The purpose of this amendment is to answer the below industry generated questions resulting from
Solicitation No. FA3016-19-U-0291 (Modular Structure; Pre-Fabricated Building) and make the following changes:
- Provide an updated Statement of Work_Pre Fab Modular Buildings (Atch No. 3) as of 30 Aug 19.
Industry Generated Questions:
Q1. What does U/P stand for on Attachment No.2 and what do we put in those boxes?
A1. Abbreviation U/P, in Atch No.2 Schedule of Supplies, stands for Unit Price. Quoter shall input the unit price of the CLIN.
Q2. Any chance of a sole source?
A2. No
Q3. Who is the facility/base recommended Fire Suppression Company currently using?
A3. The base does not have a specific company; however, the base Civil Engineer Squadron (CES) will be the Fire Protection Consultant and American Fire Protection Representative. (Reference Atch No.3
Statement of Work).
Q4. Who is the HVAC Company the base is currently using?
A4. The base does not have a specific company.
Q5. Who is the Electrician the base is currently using?
A5. The base does not have a specific company.
Q6. Do you have a layout/plan/drawing of the current fire suppression system so we know where the tie-ins are located?
A6. Yes. Reference attached Fire Suppression Floor Plan and Building Floor Plan for informational purposes only.
Q7. How far within the facility is the breaker box to where the Modular Office will be?
A7. Modular Building No.1 is approximately 60 feet from the breaker box. Modular Building No. 2 is approximately six (6) feet from the breaker.
Q8. Are the contractors able to use the facilities dumpster for trash/packaging materials from the installation?
A8. Yes
Q9. Who will be coordinating the electrical requirements?
A9. The electrical requirements will be coordinated through the designated CES representative.

Q10. Are there latrines available for use on this project? Or will the contractor be responsible for supplying portable latrines to the on-site workers?
A10. Yes. Restrooms are available for this project for the contractors.
Q11. Does the modular building need to be built as if it was mobile?
A11. The modular building can be built directly onto the finished floor inside the hangar; no wheels.
Q12. Do you expect these buildings to be double wide that roll in on a wheeled chassis? Or are the modular panelized construction that are assembled on site.
A12. Based on market research, the expectation is modular panelized structure, which may be assembled on site.
Q13. Referencing: Attachment 3, Paragraph 2 “Description of Requirement”, of page 1.
Will the government provide access through the hangar doors to accommodate the delivery of the prefabricated modular buildings pre-wired for power, networking, fire suppression and HVAC system ready to connect to existing infrastructure? What are the estimated measurements of the hanger door space opening for delivery of the modular buildings or parts of the modular buildings?
A13. Yes, access will be available through the hangar doors for delivery. The measurements of the hangar doors space for delivery is approximately 12 feet wide x 13 feet high.
Q14. Should the structure be fixed and secured to the hanger concrete?
A14. No
Q15. Have a site survey or engineer evaluation been completed to determine if electrical, fire suppression, mechanical and data is sufficient enough to support the two modular buildings? If yes can the report(s) be supplied to contractors planning on providing quotes on the solicitation?
A15. Yes, however the site survey or the engineer evaluation will be provided after award.
Q16. Amendment 001 has SF30. Would like to verify there was not an SF30 in initial solicitation.
A16. No
Q17. Will the Government be providing the available amperage to support the two modular buildings being installed?
A17. Yes

A19. Requires a ceiling height of approximately 9 feet.

Q25. Are Exit signs with Battery Backups Required at main points of egress?
A25. Yes
Q26. We can completely enclose the mezzanine structure with our wall system so the perimeter beams of the mezzanine are not visible, or we can come to the underside of the mezzanine structure and the perimeter beams will be exposed. Do you have a preference?

Q27. What is the Required Pounds per square foot of the mezzanine top of deck? 125psf is industry standard for storage, please advise.
A27. Use industry standards for the top of the mezzanine deck.
Q28. Is there any point loading on top of the mezzanine that we need to be concerned about?
A28. No.
Q29. Is safety rail and toe kick required for the top of the building / around mezzanine?
A29. Yes.
Q30. Are any swing or slide gates required? If so, how many, what size?
A30. No.
Q31. Is comp deck acceptable for the TOD of the mezzanine, or shall there be plywood?
A31. Composite or plywood is acceptable as long as the industry standard meet that supports the pound per square foot as described in Q27.
Q32. Are there any height restrictions for BLDG 01?
A32. No, however sprinkler pipes are approximately 20 feet above current finished floor.
Q33. Are there any height restrictions for BLDG 02?
A33. No, however sprinkler pipes are approximately 20 feet above current finished floor and large warehouse fan is 15 feet above the finished floor, which restricts the mezzanine height as shown in notional floor plan.
Q34. Will wall mount units be acceptable for HVAC? If not, what is the mechanical requirement?
A34. Yes.
Q35. Building 2- What is the AFF Height of the Existing Fan?
A35. Approximately 15 feet
Q36. Will the contractor be required to offload and set all new material in location?
A36. Yes.
Q37. Will the contractor be required to provide rental equipment to complete all activities
(Forklift/Scissor lift/Dumpster)?
A37. The Contractor shall provide all management, tools, supplies, equipment, and labor, necessary to deliver and install two modular structures/buildings inside Hangar 71.

A42. Yes, use ramp only. No step-down as wheeled platforms must come in and out of the modular structure.
Q43. How wide shall the ramp be?
A43. Minimum of 6 feet; wide enough to roll a 4ft x7ft platform out of double doors and turn 90 degrees.
Q44. Are wet-pipe fire sprinkler systems acceptable for the modular structures?
A44. Yes.
Q45. Is it the intent of the bid documents that the sprinklers in the modular structures will have water supplied from the existing fire sprinkler system(s) in the hangar?
A45. Yes.
Q46. Are the existing fire sprinkler systems in the hangar wet-pipe systems or some other type of system?
A46. Yes
Q47. What is the maximum height of the hangar (for determining which man-lift we will need to reach the existing piping)?
A47. 20 feet
Q48. Will the Owner provide “as-built” fire sprinkler drawings for use in sprinkler design and hydraulic calculations?
