QUESTIONS & ANSWERS

Cut-off date for contractor questions is 3:00 pm CST on 11 September 2019

Question 1: Regarding the video portion of the project, are you looking for audio transcription plus translation or do you need full video localization (i.e., Spanish language voiceover and integration of Spanish audio into the video)?

Government Response: The Government only needs a Collegiate Spanish voice over of the audio integrated onto the video. We do not require an audio transcription or subtitles in Spanish.

Question 2: Section 1.3 of the Statement of Needs states:

1.3 Period of Performance: All completed coursework must be delivered to the Government Points of Contact (POC) no later than eight (8) weeks after receipt of order (ARO).

Is there any flexibility in the 8-week delivery period?

Government Response: Yes, we can be flexible. However, we need material as soon as possible.

Contractors must submit their delivery schedule within their quote. Remaining within the timeframe is preferable.

Question 3: On page 1 of the RFQ it states: "Failure to quote on all CLINs or failure to submit all 27 pages of this RFQ with all applicable clauses/provisions filled in will render the quote unacceptable and ineligible for award consideration in the absence of interchanges"; however, when I view the document I can only see pages 1-3 of 26 included. Could you email the official, complete RFQ so that we can complete that version, as opposed to this shortened file?

Government Response: FBO failed to upload the entirety of the solicitation when it was posted, only 3 pages were successfully uploaded. Amendment 2 uploaded the entire RFQ document onto FBO.

Amendment 3 (just posted) fixes the clerical errors involving page numbers and sample numbers.

Question 4: For the video file translation. Would you like a simple written translation or would you like a written translation as well as a voiceover recording? Also, are you hoping for a subtitled transcription file that corresponds to the time stamps on the main video?

Government Response: See Question 1.

Question 5: The RFQ requests sample translations of attachments 2 and 3 be provided, however the files provided are attachments 1 and 2. Can you confirm these are the files you would like as samples?

Government Response: Yes, the “J-6350 Joint Warfare Presentation” text and “J-6020-VD-Instruments-of-Power-Theory in Action” video are the samples that are to be submitted.

Question 6: I was wondering if you have copies of the English scripts for the videos, or if we will need to transcribe them prior to translation?

Government Response: We do not have copies of the English scripts for the videos, nor will you need to transcribe a spanish script. We only require a voiceover (see Question 1).

Question 7: Do you have a preference for the Spanish accent in the voice overs?

Government Response: Latin American accent, preferably a neutral speaking country such as Mexico, Peru, or Colombia.

Question 8: Do you have a preferred delivery schedule?

Government Response: See Question 2.

Question 9: Could you please advise if this solicitation is restricted to current GSA contract holders or can non-GSA vendors also submit bids?

Government Response: This solicitation is released on FBO, therefore not restricted to current GSA contract holders.

Question 10: In what form is the voice over required? Replace the original audio, create a separate audio track, or create subtitles?

Government Response: Replace the original audio with a spanish voice over. (See Question 1)

Question 11: Could you confirm what does Collegiate Spanish mean?

Government Response: Spanish at a collegiate level, i.e. College level terminology.

Question 12: Could you confirm that for Sample Attachment video "J-6020-VD-Instruments_of_Power- Theory_in_Action__Liberalism" you require us to submit a version including Spanish subtitling?

Government Response: See Question 1.

Question 13: On page 3 of 26 it states that "The offeror must submit a sample of their capabilities.

Attachment 2 and 3 will be required to be translated to Collegiate Spanish." When I look at the attachments they are titled "Attachments 1&2 Samples". Are those the correct samples that you would like translated?

Government Response: Yes, the “J-6350 Joint Warfare Presentation” text and “J-6020-VD-Instruments-of-Power-Theory in Action” video are the samples that are to be submitted.

Question 14: Can companies from outside the USA apply for this requirement?

Government Response: Yes, however, the contractor must be registered in SAM.
