Inter-American Air Force’s Academy (IAAFA) Statement of Need

Inter-American Squadron Officer School Course (ISOS) In Collegiate Spanish

1. General: The Government has a requirement for a copy of ISOS in Collegiate Spanish.

1.1 Background: Every year IAAFA teaches ISOS to Captains from across Latin America and to a few select American Air Force officers. The course is composed of four pillars: Leadership, Teambuilding, Reasoning, and Joint Warfare.

1.2 Course Formatting: The contractor shall provide a copy of all course work in Collegiate Spanish, to include video, in all its original formatting i.e. Word, PowerPoint, PDF, etc. consisting of approximately 2,000,000 words and 16 hours of video. The contractor shall utilize Microsoft Word, PowerPoint and other appropriate word processing tools via email. All spacing and formatting must remain the same as the original copy.

1.3 Period of Performance: All completed coursework must be delivered to the Government Points of Contact (POC) no later than eight (8) weeks after receipt of order (ARO).

1.4 Coursework Reviews: There will be two reviews prior to the final coursework being delivered:

the first after completion of first 8 pages then second review at the completion of the first lesson.

The contractor will return the completed portion of coursework via email to the Government POCs in the appropriate format per the original document (e.g. Word or PowerPoint). The contractor will maintain a log and electronic file with all the products for back up. Once received, the completed portion of the coursework will be reviewed by the Government POCs and any coursework deemed not to be both in Collegiate Spanish and within the intent of the original English documents provided to the contractor will be sent back for corrections one time and shall be returned back to the Government POC within one business day to ensure acceptability of said corrections by the Government.

1.5 Government and Contractor POC(s): The following personnel are considered POCs for the Government for purposes of coursework review: Captain Sylvester A. Fernandez de Castro and Master Sergeant Alejandro Velez. The Contractor shall provide a primary POC and alternate POC responsible for the delivery of coursework for review. The contractor shall maintain sufficient means of monitored communications (telephone, E-mail, etc.) to enable rapid contact between the Government and contractor POCs to ensure quick correction to any coursework reviewed deemed to be not Collegiate Spanish or in the intent of the Government furnished documents.

2. Language Standards: The contractor shall provide ISOS in an academically accepted version of

Collegiate Spanish.

2.1 Coursework specifics: The contractor shall provide coursework that at a minimum meets the

Interagency Language Roundtable (ILR) skill level four demonstrating translated accurate renditions of the course work faithfully, including many details and nuances, reflecting the style, register, and cultural context of the source language, without omissions, additions or embellishments. The coursework includes military nomenclature so the contractor shall be proficient in military terminology and must be familiar with Department of Defense and Security Cooperation terminology.

3. Government Furnished Documents: The Government will provide a complete copy of all ISOS coursework and video in English.
