Questions and Answers 8 through 60

Question 8: What is the requirement to utilize existing coaxial cable to establish connectivity to newly furnished media converters?

Government Response: Use CAT6 a or better for the connection

Question 9: What is the requirement for using existing fiber-optic cable system? If yes, what extent may it be used?

Government Response: The project does not require fiber connection. The contractor shall propose using CAT6 or better as a stand alone system. Cannot utilize any components in the comm. room.

Question 10: Are locking cabinets to be furnished and installed in each Communications Room? Or, only Room 190?

Government Response: The MTLs/NCOs don't have key access to the COMM rooms so the only place we can view camera footage would be anywhere other than those rooms. The NVR with a cabinet is in Room 193 not room 190 That is also where the old one is located.

Question 11: Can the Contractor utilize the existing racks and modify with additional security for the to-be-provided switch gear?

Government Response: There is only one rack which is located in room 193. The contractors are not allowed to use the racks in the comm. rooms on the 2nd, 3rd, 4th, or 5th floor since these belongs to the NEC.

Question 12: Would the Government please provide CAD Drawings with a schedule for the camera locations listed by floor for replacement and new camera locations?

Government Response: The government does not have CAD drawing for the current configuration or building. The government will provide a pdf copy of blue prints for your review.

Question 13: Would the Government please provide a riser diagram by floor to include the head end?

Or, shall the Contractor be required to survey and furnish a riser diagram along with the other drawing deliverables?

Government Response: See response to question 12.

Question 14: (Paragraph 1.1.16, Exterior Cameras) the PWS states 25 exterior dome cameras are required. However, only three locations by active doors were identified during the walk-though. Would the Government please clarify how many exterior cameras are to be provided, as well as installation locations on the to-be-provided CAD drawings?

Question 16: (5th Floor Interview/Luggage Room) would the Government please clarify how the camera on the 5th floor Interview Room (Luggage Room) is to communicate with the NCO in the event of an emergency?

Government Response: See paragraph 3.6 through 3.6.1.1.

Question 17: (5th Floor Interview/Luggage Room) the camera can be set up with audio on function. Will the Government require that audio be recorded and stored? If yes, then please clarify the requirement pertaining to storage capacity and duration.

Question 18: (5th Floor Interview/Luggage Room) is a panic button/annunciator required to alert the NCO in conjunction with the start of audio and video sessions in this room? Would the Government please clarify scope of work pertaining to the Interview/Luggage Room requirement?

Question 19: What is the Government’s required project Period of Performance after award?

Government Response: The government requires a system to be installed as soon as possible.

Question 20: Will any work after normal duty hours be required for any reason?

Government Response: See paragraph 8.3 on SOW. If the contractor requires additional time, please make coordination with the building manager.

Question 21: Would the Government please grant at least a one-week extension to the proposal submission deadline after release of an updated PWS with new and/or clarified requirements that were identified during the pre-proposal meeting and survey?

Government Response: See addendum on FBO with new response date.

Question 22: On the intercom and PA system, How many locations do you want to be able to initial Announcements?

Government Response: See paragraph 3.6 through 3.6.5 on SOW.

Question 23: How many speakers currently exists? and How many do you want to add?

Please see page seven for a break down on the speakers

Government Response: See Appendix A.

Question 24: Do you want to able to make announcement only to one side? Eg Only the Navy or Airforce side? Or To a group of floors

Government Response: See paragraph 3.6.6 in SOW.

Question 26: Can you indicate all the speaker locations on the floor plan? Government Response: See Appendix A.

Question 27: How many cameras are existing per floors and How many to be added per floors? Government Response: See Appendix C.

Question 28: How many camera-monitoring stations are required?

Government Response: See paragraph 14.4 on SOW.

Question 29: Does the government have a design for the CCTV system?

Government Response: The contractor is required to provide a solution for the CCTV system.

Question 30: How many cameras are to be installed

Government Response: See paragraph 3.5 on SOW.

Question 31: Does the government desire 24/7 recording?

Government Response: See paragraph 1.1.19 on SOW.

Question 32: (Section 3.5 in the SOW states quantities of cameras) Does the government insist the desired amount of coverage can be achieved with this amount of cameras?

Government Response: See response to question 29.

Question 33: Will the Government provide replacement tiles, when the old cameras are removed leaving a void in ceiling tile?

Government Response: Yes. See paragraph 11.3 on SOW.

Question 34: If the government desires 24/7 constant recording, please explain the statement in SOW paragraph 15.2 that states: "Cameras recording events shall be triggered upon door breaching during designated non-duty hours as well as motion at building owner’s specific cameras."

Government Response: The government does not require motion activation on camera.

Question 35: (SOW paragraph 15.2) states recording is to take place in building 5570.

Current recording is taking place in room 193. Please clarify where the Government prefers head end network and recording equipment be installed, if the engineer prefers it to be consolidated.

Government Response: See paragraph 1.1.6 on SOW.

Question 36: May the network design consist of recorders installed in comm rooms?

This would negate the need for consolidation of network equipment in a rack in room 193.

Government Response: Please reference paragraph 1.1.19 in SOW.

Question 37: How many days of 24 hour recordings at 10 FPS for every camera does the government desire?

Government Response: Please reference paragraph 1.1.19 in SOW.

Question 38: An Intercom system implies 2 way communication between 2 points. A public address system implies one way communication to a system of speakers. Does the government desire both?

Government Response: Please reference paragraph 3.6.2 through 3.6.6 on SOW.

Question 39: (SOW paragraph 3.6.1.) states there are 20 dormitories. Can the government clarify how the building is separated into 20 dormitories?

Government Response: See paragraph 1 on SOW.

Question 40: (SOW paragraph 3.6.2.) refers to an Entry Controller (EC) station. Can the government supply a design drawing indicating the location of these EC stations?

Government Response: There’s no entry control station. Only CQ Area. See paragraph 3.6.1 on SOW.

Question 41: (SOW paragraph 3.6.3.1.) refers to exterior speakers. Can the government provide the location of current exterior speakers or express the intent of their installation?

Government Response: See Appendix C and paragraph 1.1 on SOW for PA speakers.

Question 42: SOW paragraph 3.6.3. states that additional speakers will be installed. Can the government provide the location of their installation?

Government Response: See Appendix C and paragraph 1.1 on SOW for PA speakers.

Question 43: May the contractor use the existing speakers and wiring for the PA system?

Government Response: See paragraph 3.6 on SOW for PA and intercom system.

Question 44: Where are the amplifiers located for the existing PA system?

Government Response: Room 148 first floor.

Question 45: (SOW paragraph 2) refers to recording of audio. Does the government insist that the system shall record audio at every camera, or just insist that it has the capability to do so from every camera?

Government Response: See revised paragraph 2 in SOW.

Question 46: (SOW paragraph 2) refers to the intercom system being connected to speakers throughout dorms in 9210. Can the government supply the location of building 9210 and the quantities of speakers, including the make and model.

Government Response: There’s no entry control station. Only CQ Area. See paragraph 3.6.1 on SOW.

Question 47: (SOW paragraph 5.2.2.) refers to electrical infrastructure. May the contractor use existing receptacles to power equipment or must he install his own?

Government Response: The government will not install their own power. Reference paragraph 5.2.2 on SOW.

Question 48: (SOW paragraph 9) states the government shall provide power circuits in the communications room. Does this apply to all communication rooms?

Government Response: No work shall be conducted in communications room.

Question 49: Can the government supply a design drawing that allows room numbers to be legible?

Government Response: Reference Appendix C.

Question 50: Can the government supply a design drawing that shows deliniation between icons? The current issued drawing makes it hard to determine whether a camera is indoors or out, new or old.

Government Response: Reference Appendix C.

Question 51: Does the Government desire POE surge protection in line between camera and network hardware on all cameras?

Government Response: Reference paragraph 14.1 on SOW.

Question 52: Please confirm the meaning of green and orange camera symbols on the building map in terms of existing to demo / replace, or new camera locations.

Government Response: See Appendix C.

Question 53: Additional scope involving new monitors additional camera locations, additional two-way voice communications locations were announced during the site visit. Will these scope revisions be indicated on a revised building map when the ammendment is announced?

Government Response: Reference paragraph 14.4 and camera location in Appendix C.

Question 54: The additional exterior camera location requested near the rear classroom exit from the building is intended to capture attempts to climb to the second floor dorm rooms. Can that camera be wall- mounted above that first floor roof away from the exit or on the light pole near the exit?

Government Response: See Appendix C.

Question 55: If the new camera for the classroom emergency exit can be located on the light pole, what are the restrictions for new underground conduit / direct bury to intercept existing building entrancecommunications conduits?

Government Response: Cameras will be installed on light poles.

Question 56: (Paragraph 1.1.16, Exterior Cameras) requires that there be no blind spots or areas without coverage on the exterior of the building. Even with the additional exterior cameras noted on the site visit, only the areas near front and rear entrances/ exits are covered. Please confirm whether the stairway exits at the ends of the building require exterior camera coverage.

Question 57: The intercom sytsem requirements address two communication to 20 dormitory Entry Contoller locations. Please define those locations on each of the five stories containing two wings each.

Government Response: See paragraph 1.1 on SOW.

Question 58: The intercom system requirements address additional speakers in each of the 20 dorms to broadcast public announcements. Is it up to the contractor to determine speaker spacing and quantities?

Government Response: See paragraph 1.1 on SOW.

Question 59: Will the two-way intercoms at the door entrances added to the scope be a part of the public address broadcasts or a separate system?

Government Response: Refernce paragraph 3.2.1 and 3.2.6 on SOW.

Question 60: Will the two-way intercom between the new interview room and room 190 be part of the public broadcast system?

Government Response: No. Reference 3.6.1 on SOW.
