This document contains a request for information responses related to a federal contract opportunity for repair of the Johnson Running Track. The scope of work includes full depth replacement of the existing rubberized running surface and installation of a new rubberized surface with striping. Request for Information, Repair Johnson Road, Project # JBSF203617
Q1. There are 3 concrete maintenance crossings reflected on the plans. Please confirm these are not to be demolished and should remain untouched?
R1. Yes the 3 concrete maintenance crossing are not to be demolished required to be in the same elevation as the Running Track.
Q2. When will a decision be made regarding option 1 and option 2?
R2. Please refer to the solicitation (Section H), and FAR 52.217-7 clause (page 20).
Q3. Please confirm that the entire track can be closed during construction?
R3. Yes the entire track can be closed during the construction with the exception of the inside field.
Contractor to live an entrance to the inside of the field to be used for workout. Contractor to put construction fence in the area being constructed for safety and to protect person walking by the running track field.
Q4. Specifications state for contractor to…Correct improper surface drainage in the grass areas that is abutting the running track, to approximately a max distance of 5 feet from edge, by grading these areas to allow for drainage away from the track? There were a number of areas that had pooling well beyond the 5’max. Correcting the surface drainage may require installation of drains which appears to be separate project entirely. How should this be addressed?
R4. The contractor is not required to install drainage systems for this project. Contractor to protect the existing drainage system in the running track.
Q5. Should the contractor expect to grade up to 5’ on the outside edge of the track as well as the infield?
R5. Yes when it’s required the contractor is expected to grade up to 5’ on the outside and infield edge of the track as well to properly slope the area to provide a good drainage system to the existing inlet in the area required.
Q6. Should the contractor include surveying for the entire project in the base bid?
R6. No the contractor to survey only the area of the Base Bid. If option 1 and Option 2 is awarded for the project then the contractor is required to survey those area.
Q7. Are the existing concrete maintenance crossings to remain?
a. If not, do they need demolished and replaced? Please provide specifications.
R7. The existing concrete maintenance are to remain and have the same elevation as the running track to provide a smooth safe transition for people using the track.
Q8. If additional drains are added, landscape repairs may be extensive. Are these to be included in this proposal? Will seed or sod be required?
R8. No additional drain are to be added but contractor to protect the existing inlet and pipe. Seed and sod will be required up to 5 feet on the area where the drainage slope need grading to provide proper drainage.
Q9. Water pooling could be seen outside of the track border in multiple locations, are these Areas to be re-graded or have an added drain as well?
R9. The outside of the track border that are more than 5 feet from the track is not part of the project.
Q10. Will electronic copies of proposals be accepted due to the circumstances of COVID-19?
R10. No; Please refer to Section Section L “instructions to offerors”, para. L-2.
Q11. Cross slope is provided as 1% for slope of crown or 1/16” from centerline to face of header curb. Is that in fact the desired cross slope?
R11. Required a Crown running truck surface with a minimum of 1%, maximum of 2% slope of leveling course as allowed by track construction rules shall be maintained in the leveling course for Proper drainage of track surface area.
Q11. What is the desired longitudinal slope (max/min)?
R11. Contractor to fallow the preexisting longitudinal slope of the running Track keeping the optimum longitudinal Slope as allowed by running track construction rules.
Q12. What is the min. thickness of rubberized surface?
R12. The min thickness of the rubberized surface is 13 mm or 0.5 inch.
Q13. What gradation of HMAC is desired, C, D, F or other. Please specify if dense or open graded course is required.
R13. HMAC is desired is type D open Graded. Also, contractor is required to look at manufacturing specification for the construction of the running track that will provide the optimum gradation.
Q14. Please specify type of base material required.
R14. Base material by job mix formula TxDot 247, Type A grade 1-2. Contractor is required to look at manufacturing specification for the construction of the running track that will provide the optimum base material as indicated in the GENERAL NOTES project drawing sheet 102.
Q15. Please specify the rate of application of lime in the stabilized subgrade.
R15. Lime should be by job mix probably between 4-6% target ph is around 12.4, compact to 95% max density.
Q16. Is the concrete curb non-reinforced?
R16. Curb probably doesn't need re-enforcement in the 2' deep curbs, but if used 3 #3 bars 6" O.C.
Longitudinally and #3 36" O.C Vertical.
Q17. What is the depth of the new concrete curb? Existing is noted as 2’ deep.
R17. Depth of the new concrete curb is 2’ deep.
Q18. The existing width of the track is noted as 15’ 3” yet the new track is to be 15’. If Option 2 is not awarded how much of a transition zone is needed for the transition from 15’ 3” to 15’?
R18. Old and new track should be 15'3". The contractor to keep the same with as the old track which is approximately 15'3" width as in drawing sheet C-101 D1 TYP. TRACK SECTION.
Q19. There are three existing 6” concrete maintenance crossings. Sheet C-102 only illustrates one but there is no reference to replacing one, two if base bid is awarded only or all three if Base and Option 1 Is awarded. If required, please provide specifications. If the concrete maintenance crossings are to remain, would it be the designer’s intent to match existing grade of the pads and make the track grade fit as best as possible?
R19. Yes the designer intent is to match the existing grade of the pads and make the track grade fit as best as possible.
Q20. Are we to treat the runoff from the existing drainage ditch on the southeast and northwest sides of the base bid track? If not, are we to install a culvert?
R20. Contractor is to grade up to 5’ on the outside and inside edge of the track as well to properly slope the area for a good drainage system to the existing inlet in the area that require proper drainage flow.
Contractor is not required to install culvert.
Q21. Is there existing irrigation system that we would need to protect?
R21. Yes contractor is required to protect the existing inlet in the Running Track.
Q23. Does this project require a National Pollutant Discharge Elimination System (NPDES) permit? If so, what are the known BMP measures required?
R23. Yes the project require a National Pollutant Discharge Elimination System (NPDES) permit
Q24. What type of sod is required in the 2’ shoulder areas?
R24. Yes sod is required in the shoulder areas. The sod to be put have to be equal or better quality as the existing one.
Q25. Detail D1 on Sheet C-101 calls for a 2’ ditch on one side and 1’ to center of ditch on the other side. Does this mean that we are to excavate and shape out to a line 4’ outside of the back of the concrete header wall?
R25. No contractor is not require to excavate and shape out the line 4’ outside of the back of the concert header wall. Contractor to fallow the design Detail D1 on Sheet C-101 calls for a 2’ ditch that need proper sloping in that 2’ area only for the top layer.
Q26. Please provide specifications for geogrid.
R26. We will provide the specifications for the geogrid system.
Q27. The existing track has remnants of lanes marked. Will this project require painted lanes? If so, please provide specifications.
R27. The painted lanes have to be similar to the existing track lanes mark that have to be replaced.
Pavement marking are in SECTION 32 17 23 of the specification
Q28. If this project includes a design phase (surveying, design, etc) and the Period of Performance is announced as 154 days of NTP, Will there be two NTPs – One for design and another for construction? If so, how many days are allowed for design? Is 154 day period for construction only? Please keep in mind the various JBSA Spec curing times for lime treated subgrade, concrete, asphalt, rubber, etc. which could easily add up to over 100 days alone.
R28. For the PoP, please refer to Sections C and F; FAR 52.211-10 “Commencement, Prosecution, and Completion of Work.
Q29. Item 13d cites at least 180 day acceptance period of proposals. Does the GOV intend on taking longer than 6 months for award?
R29. Since there are no funds presently available, the government is requesting acceptance period of up to 180 days for award.
Q30. What type of rubberized surface is required for the running Track.
R30. Part of the submittal is that contractor to provide the type of Rubberized surface that he is selecting to us. The type of track required should be or similar to an “EPDM rubber and poly-resin binder, TUFLITE synthetic running tracks”. Also, material to be used for the running track to be considered to be soft surfaces impermeable polyurethane binder and black SBR rubber granules for running Track. The material can be a Polyresin Track System for sports surfaces. The rubberized Material to be selected by the contractor should be equal or better quality of TUFLITE Encapsulated EPDM material.
