STATEMENT OF WORK
FOR
AIR FORCE CIVIL ENGINEER CENTER (AFCEC) HERITAGE WALL
1. INTRODUCTION
This effort will be performed in support of AFCEC and AFCEC Commander strategic communication initiatives. The Contractor will be responsible for the design, build, and installation of the AFCEC Heritage Wall, representing the organizational past and historic accomplishments of AFCEC, instilling a sense of pride and ownership in all AFCEC employees and stakeholders to drive continued performance of excellence in the future.
2. PROGRAM/PERFORMANCE OBJECTIVE
The objective of this requirement is to produce an AFCEC Heritage Wall that spans approximately 2011 to present. The Contractor will remove and replace current wall art, design artwork for the AFCEC Heritage Wall, prepare the surface area, and build and install visual content and graphics, including infographics and images for display as the AFCEC Heritage Wall as approved by AFCEC.
3. PURPOSE
The purpose of this Statement of Work (SOW) is to obtain a contract to design, build, and install art to serve as the AFCEC Heritage Wall.
4. SCOPE
The purpose of this contract is to produce an AFCEC Heritage Wall that spans a timeframe from approximately 2011 to present. The contractor will remove and replace current wall art, design the wall art, prepare the surface area, produce the wall art, and install visual content and graphics, including infographics and images to display on an area approximately 47 feet wide by 10 feet high as determined by AFCEC. The contractor shall not be permitted to drill or damage the wall in any form or fashion.
This wall that is made out of metal is located directly across from the AFCEC Command Section entrance.
4.1 The Contractor shall conduct a site survey in collaboration with AFCEC to produce an initial specified design and layout of graphic, digital, and physical images.
4.2 The Contractor shall collaborate with AFCEC to determine the layout and design of graphic, digital wall art, and physical materials. There will be approximately three review cycles before the final design is approved at the AFCEC Commander level before production.
4.3. As part of the AFCEC Heritage Wall, the Contractor shall provide a historical timeline of AFCEC that includes the Air Force Real Property Agency (AFRPA), the Air Force Civil Engineer Support Agency (AFCESA), and the Air Force Center for Engineering and the Environment (AFCEE) (previous organizations that were combined to what is now called AFCEC) to include various simulations and presentation materials through a collaborative process with AFCEC.
4.4. INSPECTION/ACCEPTANCE.
4.4.1. Contractor-proposed graphic content submittals shall be reviewed by AFCEC for acceptability within ten (10) calendar days after receipt of imagery by the Government. AFCEC and the Contractor may review and discuss graphical content via electronic means (e-mail, videoconferencing, etc.). AFCEC may either approve, conditionally approve, or reject the Contractor's proposed design submittals by written notice to the Contractor within ten (10) calendar days of receipt. Any conditionally approved or rejected designs shall be revised without charge by the Contractor within ten (10) calendar days after receipt of Government comments.
4.4.2. AFCEC representative(s) shall inspect all work performed by the contractor. AFCEC representative(s) will document all inspections. A post-installation walkthrough shall be coordinated with the contractor’s authorized representative and AFCEC Inspector/Acceptor.
4.5. The Contractor shall design, build, and install visual content/graphics, including infographics, images, and lettering for the AFCEC Heritage Wall. The area on which the Heritage Wall is to be installed for display is a wall approximately 47 feet wide by 10 feet high.
4.6. In order for the Contractor to install the AFCEC Heritage Wall, the Contractor shall remove the existing wall art from an area that is approximately 47 feet wide by 10 feet high. Items removed from the surface will be provided to AFCEC. Upon removal, the Contractor shall prepare the surface for the newly designed wall art to be installed.
4.6.1. Contractor shall ensure all leftover wrappings, boxes, paper, and any other related refuse is picked up and properly disposed of off-site on a daily basis. All debris, trash and refuse shall be removed from the site. At completion of project, area shall be left clean and in a final professional appearance.
4.7. The Contractor shall provide graphic and image support to manufacture and install dimensional panels and a wall wrap to support an approximate area of 47 feet wide by 10 feet high. The support will include single-sided high-quality print of visual images/graphics or designs that utilize innovative means to allow dimensional panels and wall wrap to be interactive with the reader and/or enable the dimensional panel and wall wrap to be updated. Examples of materials/techniques to be used in the design include but are not limited to wall wrap film, standoffs or mono mounts, computer numerical control (CNC) routing/laser cutting, laminates, vinyl, plexiglass, etc.
4.8. The Contractor will provide all material required to remove existing materials, prepare the surface area, and install graphic/digital dimensional panels and a wall wrap on a wall with an approximate area of 47 feet wide by 10 feet high.
5. DATA DELIVERABLES
The Contractor shall submit data deliverables to the AFCEC POC. The following deliverables are required for this effort:

5.1. The contractor shall be responsible for on-site coordination of all staging and deliveries of their product, to include access to and operation of any equipment needed for unloading and movement of materials or product.
5.2. Work shall comply with applicable building standards and codes, specifically: National Electrical Code, National Fire Protection Association (NFPA 70) and National Life Safety Code
(NFPA 101).
5.3. The contractor shall be responsible for following all safety and security guidelines within the area in which work is being performed, to include securing any contractor owned tools or equipment, and any on site storage being utilized.
6. DATA AND PRIVACY INFORMATION.
6.1. The Contractor will have access to data and information proprietary to the Government which falls under strict organizational conflict of interest (OCI) requirements. The Contractor shall not divulge or release data or information developed or obtained in performance of this contract except as authorized by Government personnel and upon written approval of the Contracting Officer.
6.2. The term OCI) means the Contractor (which term hereinafter shall be deemed to include its chief executives, directors, any consultants, or subcontractors utilized under this agreement other than a vendor selling incidental material) has interests, which (i) may diminish its capacity to give impartial, technically sound, objective assistance and advice in performing this agreement, (ii) may otherwise result in a biased work product under this contract, or (iii) may result in an unfair competitive advantage to itself or others.
6.3. The Contractor shall not use, disclose, or reproduce proprietary data, other than as required in the performance of this contract. The limitations above do not apply to data or information that has been made public by the Government. Further, this provision does not preclude the use of any data independently acquired by the Contractor without such limitations or prohibit an agreement at no cost to the Government between the Contractor and the data owner, which provides for greater rights to the contractor.
6.4. All materials and intellectual property developed via this contract shall be available royalty free and license-free to the Government. The Contractor, however, retains the right to use results from its own research and development.
6.5. Copyright: All course materials and content shall include a fully paid-up, lifetime license for use by the U.S. Government (USG) at no additional cost. No external copyrighted material shall be included in the heritage wall art unless a paid-up, lifetime copyright license is presented to the USG.
7. PLACE OF PERFORMANCE.
The AFCEC Heritage Wall art will be installed in the hallway outside the AFCEC front office at 3515 S. General McMullen, Bay 4, Bldg 1, San Antonio, TX 78236-9853.
8. PERIOD OF PERFORMANCE (POP).
The estimated POP for this effort is: 1 Sep 2023 – 31 Aug 2024.
9. GOVERNMENT FURNISHED EQUIPMENT AND FACILITIES.
No Government equipment or facilities will be provided to the Contractor. The Contractor shall furnish all equipment for graphical development, modification, and presentation(s) in performance of this contract in San Antonio, TX. AFCEC shall provide imagery for the design and documentation as related to the AFCEC organizational timeline and past accomplishments.
10. GENERAL INFORMATION
10.1. HOURS OF OPERATION
AFCEC generally operates from 0700-1700 Monday through Friday. When in the AFCEC building or interacting with AFCEC, the Contractor shall perform within those duty hours.
10.2. HOLIDAYS OBSERVED
AFCEC observes the following holidays: 9/4/2023 – Labor Day; 10/9/2023 – Columbus Day;
11/10/2023 – Veterans Day; 11/23/2023 – 11/24/2023 Thanksgiving holiday, 12/25/2023 – Christmas;
1/1/2024 – New Year’s, 1/15/2024 – Martin Luther King Jr Day; 2/19/2024 – Washington’s Birthday;
5/27/2024 – Memorial Day; 6/19/2024 – Juneteenth; 7/4/2024 – Independence Day.
10.3. SECURITY REQUIREMENTS
The Contractor will coordinate with the AFCEC COR in order to ensure access to both the base and the facility in which the work shall be done.
10.4. PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL
COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER
There are no services determined to be essential for performance during crisis according to DODI 3020.37.
