RFQ Amendment 1 posted in Beta.SAM.org to provide Instructions to Offerors. See Section 7 in the RFQ

Please confirm that this is a best value (equal evaluation to price and other factors) and not a Lowest Price Technically Acceptable award?

This requirement will be evaluated with a trade-off best value approach. See RFQ Amendment 3 page 3 Evaluation—Commercial Items

PWS section 5.7 states “Certifications: OSHA Forklift operator certification required. Must obtain forklift operator training within twelve months of hire date.” With the contract PoP only being 12 months long is this duration correct or should it be within 1 month of hiring so the MMT can perform all assigned tasks?

If the current PWS 5.9 stands then the initial candidate may not begin work for 30 days after PoP start which is currently 5 February and is less than 30 days away (CLIN 2) and PWS 9.4. This could equate to the government only getting a MMT for 11 months and not 12 months.
