Special Notes and Instructions:
1. The Government reserves the right to award some, none or all of the quantities and/or items requested above. It is the Offeror’s responsibility to ensure this has been taken into consideration.
2. This is a notice that this requirement is 100% small business set aside. Small business contractors shall provide a quote from a small business manufacturer IAW clause 52.219-33.
3. Basis for Award. 502 CONS/JBKAA will issue a purchase order to the Contractor who is determined to quote the best value to the Government, for the performance under the Statement of Work (SOW), Attachment 1.
4. 52.212-2, Evaluation of Commercial Items. For this procurement, the Best Value determination will be made based on Lowest Priced, Technically Acceptable (LPTA) quote. The Government will award a purchase order resulting from this RFQ to the responsible offeror whose quote conforming to the RFQ will be most advantageous to the Government. The following factors shall be used to evaluate quotes: technical acceptability and price. Only technically acceptable quotes are eligible for award.
a. The following process will be followed:
(i) Quotes initially will be ranked based on total evaluated price. Total evaluated price will be determined by multiplying the quantities identified in the Bid Schedule (above) by the proposed unit price for each Contract Line Item Number (CLIN). The extended amounts for each CLIN will then be totaled for an overall Total Evaluated Price.
(ii) If three (3) or fewer quotes are received, the Government will evaluate all quotes for technical acceptability. If more than three (3) quotes are received, the Government will evaluate the three (3) lowest priced quotes for technical acceptability. However, the Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the Government’s best interest. If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of total evaluated price.
(iii) The technical evaluation team will evaluate the factors identified below. For the quote to be technically acceptable, all the technical factors must be rated as acceptable. The failure of an Offeror to meet any or all of the technical criteria will result in a technically unacceptable rating and be ineligible for award. The technical factors will receive one of the ratings listed below:
Acceptable: Quote clearly meets the minimum requirements of the solicitation.
Unacceptable: Quote does not clearly meet the minimum requirements of the solicitation.
(iv) Technical Factors. The Government will evaluate the quotes for technical acceptability, assigning ratings as described in paragraph 4a(iii) above. The failure of a quote to meet any or all of the technical criteria will result in a technically unacceptable rating and preclude award.
FACTOR 1 – Plan of Delivery, Removal, and Installation. Offeror shall provide plan of delivery to multiple locations within 180 days of award, IAW SOW. The plan shall clearly demonstrate delivery, unloading and installing all new furniture and removal of existing furniture and transportation to the warehouse IAW SOW. (5 pages max)
The standard has been met when: The Offeror can demonstrate delivery, unloading and installing all new furniture and removal of existing furniture and transportation to the warehouse IAW SOW within 180 days of receipt of award or sooner.
FACTOR 2 – Salient Characteristics. Offeror shall provide an item that meets the Salient
Characteristics detailed in the SOW and must clearly demonstrate that all Salient Characteristics have been met. Offeror shall include manufacturer name, part number, illustrations, literature, specifications or description to support Salient Characteristics have been met for all quoted items.
The standard has been met when: The offeror clearly demonstrates and identifies that the quoted items meet all Salient Characteristics IAW the SOW. This shall be accompanied with a manufacturer name, part number, illustrations, literature, specification or descriptions to support that quoted items meets all Salient Characteristics IAW the SOW.
(v) Price Evaluation. The Government will then conduct a price evaluation of the lowest priced, technically acceptable quote to determine the price fair and reasonable.
(vi) Interchanges. The Government may hold interchanges with offerors that have the highest potential to offer the best value. These issues may be technical or price, or deal with contract documentation including any other matter in the evaluation process. Resolution of minor or clerical issues would not constitute interchanges and the Government reserves the right to award without the opportunity to revise proposals.
5. Bid Schedule. The contractor will be required to deliver all items to various locations within 180 days after contract award date. The CLIN pricing structure in the Bid Schedule (above) is Firm-Fixed Price. Offerors must quote on all CLINs. Failure to comply will render the quote unacceptable and ineligible for award.
Contractors are required to fill in the unit price for all CLINs identified in the Bid Schedule. The Unit Price should be rounded to the penny to avoid rounding errors and include any discounts.
6. Notice to Offerors. Awaiting Funds. Funds are not currently available for this requirement. No award will be made until funds are available to make payments under a contract. The Government reserves the right to cancel this RFQ, either before or after RFQ close date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse a contractor for any costs. The contractor shall not request, nor will the Government make, payments for any preliminary measurement, quotes, bids, site visit, time, or proposal costs incurred.
7. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor Registration (CCR) registrations). To register or update former CCR and Reps & Certs that are not current go to https://beta.sam.gov/ and provide mandatory information.

The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day the award is dated.
