STATEMENT OF WORK

FOR

INSTALLATION OF STAND-ALONE

SECURITY CAMERA AND INTERCOM SYSTEM UPGRADE IN

RECRUIT HOUSING AND TRAINING COMPLEX

1. GENERAL INFORMATION. The contractor shall provide all management, tools, supplies, equipment, and labor necessary for the renovation of the Closed Circuit Television (CCTV) and

Intercom Voice systems for 345th TRS Squadron Bldg. 3020, 821 11th Street Fort Lee, VA 23801.

1.1. The contractor shall implement, install, and support an upgraded standalone video surveillance system with the ability to view live and recorded video of personnel within and immediately around the dorm facility, as well as audio internally. This video surveillance project shall include the installation of cameras and a head-end video management system (VMS). The VMS system shall consist of updated stand-alone servers and software, along with updated capabilities for the monitors, workstations, network devices to support the video transmission throughout the dorm, electronic power backup and surge protection. The contractor shall include all necessary and miscellaneous equipment to ensure a fully functioning and operational system.

1.1.1. Provide Closed Circuit Television system (CCTV).

1.1.2. Cameras must provide a minimum resolution of 640-480 pixels.

1.1.3. Cameras must provide color image with a horizontal resolution of at least 470 lines when operating in daytime mode. The camera must provide a cleat image in evening mode.

1.1.4. Cameras must provide coverage on all five floors, inside and outside of the dorm.

1.1.5. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to install a camera security monitoring system as defined in this Performance Work Statement (PWS). This standalone security monitoring system will not touch the ARMY network. There will be no classified, or sensitive data being transmitted with this system. The project will consists of the installation of a stand-alone network camera system located at the 345 TRS squadron Fort Lee, building 3020.

1.1.6. The contractor will remove any existing racks, and change out the existing network equipment and racks for the camera install in the following rooms.

Rooms 198, 149, 243, 343, 443, 543, 249, 349, 449, and 549. The

The contractor will replace all existing surveillance Camera’s with new

Camera’s in building 3020.

The removed equipment will be turned into the 345th TRS, Mr. Douglas Riney, after deposition.

1.1.7. Camera & Lens system must provide a minimum light level sensitivity such that can render a scene 75% of lit; with an average ambient light level of .1 lux;

with an average NTSC (National Television System Committee) level of 30IRE

(Institute of Radio Engineer); without the use of more than 18dB of electronic gain; while maintaining a minimum frame rate of 5 frame per second, when the lens is at widest aperture.

1.1.8. Camera’s installed in exterior location of dorm must have an Environmental

Sealable Housing; Camera’s must have the ability to switch from Day and

Night mode automatically, with Infra-Red (/R) auto illuminators.

1.1.9. Digital Video Recorder (DVR) must provide the following minimum specifications:

1.1.10. DVR system must have the operational ability to transcode video to at least one of the following formats: mpeg2, mpeg4, H263, or H264. This operational ability shall be natively designed into the DVR system, and shall not require the use of additional software, or equipment.

1.1.11. DVR system must have the ability to record at a minimum of 5 frames per second, with a resolution of 640x480 pixels.

1.1.12. DVR system must have a dual power supply, consisting of AC 110v electrical current, and be connected to an Emergency Battery UPS (Uninterrupted Power

Supply) on all areas where equipment is located.

1.1.13. DVR system must have high–density real time recording on all channels simultaneously, with the ability to record with applicable internal disk drive space. Internal CD/DVD writer and front and back USB (Universal Serial bus) ports. Simultaneous Live/Record/Playback/Network with independent

Performance Work Statement Page 3 of 14 recording profiles. Advanced VMD (Video Motion Detector) Area, vector and duration.

1.1.14. Equipment (or next generation equipment must be upgradable to meet future expansion requirements, and allow interconnection via industry Internet

Protocol - IP network infrastructure for central control.

1.1.15. Equipment shall conform to the requirements of the FCC and EIA rules and regulations covering television equipment. All work in conjunction with this installation shall meet the provisions of the NFPA 70 National Electric Code

(NEC) and any other applicable codes.

1.1.16. The surveillance Camera’s shall be installed in such a way that there are no blind spots or areas without coverage on the exterior of the building. The

CAMERA’S system shall provide for the monitoring of the interior and exterior of all three facilities. Sufficient monitors and digital video recorders along with required power supply shall be located in a lockable security cabinet in the facility.

1.1.17. The camera system must use assignable levels of access for system privileges to include system access i.e., password/password reset.

1.1.18. The camera system must be user programmable by personnel with management or executive privileges.

1.1.19. The camera system must provide a facility and system access history log, and recordings for a minimum of 30 days and maximum of 60 days to record system alterations, attempted and granted access, and system malfunctions.

1.1.20. System components must consist of a user interface PC, keyboard, mouse, and operate on a software based operating system.

1.1.21. System Software must allow real-time monitoring, searchable data, and user configurable graphing of all logged parameters.

1.1.22. DVR System must track and log all events to include the event description, time, date, and who executed the command (user); accessible only by designated administrators.

1.1.23. Security cabinet shall be a cabinet with keyed lockable door. Cabinet shall be made from heavy-gauge steel with front rack rails, louvered sides, hinges and black baked enamel finish. Provide cooling fan mounted on louvered side with built in cord and plug. The rack mount and equipment will be located in room

2. DESCRIPTION OF SERVICES. The contractor shall implement, install, and support an upgraded standalone video surveillance system with the ability to view live and recorded video of personnel within and immediately around the RH&T facility, as well as audio internally. This video surveillance project shall include the installation of cameras and a head-end video management system (VMS). The VMS system shall consist of updated servers and software, along with updated capabilities for the monitors, workstations, network devices to support the video transmission throughout the complex, electronic power backup and surge protection. The contractor shall include all necessary and miscellaneous equipment to ensure a fully functioning and operational system. Intercom system will replace existing unit, as well as speakers located throughout dormitories in 9210, as well as capability of playing pre-recorded recordings.

2.1. Installation shall be performed to Department of Defense, Air Force and Industry standards to include, but not limited to, those set forth in: TIA/EIA-570, Residential

Telecommunications Cabling Standards, TIA/EIA-607, Commercial Building Grounding and

Bonding Requirements for Telecommunications, NFPA 70 National Electric Code (NEC), NFPA 101 and Life Safety Code. The contractor shall provide all of the necessary tools to be able to complete the installation. This includes any ladders, lifts, hoists, power tools, safety gear or other equipment/tools, supplies necessary to complete installation and provide necessary testing of all installed components.

3. SYSTEM REQUIREMENTS:

3.1. Closed Circuit TV Cameras must provide the following minimum specifications:

3.1.1. Cameras must provide a minimum resolution of 640-480 pixels.

3.1.1.2. Cameras must provide a color image with a horizontal resolution of at least 470 lines, when operating in daytime mode.

3.1.1.3. Cameras must be adjustable to produce 1.0-volt peak to peak video.

3.1.1.4. Cameras must provide 0.4 volt negative sync with no blooming, streaking, or lag.

3.1.1.5. Cameras must have 1/2-inch wide-dynamic-range CCD (Charge Coupling Device) imager.

3.1.1.6. 40 Channel HD or SDI PC-Based Hardware RAID 5 Network Video Server w/4TB

3.1.1.7. Camera & Lens system must provide a minimum light level sensitivity such that can render a scene 75% of lit; with an average ambient light level of .1 lux; with an average

3.1.1.8. Cameras installed in exterior locations must have an Environmental Sealable

Housing; cameras must have the ability to switch from Day and Night mode automatically, with Infra-Red (/R) auto illuminators.

3.2. Digital Video Recorder (DVR) must provide the following minimum specifications:

3.2.1. DVR system must have the operational ability to transcode video to at least one of the following formats: mpeg2, mpeg4, H263, or H264. This operational ability shall be natively designed into the DVR system, and shall not require the use of additional software or equipment. Additionally, the contractor shall implement, install, and support an upgraded intercom system with ability to provide 2 way communication between CQ station and each of 20 dormitories, as well as provide public announcement capabilities to all speakers both internal and external to the building.

3.2.1.1. DVR must be installed within an operations room for easy access.

3.2.1.2. DVR system must have the ability to record at a minimum of 5 frames per second, with a resolution of 640x480 pixels.

3.2.1.3. DVR system must have a dual power supply, consisting of AC 110v electrical current, and be connected to an Emergency Battery UPS (Uninterrupted Power Supply).

3.2.1.4. DVR system must have high–density real time recording on all channels simultaneously, with the ability to record with applicable internal disk drive space. Internal

CD/DVD writer and front and back USB (Universal Serial bus) ports. Simultaneous

3.2.3 Equipment shall conform to the requirements of the FCC and EIA rules and regulations covering television equipment. All work in conjunction with this installation shall meet the provisions of the NFPA 70 National Electric Code (NEC) and any other applicable codes.

3.2.9. System Software must allow real-time monitoring, searchable data, and user configurable graphing of all logged parameters.

3.2.10. DVR System must track and log all events to include the event description, time, date, and who executed the command (user); accessible only by designated administrators.

3.3. The contractor shall connect all equipment to the monitors located at the CQ.

3.4. SECURITY CABINET shall be a cabinet with keyed lockable door. Cabinet shall be made from heavy-gauge steel with front rack rails, louvered sides, hinges and black baked enamel finish. Provide cooling fan mounted on louvered side with built in cord and plug.

3.6. Intercom system must provide the following minimum specifications:

3.6.1. System must be able to provide clear two way communication between the Charge of

Quarters (CQ) desk and each of the 20 dormitories.

3.6.2. The Entry Controller (EC) station at the front of each dormitory must be able to initiate communication back to the CQ desk.

3.6.3. Additional speakers will be installed further in the dormitory bay in each of the 20 dorms to broadcast any public announcements.

3.6.3.1. Intercom system will be able to broadcast in multiple modes. Two way communication between CQ and EC station, and public broadcast mode which will provide a one way announcement feature from CQ station to all speakers, interior and exterior.

3.6.3.2. Intercom system will be able to play a pre-recorded message that can be broadcast in

PA mode.

4. RECORD DRAWINGS:

4.1. The field record information shall be marked in a legible manner. The field information to be so marked shall include:

4.1.1. Significant deviations of any nature made during construction.

4.1.2. Location of electrical services, utilities, and appurtenances that are concealed in the building, referenced to accessible features of the building.

4.2. "Concealed" shall mean work covered by earth, floors, walls, slabs and inaccessible ceilings. Work covered by accessible ceilings shall not be considered concealed. Ceiling tiles are suspended in the hallways and offices.

4.3. The Contractor shall prepare three 3-ring binders containing printed material consisting of

Product data, Operating, and Maintenance Instructions. The binder shall have a typewritten label attached to the front cover with Project Name, Contractor's Name, Contractor's Address, and Contractor's Telephone Number. The binders shall be submitted to the Government

Representative prior to final acceptance of the project.

4.4. Upon completion of the work, the field information marked on prints shall be delivered by the Contractor to the Government Representative.

5. INSTALLATION:

5.1. UPS SYSTEM (UNINTERRUPTABLE POWER SUPPLY): An uninterruptible power supply shall be installed to provide backup power for a minimum period of 30 minutes under

100% load. The UPS shall be “on line” type with power conditioning in either normal or backup mode. UPS must be installed in bottom of security cabinet.

5.2. POWER/VIDEO CABLE: Video cable shall be installed with unshielded power cable.

Cable shall be UL listed or equivalent. Cable must meet industry standards.

5.2.1. All network cables, jacks, plugs, etc., must be clearly marked “CCTV” with machine generated adhesive labels.

5.2.2. Contractor shall be responsible for installing all power connections between a breaker panel in each location identified by the government and their installed equipment. All electrical connections must be performed by a state licensed electrician and subject to inspection by a base electrician, prior to being energized. All installed breakers and associated electrical connections must be labeled “CCTV”

5.2.3. Contractor shall provide and install all necessary communications jumpers required to upgrade the system.

5.2.4. Exterior camera units shall be mounted for 360 degree coverage and to protect camera from accidental blows and vandalism. Provide all required mounting hardware.

5.2.5. Speaker system shall be installed in each of the 20 dormitories, with additional speakers added toward the back of the dormitories near the day room, as well as speakers in the dining facility.

5.2.6. The Installation Design Plan must be submitted within 30 days following the award and approval of contract.

6. Cabling/Wiring:

6.1. CCTV raceway shall be installed per industry standards. All new cabling must be industry standard rated and concealed above a drop ceiling in existing cable trays or wire straps or installed in conduit unless otherwise specified or required by code. Any cable unable to be concealed above a drop ceiling shall be installed in Electrical Metallic Tubing

(EMT) conduit unless otherwise specified or required by code.

6.2. All required video/power cabling shall be installed from each camera back to security cabinet. Cable shall be continuous without splices. Install cable without sharp bends and terminated only with connectors or screw-type terminals.

6.3. All incoming cables and wires shall be clearly marked as to origin with labels.

6.4. Contractor shall install all wiring in accordance with Code, UL Listing, and manufacturer’s recommendations and instructions.

6.5. Contractor shall install all wiring to provide protection from elements for areas which may be exposed by uncovering work. Refinish surfaces to match adjacent finishes.

6.6. All new cabling must be compliant with a Plenum Environment for the heating, ventilation, air conditioning system (HVAC).

7. TESTS:

7.1. Contractor shall perform a Contractor Verification Test (CVT) immediately upon completion the project. Both the contractor and Government Representative must witness this test.

7.2. Contractor shall adjust, aim, change lenses and provide all other assistance required at final inspection to bring system satisfactorily on-line.

7.3. Contractor shall submit a written report to the Contracting Officer stating that the security camera system has been tested and is installed and operating properly.

8. WARRANTY:

8.1. All equipment shall have standard manufacturer’s warranty for parts and labor.

8.2. The Contractor shall warrant that all the equipment manufactured and services furnished by it and covered by this project are free from defects in material and workmanship under normal use and service and, without charge, equipment found to be so defective in material or workmanship shall be repaired or replaced, if written notice of failure is received by Contractor within one (1) year after date of installation, provided said equipment has been operated in accordance with Contractor’s instructions and provided such defects are not due to abuse, fire, decomposition by chemical, galvanic action or Acts of God.

8.3. Contractor shall provide warranty service during normal business hours Monday thru

Friday between 8:00 AM and 5:00 PM with 24 hour response time for nonemergency calls and 4 hour response for emergency calls after the Service Coordinator or the Central Monitoring

Station have received the call.

9. GOVERNMENT FURNISHED EQUIPMENT/SUPPORT (GFE):

9. The government shall provide power circuits in the communications room.

9.2. The government shall acquire any related permits that may be necessary for work performed.

9.3. The government shall arrange access for installation into all applicable rooms/offices, in conformance with the installation schedule.

9.4. The government shall provide storage space/staging area for materials and an operating space with telephone capability for the installation team.

10. SYSTEM MAINTENANCE DURING WARRANTY PERIOD:

10.1. Contractor shall provide a Technical Services Center Support (Help Desk) during office hours 8:00am to 4:00pm Monday through Friday excluding federal holidays.

10.2. Software Updates. Contractor shall provide software updates for the system software.

10.3. Replacement other than those items not critical to the system monitoring, must be shipped standard airfreight.

10.4. Maintenance shall be scheduled in advance with the base. It shall occur during normal business hours, Monday through Friday from 0730-1630. It shall be consistent with JBSA-

Lackland security instructions. Contractor personnel shall be granted reasonable access to all equipment during these hours and shall be accompanied by the owning using organization for the purpose of providing maintenance service.

11. TRAINING:

11.1. Operator Training. Contractor shall conduct onsite training after system is accepted by the government. The contractor shall provide all training, training material, and supplies for administration and management of the class. The base shall provide a suitable site for training.

Training shall include operation of the software, to include granting and revoking user access, generating, searching, and transferring logs and graphs, checking system status, real-time monitoring, required routine user maintenance, and other system administration duties.

11.2. The Contractor shall provide complete training services for all products and feature sets installed. Coordinate with the Government Representative to establish a training outline and schedule. Submit a comprehensive training curriculum to the Government Representative once all preliminary coordination is complete. Prior to acceptance, the Contractor will provide a minimum of 4 hours of VMS operator training, and 4 hours of VMS administrative training, on site on a completed and fully operational system, to the end user staff.

11.3. Operator training shall include, but not be limited to the following:

11.3.1. GUI operation, Manual and automatic camera call-up procedures, Video motion detection functionality, NVR recording set up / functionality

11.3.2. Administrative training shall include, but not be limited to the following: GUI operation and configuration variables, Manual and automatic camera call-up procedures (including macro sequence, assignment), Video motion detection set up, configuration variables and functionality, NVR recording set up, configuration variables and functionality, VSS playback functionality.

12. SPECIAL REQUIREMENTS:

12.1. Contractor shall conduct all work, including materials distribution in an orderly manner and shall notify Government Representative within two (2) workdays of mobilizing at the job site. Contractor shall confine and limit his personnel to only those areas required for work performance. All work shall be performed in a neat, orderly fashion, with extreme care exercised to avoid damage to all property in and around project areas. Any damage caused by the Contractor shall be replaced, repaired, or restored to the Government Representative’s satisfaction at no cost to the Government. Upon completion, all work and storage areas shall be cleaned of all evidence of Contractor's debris.

12.2. All wires that shall be exposed shall be routed through conduit. If cabling is run through the ceiling it must be Air Plenum rated. All new cabling must be compliant with a Plenum

Environment for the heating, ventilation, air conditioning system (HVAC).

12.3. At the conclusion of the project, project site should be professional looking and safe.

Requirements include plugging any holes, painting or refinishing any patches or repairs to walls, floors and ceilings, concealing all cabling, cleaning the work area and disposal of any packing materials.

13. SECURITY REQUIREMENTS:

13.1. The contractors shall comply at all times with base security requirements to include base pass requirements and personnel security clearance.

13.2. Ten duty days prior to arrival the contractor must mail or fax a visit authorization letter to the Government Representative listing the full name, driver’s license number and state of issue and date of birth of the individuals who shall be working on the base. Contractor shall be responsible for obtaining written permission/signature for each person’s name submitted for a background check to be completed.

13.3. Retrieving Identification Media. The contractor shall be responsible for retrieving all identification media including vehicle passes from employees who depart for any reason before the contract expires e.g. terminate for cause, retirement, etc.

13.4. Traffic Laws. Contractor and employees shall comply with base traffic regulations.

13.5. Weapons, Firearms, Ammunition. Contractor’s employees are prohibited from possessing weapons, firearms, or ammunition on themselves or any privately owned vehicle.

13.6. Physical Security. The contractor shall be responsible for safeguarding all government property, and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

14. SAFETY:

14.1. Safety. The contractor must have a safety and health plan for their employees. The contractor shall instruct each employee in the recognition and avoidance of unsafe conditions and regulations to his work environment to control or eliminate any hazards or other exposure to illness or injury.

14.2. Accident/Incident Reporting and Investigation. The contractor shall record and report to the Security Forces all available facts relating to each instance of accidental damage to government property or injury to either contractor or government personnel. The contractor shall secure the accident scene and wreckage until released by the accident investigative authority through Security Forces. If the Government elects to conduct an investigation of the incident the contractor shall cooperate fully and assist the government personnel until the investigation is completed.

14.3. Contractor to comply with OSHA/AFOSH/NEC/NFPA Regulations.

15. GENERAL INFORMATION. Camera, VMS, and intercom systems shall be installed as outlined below per manufactures specifications.

15.1. The cameras shall be low profile Indoor Internet Protocol (IP) cameras along designated

(attached plans) hallways and corridors. IP cameras shall be installed inside the stairwells of each floor and the single building elevator. Exterior sealed IP cameras shall be installed at the ground floor areas. Installation includes mounting, focusing, and ensuring video communication to each camera on the network.

15.2. All IP cameras shall have network cables provided by contractor in conduit linking the camera and end of line Power over Ethernet (POE) surge protection. The contractor shall install a server system, with temporary battery backup, in the ground floor communication room of building 5570 that shall record all cameras at designated frame rates, compression, and storage lengths of 10 fps, H.264, and 21 days respectively. No tape overs are allowed within the 21 day period. Cameras recording events shall be triggered upon door breaching during designated non-duty hours as well as motion at building owner’s specific cameras.

15.3. All communication rooms throughout the RH&T shall power and send the camera's video signal using POE switches with additional surge protection. Contractor shall provide POE

Switches.

15.4. The IP-video surveillance and CCTV system shall include a full-fledged VMS, combined with central management of end-user rights and video recording and distribution.

15.5. The IP-video surveillance and CCTV system and the VMS shall be of the design for organizations with limited active live monitoring and alerting operating in a single or at multiple locations, running a relatively small number of cameras in each.

15.6. The CQ area shall house one video workstation and two monitors for live and recorded playback views of all installed cameras. Contractor shall provide workstation, services, and monitors.

15.7. Contractor shall coordinate with Government Representative to ensure proper placement aiming and configuration of all cameras and network communication and power. This coordination shall take place prior to installation.

16. LABELING. The contractor shall provide printed labels on all head/end devices, termination devices, panels and enclosures. The contractor shall mark each with permanently attached markings, which shall not impair the equipment or present a hazard to maintenance personnel.

17. DOCUMENTATION. The contractor shall provide Government Representative (3) copies in binders and tab dividers copies of the product, installation and operations manual, including as built drawings showing location of each piece of equipment, wiring, etc. in binders with indexes upon completion of project.

18. FINAL ACCEPTANCE

18.1. At the completion of the installation, the system shall be subject to a final acceptance system performance test performed by the contractor and witnessed by Government

Representative. A Certificate of Systems Acceptance shall be issued to Government

Representative upon successful completion of the project.

18.2. Contractor shall provide product cut-sheets and manuals for every hardware and software product installed as part of this project. Contractor shall provide Government Representative a complete listing of all equipment and software installed as part of this project. This data shall be shown on a spreadsheet format, indicating, Manufacturer, Description, Model #, Serial # and all applicable revision or release information.

18.3. Contractor shall provide Government Representative with logical installation drawings indicating the physical installation of the system in both plan and rack elevation format.

Softcopy of the “as-built” installation drawings are to be in Visio, PDF and AutoCAD 2000 or later format.

19. QUALITY CONTROL. The contractor shall be responsible for quality control for all work accomplished during the performance of the task. The contractor shall test all devices to

Performance Work Statement Page 14 of 14 insure proper manufacture function prior to final acceptance. The contractor shall verify, or correct if necessary, the position and focus for each camera to meet customer requirements.

20. HOURS OF OPERATION. 0730 (7:30 AM) - 1630 (4:30PM), Monday thru Friday

(excluding weekends and federal holidays).
