes the only solicitation; proposals are being requested and a separate RFQ will not be issued.

Any quote, modification, revision, or withdrawal of a quote received after the exact time specified above shall be determined as late and will not be considered unless received before award is made, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received. Please contact Ying Yang with additional questions at the above noted email address. To be considered eligible for award, vendors must attend the mandatory site visit detailed in paragraph 6.

Special Notes and Instructions:

1. This solicitation is a total set-aside for small business concerns. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is a small business concern will not be considered for award. To be considered eligible for award, vendors must attend the mandatory site visit detailed in paragraph 6.

2. 52.212-1- Instructions to Offerors –Commercial Items is incorporated by reference. The following addenda applies to the provision:

Addendum to 52.212-1(b), Submission of Offers. The paragraph is tailored as follows:

i. Quotations shall include a description of the items being offered in sufficient detail to evaluate compliance with the requirements of the solicitation.

ii. The Vendor’s quote shall provide a detailed technical plan that includes: the approach, methodology and proposed solution to satisfy the requirements included in the Statement of Work. At a minimum the technical plan shall include:

Factor 1. Demonstration of an acceptable approach and the ability to manufacture and install dimensional panels and wall wrap on an area of 47 feet wide by 10 feet high. This may be demonstrated through company literature, photos or any other means an offeror deems appropriate. It is the offeror’s responsibility to properly demonstrate their ability to meet this technical factor regardless of the means used.

Factor 2. Offerors shall demonstrate their ability to incorporate innovative means (e.g., physical) that allow dimensional panels and wall wrap to be interactive with the reader and/or enable the dimensional panel and wall wrap to be updated by the customer.

Vendors must attend the mandatory site visit detailed in paragraph 6.

Addendum to 52.212-1(c), Period for Acceptance of Offers. The paragraph is tailored as follows: "The offeror agrees to hold the prices in its quotation firm for 30 calendar days from the date specified for receipt of submissions."

Addendum to 52.212-1(d), Product Samples, is deleted in its entirety.

Addendum to 52.212-1(e), Multiple Offers, is deleted in its entirety.

Addendum to 52.212-1(f), Late submissions, modifications, revisions, and withdrawals of offers. The paragraph is tailored as follows:

(f) (1) Offerors are responsible for submitting quotations, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. Any quotation, modification, revision, or withdrawal received at the Government office designated in the solicitation after the exact time specified for receipt of quotations is "late" and will not be considered unless itis received before award is made and the Contracting Officer determines that accepting the late submission is in the best interest of the Government.

(2) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the

Government, will be considered at any time.

Addendum to 52.212-1(g), Contract Award, is deleted in its entirety.

Addendum to 52.212-1(h), Multiple Awards, is deleted in its entirety.

3. 52.212-2—Evaluation Commercial Items

502d CONS/JBKCB will issue a purchase order to the responsible offeror whose quote will be the most advantageous to the Government. The following shall be used to evaluate quotes:

The technically acceptable lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that are contained in the solicited item description.

The Government will only review and evaluate quotes from site attendees as proven by the Government’s record of the event. If the Government receives 3 or fewer initial quotes all quotes will be evaluated for

Technical Acceptability. If the Government receives 4 or more initial quotes the Government will only select the 3 lowest priced quotes and then evaluate them for Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if in the Government’s best interest. If additional quotes are evaluated for technical acceptability they will be selected in the order of price.

Award will be made to the responsible offeror whose quote is the lowest evaluated price among technically acceptable quotes. Technical acceptability will be determined by the following technical factors:

Factor 1: Provide Graphic and Image Support

Offerors shall demonstrate an acceptable approach and the ability to manufacture and install dimensional panels and wall wrap on an area of 47 feet wide by 10 feet high. This may be demonstrated through company literature, photos or any other means an offeror deems appropriate. It is the offeror’s responsibility to properly demonstrate their ability to meet this technical factor regardless of the means used.

The standard has been met when the offeror clearly demonstrates an acceptable approach and the ability to manufacture and install dimensional panels and wall wrap on an area of 47 feet wide by 10 feet high.

Factor 2: Use Innovative means

Offerors shall demonstrate their ability to incorporate innovative means (e.g., physical) that allow dimensional panels and wall wrap to be interactive with the reader and/or enable the dimensional panel and wall wrap to be updated by the customer.

The standard has been met when the offeror demonstrates their ability to incorporate innovative means

(e.g., physical) that allow dimensional panels and wall wrap to be interactive with the reader and/or enable the dimensional panel and wall wrap to be updated by the customer.

4. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor

Registration (CCR) registrations). To register or update former CCR and Reps & Certs that are not current go to https://www.sam.gov/portal/public/SAM/ and provide mandatory information.

5. Invoices. All invoices must be submitted electronically through WAWF.

6. Site Visit. A mandatory in-person Site Visit will be conducted on 23 Aug 2023 at AFCEC at JBSA-Lakland.

Offerors need to make reservation by emailing ying.yang@us.af.mil by COB 17 August 2023 if intend to participate in the site visit.

7. Questions: All questions are to be submitted to the Contract Specialist Ying Yang, ying.yang@us.af.mil before

28 Aug 2023, 12 pm CST.

8. Delivery/Assembly: Delivery shall be FOB Destination and included in CLIN prices noted above, unless https://www.sam.gov/portal/public/SAM/ otherwise and clearly noted by offeror in submitted offer. The items must be fully assembled and ready for use upon delivery.
