Questions and Answers 27Aug20 Regarding RFQ FA301620U0223

VR Safety Lab Simulator

RFQ FA301620U0223

Industry Generated Questions and Answers (part 2) 27 August 2020

Hardware Related:

Question 1 – What are the two tablets to be used for? Just mirroring the VR screen?

Answer – Yes to show the students the VR training as the student is going through the course.

The tablet will mirror what’s on the TV

Question 2 – Would you like to upgrade to higher end hardware if it becomes available during the period of completing this development?

Answer – No. In accordance with (IAW) paragraph 3 on page 2 of the RFQ, the lowest priced technically acceptable (LPTA) quote will be determined to represent the best value. In order to be technically acceptable, the hardware needs to meet the salient characteristics as described in section 2 of the Statement of Work (SOW).

Question 3 – Protected Cases - Should each headset have their own case stored inside the larger 2 cases as well?

Answer – Each of the 4 headsets need to fit into a protected case.

The minimum requirement for protected cases IAW the SOW is a quantity of 2 (each) protected cases— this would be acceptable if two headsets fit into each of the two protected cases. If each protected case only fits one headset, then a quantity of 4 (each) protected cases would be required.

To clarify, each of the 4 headsets needs only 1 protected case; they do not all require their own case in addition to the (minimum) two protected cases.

Question 4 – Headsets and Tablets - Do you have any restrictions/requirements on the Operating System these hardware units use? You have "supports multiple operating systems" listed in the document but I don't see a list of approved operating systems. (eg Windows, Android, Apple OS) Answer – The government did not want to restrict this requirement to one particular brand of operating system, so “supports multiple operating systems” is listed in section 2 of the SOW as a specification for tablet connectors to allow for a brand name OR Equal solution.

To clarify, the tablet connectors need to support the operating system of the headsets and meet all other requirement of the RFQ/SOW. Therefore, an operating system of Android, Windows, OR Apple OS would be acceptable (providing all other requirements are met).

Software Related:

Question 5 – Do you have language requirements for the software. Should the software support multiple languages?

Answer – Software must be English. Multiple languages is not required.

Question 6 – "Monitor progress of student actions during training." Our assumption is that the Tablet devices will be used for this purpose. We would also allow a facilitator role to interact with the VR Trainee during the simulation using those tablets as well. Is that assumption correct?

Answer – Your assumption is correct.

Questions and Answers 27Aug20 Regarding RFQ FA301620U0223

Question 7 – For specific scenarios can your team provide the following:

7a – Reference images for specific areas you would like to see reproduced in VR Answer – We are not looking for images reproduced of our work area. We are looking for the following modules to meet OSHA standards as described in the SOW. The unit isn’t looking for military images, but the standard work areas that follow the modules.

7b – Reference images for any specific tools you would like included? e.g. specific PPE gear, specific fire suppression equipment, specific LOTO material such as tags, tag text, safety signage, or specific SRL safety harnesses?

Answer – The unit is not requiring mil equipment, or special photos of the building.

We are looking for standard work areas that follow the OSHA guidelines so civilian work areas are fine as long as they meet the requirements for safety training as listed in the modules.

Question 8 – Is there any desire for the Facilitators to build custom scenarios outcomes for each of the mentioned scenarios. This would allow a trainer/facilitator to design specific exercises for each scenario prior to engaging with VR trainees.

Answer – Pass or Fail with the grade visual for the student and any success or failures at the end of the course.

General Questions:

Question 9 – What is the requested delivery date for this solicitation?

Answer – No delivery date is specified in the RFQ. Contractors must include their proposed delivery schedule in their quote IAW Page 2 of the RFQ (information listed at the top of the page to be provided with quote submission).

Question 10 – Do you have any restrictions regarding on site meetings or areas of deployment review before this project is to be delivered and installed?

Answer – On-site meetings and development review is not necessary since the government/end user is seeking a COTS solution that consists of stand-alone headsets with COTS software modules built-in.

There is no requirement for a classroom setup with workstations.

Question 11 – Does this project have a central Point of Contact that can meet with our team during development for questions?

Answer – The government is looking for a COTS solution. Prior to award, the Government will evaluate the three lowest priced quotes for Technical Acceptability IAW the RFQ (page 2). After contract award, the contract administrator at 502d Contracting Squadron will be the primary and central POC for questions regarding the contract.

Question 12 – Does this project have a Subject Matter Expert that is able to review our content creation during the development process?

Answer – There is a subject matter expert that will inspect all items/work prior to acceptance. The subject matter expert will be specified after contract award.
