Repair Johnson Running Track Questions
FA301620R0036
1. Section 01 11 00.01 Paragraph 1.2.1 states that the new track surface shall be a rubberized surface. Is there a specific type of rubberized surface that is required as there is not a specific spec for the track surface to ne provided?
R 1. Part of the submittal is that contractor to provide the type of Rubberized surface that he is selecting to use. The type of track preferred for use should be or similar to an “EPDM rubber and poly-resin binder, TUFLITE synthetic running tracks”. Also, material to be used for the running track to be considered to be soft surfaces impermeable polyurethane binder and black SBR rubber granules for running Track. The material can be a “ Polyresin Track System for sports surfaces” The rubberized Material to be selected by the contractor should be equal or better quality of TUFLITE Encapsulated EPDM material. The contractor to fallow the
Specification provided by the manufacturer for the rubberized surface.
2. Section 01 11 00.01 Paragraph 1.2.3.2 Work Plan requires the use of collected survey data to develop and submit a work plan sowing the phases of work to repair the track, means and methods, narrative describing the work and final construction drawings. Please confirm that this design information is required prior to the start of construction.
R2. Yes contractor require to submit a work plan sowing the phases of work to repair the track, means and methods, narrative describing the work and final construction. Contractor to use the cad drawing provided to show the phases of the work he is anticipating on doing. And the schedule of the work. The design information of the type of material the contractor is using for the base lime stabilized, Sub Grade as state on the GENERAL NOTES for the drawings.
3. Section 01 11 00.01 Paragraph 1.2.3.2 requires a Work Plan that includes final construction drawings to be developed. Do the final construction drawings have to be signed and sealed by a registered professional engineer?
R3. No the final construction drawings don’t have to be signed and sealed by a registered professional engineer.
4. Section 01 11 00.01 Paragraph 3.1.2 indicates Manufacturer Qualification for Track Surface. Are there any other specific requirements for the track other than the requirements of this paragraph?
R4. The requirement for manufacturing qualification include the type of rubberized surface to be used for the track to be a good quality. view the answer in question 1 that determine the type of track surface required.
5. Do demolished soils require disposal at a Class I waste facility or is recycle of soils permitted if not hazardous material?
R5. Yes Recycle of the soils is permitted if not hazardous material is found.
6. Section 01 11 00.01 Paragraph 3.3 states that the Site Visit attendance is required. Please confirm that only those firms that attended the site visit will be permitted to bid on the project as Prime Contractor.
R6. No site visit is not required but very recommended so contractor can address all the issue on site for the project construction.
7. Section 01 11 00.01 Paragraph 3.4 references a pre-demolition environmental Hazmat Survey.
We assume that this is not a requirement for this project. Please confirm no environmental
HAZMAT survey is required. If a survey is required please specify what is expected to be tested.
R7. No HAZMAT survey is not required.
8. Section 01 11 00.01 Paragraph 3.7 requires a perimeter fence be erected around the work site.
It states that fencing must be installed around the perimeter of the project site for the duration of the work and removed before the project is considered complete. Please confirm whether a
6’ chain link construction fence is required around the full perimeter of the project.
R8. A construction fence is required to be only a minimum of 4 feet in height. Proper visible signage indicating that the track is secure for construction for safety. Contractor to allow a section to be accessed to the infield of the track for working out.
9. Are there any phasing requirements for the project or will the entire area be provided to the contractor upon award through completion of the project?
R9. The contractor is to plan and provide the phases of the work and the schedule of those phases planned to do the work. The entire area of the track will be provided to the contractor with the exception of the infield of the track that can be used by the troop occasionally for working out and the use of the equipment outside the field that are far away from the construction phase.
10. Section 01 11 00.01 Paragraph 3.16 indicates that the Work Plan should be submitted No Later
Than 30 days after NTP. Please confirm what is required to be included in the Work Plan and whether any drawings stamped by a registered professional engineer are required.
R10. Require to provide a drawing from the cad file provided showing the phases that the contractor will do the work, and a schedule of the work planning to be done from start to finish.
Drawing don’t need to be stamped by a registered professional engineer.
11. Can the government please provide a specification for the rubberized track surface, basis of design or performance specification?
R11. The contractor to fallow the manufacturer specification for the rubberized track surface.
Question 1 address also the type of rubberized track to be used.
12. What is the thickness requirement for the new rubberized track surface?
R12. The minimum thickness of the rubberized surface is 13 mm or 0.5 inch.
13. Is the intent for striping to maintain four (4) lanes that are existing?
R13. Yes maintain the same (4) lanes of striping as existing in the old track.
14. The specification documents included the Geotechnical borings. Can the actual geotechnical report be provided?
R14. The Geotechnical boring is out dated and most likely will not be provided contractor to do
Geotechnical borings. Also, contractor to provide testing verification that the compaction is 95% compaction.
15. C-102 provides a typical track section. Please confirm that section is the basis of design for pricing and construction that should be followed.
R15. Yes C-102 provided is the basis for the design for the pricing and construction.
16. Section 01 30 00 paragraph 1.5.2 states that the Superintendent can also serve as the Quality Control Manager. Section 01 35 26 paragraph 1.5.1.1.1 states that the Site Safety and Health Officer can also serve as the Quality Control Manager and Superintendent. Section 01 45 00.10 20 paragraph 1.5.1.1 states that the QC manager may perform the duties of project superintendent. As the scope of this project will be primarily performed by a single contractor is it acceptable for one individual to fulfill all three roles or will two individuals be required onsite at all times?
R.16 two individuals are required to perform those roles onsite.
17. Please confirm if bid bonds are required. 12a cits need for P&P Bonds yet 13b cites Bid bond is not required.
R.17 Bonds are waived from this requirement
18. Item 13d cites at least 180 day acceptance period of proposals. Does the GOV intend on taking longer than 6 months for award?
R.18 This is just to ensure we the government have some lateral room if required.
