Statement of Work

Modular Structural Buildings

Atch No.3

Dated as of 30 Aug 19

1. General Information. The Contractor shall provide all management, tools, supplies, equipment, and labor, necessary to deliver and install two modular structures/buildings inside

Hangar 71, for additional office and working space to include room for computer-based flight simulators, at JBSA Randolph AFB, TX. The delivery and installation shall be performed in accordance with applicable federal, state, and local regulations. See Appendix A for notional layout, floor plans, and reference photo. Contractor is required to offload and set all new material in location. Access is available through Hangar 71 roll-up door. Dimensions are approx. 12’ wide x 13’ high.

2. Description of Requirement. The Contractor shall deliver and install two modular structures/buildings to an open hangar space, in Hangar 71. These structures shall be pre-wired for power, networking, and fire suppression, with a dedicated HVAC system ready to connect into the existing infrastructure. Connection to existing infrastructure shall be completed by the contractor, which shall be coordinated through the Air Force Base Civil Engineering representative.

The modular structures must have the following salient characteristics (physical, function and performance requirements):

Salient Characterisitics Required for Both Modular Buildings:

Vinyl Clad Gypsum wall panels or equal are acceptable

Required ceiling height is 9’

Dropped grid ceiling is acceptable

Insulation is required above ceiling and below roof, minimum of R-19 or acceptable industry standard

Steel exteriors doors are required with windows and locking levers

Exterior doors require closers

No exterior windows are required in structure walls

Lighting shall be fluorescent, with occupancy sensor/manual on-off switches

Exit signs with battery backups required at main points of egress

Mezzanine structures do not need to be concealed by exterior walls

For mezzanine deck, use industry standard pound per square foot (PSF) for storage and occasional occupancy by people storing or retrieving items or a minimum of 125 PSF decking. Composite or plywood is acceptable, as long as PSF standard is meet.

Mezzanine shall have a safety rail and toe kick for the entire perimeter.

No swing or slide gates are required. Stairs are required for personnel to move items into or out of mezzanine area.

HVAC wall mount units are acceptable.

Wet-pipe fire sprinkler systems are acceptable for the modular structures, as they will be integrated into the existing fire sprinkler system which is wet-pipe

Modular buildings can be built directly onto finished floor; no wheels, not fastened to floor

Approximately 30 ft. x 70 ft. (room dimensions shown in Appendix A)

No height restrictions for Building No. 1, however existing hangar sprinkler pipes are 20’ above finished floor height

Interior walls (not partitions) and doors (standard 3ft. wide)

Storage mezzanine level (entire roof) with external stairs for access and safety rails (see reference photo in Appendix A)

Air-conditioned

Electrical outlets; quantity and placement per industry standards

Requires power poles in middle of largest room area to accommodate future expansion

All networking cables shall be connected to the patch panel/communication rack in the communication room identified in Notional Floor Plans, Appendix A

Modular Building No. 2

Approximately 30 ft. x 70 ft.

No height restrictions for Building No. 2, but existing hangar sprinkler pipes are 20’ above finished floor height, and the warehouse fan is approximately 15’ above finished floor height

One interior room (10 ft. x 10 ft. with standard 3 ft. wide door) for communication/IT equipment

Storage mezzanine level with external stairs for access and safety rails (see reference photo in Appendix A)

Storage mezzanine area limited to half of building No. 2 roof due to existing warehouse fan

Additional air-conditioning suitable for multiple gaming PCs (approx. 30) and a server room. Able to maintain 70 to 74 degrees F with maximum occupancy of 45 people.

Elevated 6 in. false floor for running network infrastructure and power

Building No. 2 access floor will be industry standard computer room flooring, pound per square foot (PSF) rated for personnel and light office equipment, panels with vinyl finish

Exterior double door (opening inward) as shown in Appendix A and exterior ramp to accommodate rolling simulator platforms which are 4 ft. x 7 ft. Length of ramp determined by Code for rise over run to reach 6 in. floor height above finished floor height

Bldg 2; ‘step-down’ from raised floor will require ramp versus step for rolling equipment, as well as hand rail. Ramp shall be at least 6’ wide, or wide enough to roll a 4’x7’ platform out a set of double doors into an immediate 90 degree turn

Electrical outlets; quantity and placement per industry standards

Requires power accessible in middle of room through raised floor

3. Electrical: The Contractor shall coordinate the electrical requirements with the Government.

The Contractor shall provide detailed electrical requirements specifications on each modular building electrical current demands and wire gauge to all civil engineering to install the required new circuits. The Contractor shall provide and install all electrical to connect the modular buildings in accordance with the latest edition of NFPA 70, NFPA101, National Electrical Safety

Code, and UFC 3-520-01 Interior Electrical Systems with Change 3. The references can be found in the Whole Building Design Guide Website, www.wbdg.org.

4. Fire Suppression: The Contractor shall coordinate the fire suppression installation with the

Government. The Contractor shall engineer, furnish, install and test the fire suppression system to be connected into the existing infrastructure, which must meet all applicable standards, including NFPA 13, 72, 70, UFC-3-600-01, UBC and AF Standards. The Contractor shall provide a test plan as to how the system shall be pre-tested and post-tested to demonstrate to the

Government that the system is fully operational and meets or exceeds the specified requirements and that the system is fully ready to be connected to the existing infrastructure. These tests shall be accomplished prior to the system being connected to the existing infrastructure.

5. Test and Acceptance/Installation Test Plan.

The Contractor shall test and provide a test plan for the following systems electrical, networking, fire suppression, and HVAC as to how the systems shall be tested to demonstrate to the

Government that the system is fully operational and meets or exceeds the specified requirements and that the system is fully ready to be placed into service. The Contractor shall test the system to demonstrate to the Government quality assurance evaluation of the system. These tests shall be accomplished prior to the modular buildings being connected to Hanger 71.

8. Storage and Parking: The Contractor shall be responsible for all off-loading of items and placing within government indicated facility space as part of delivery and installation of items.

All vehicles entering JBSA Randolph AFB are subject to search. Contractors must have a valid driver’s license and proof of insurance. The Contractor will provide required logistics to transport their staff, tools and all equipment. The Contractor shall obtain vehicle passes for each vehicle used on JBSA Randolph AFB. Before scheduling delivery/installation of items, contact the designated Project Manager to indicate date and time items will be delivered and installed.

9. Quality Assurance. The government shall inspect all work performed by the Contractor.

Work performance shall be deemed satisfactory and acceptable to the government when the

Government representative declares the project satisfactory.

10. Site Maintenance. The Contractor shall protect adjacent property, offices and their contents from dust, dirt or other materials. Work areas shall be maintained in a neat, clean, safe condition and shall, at a minimum, be cleaned with all waste and packing materials removed at the end of each shift. Contractor shall maintain clearances through corridors for occupants to pass.

11. Security Requirements. All contractor personnel will require base passes for unescorted entry to Randolph AFB. Contractor must submit the following information on all personnel requiring access: Last name, first name, middle initial; Date of Birth (DD/MMM/YY); ID Type (i.e. driver’s license, etc.); ID Number and issuing State. 12. Air Force Antiterrorism (AT) Program. The AT program seeks to deter or limit the effects of terrorist acts against the AF by giving guidance on collecting and disseminating timely threat information, providing training to all AF members, developing comprehensive plans to deter and counter terrorist incidents, allocating funds and personnel and implementing AT measures. In accordance with AFI 10-245 paragraphs 2.18 and paragraph 2.25, DOD contractors and sub-contractors personnel shall be offered Level

1 – AT Awareness Training. Compliance with the training will be monitored by the Point of

Contact.

13. The Contractor shall follow the USACE EM 385-1-1 15 September 2008 and OSHA’s Safety

Standards 29 CFR Part 1926 and 29 CFR Part 1910 for all safety requirements and regulations, included in the required Fire Prevention Plan IAW NFPA 241.

14. All video, still photos, and digital photos taken during the execution of this work shall be turned over to the Government at the completion of this project. Digital photographs shall be submitted to the Government on compact discs in Joint Photographic Experts Group (JPEG) format.

15. Records Management. The Contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF records management procedures in Air Force Instruction (AFI) 33

16. Warranty. The contractor shall provide any original equipment manufacturer (OEM) pass through warranty and standard commercial warranties applicable to the products being purchased at no cost. At a minimum, the contractor shall provide a one year warranty, including parts and labor.
