STATEMENT OF WORK
FOR
PLC REPROGRAM FOR GENERATOR POWER PLAN BUILDING 336
GENERAL DESCRIPTION
The contractor shall provide a Work Plan and Perform as required by this Statement of Work to include: Provide equipment, investigations, replacement/provide control cable, input/output points for the Program Logic Control (PLC) to all devices including correct the software (Ladder diagram) to drive the Generators functional as the Statement of Work (SOW) requested below. The installation shall be accordance with the state, Federal codes and the industrial standards such as NEC, ANSI, NFPA, UFC 3-540-01…etc.
BACKGROUND
Lackland Air Base Training Annex Facility Building 336 has a system of generators with 4-each 750 KW 480/277 volt 3-phase 4 wire. The generators are responsible for supplying power in the event that commercial power is loss for critical (ITs) facilities in this compound. The main Switchyard is provided by the double end XFMRs. When normal sources utility power goes down, the generators start. When the normal power comes back (Hot) the controller (PLC) requests a manual reset to the normal operation “IN THE WINDOW SCREEN” at the Switchyard.
Whenever the generators are in use and commercial power is restored, the generators can be disengaged from the grid located on the screen in the switchyard. This can be completed by the following sequence: Activate the (INTINATE NORMA OPERATOR), (TRIP EMERGENCY BREAKER), (TRIP TIE BREAKER) and (CLOSE THE 52 BREAKERs). When complete the manual reset system the window will disappear on the screen.
Lackland Training Annex has (2) generators and logic adjustment is required in both the HMI and the PLC. This logic includes logical interlocks, Load Shedding conditions and control/indication on the different HMI screens.
SCOPE OF WORK
The scope of this project will revolve when the power lost at both utility main breaker#1 and breaker #2:
Currently, when the generators are in use and Commercial power is restored, HMI pop-ups require user input to confirm the following operations in sequence in order to restore “Normal Operation” of the system,
• Initiate Normal Operation
• Trip breaker Emergency
• Trip Tie breaker
• Close Utility Breaker #1
• Close Utility Breaker #2
This manual entry is to be replaced by Automatic control sequencing given that the Commercial power has been stable for at least 5 minutes.
NEW LOGIC CONTROL FOR THE GENERATORS PLAN
A. Only one side (Either side) of the utility down:
a). One side of power down:
• Main breaker of this source shall open and the tie breaker close.
• Generators still in standby mode (Not running) b). When the utility power restored:
• Tie breaker open
• Main breaker close
B. When both utilities power down:
a). Power down:
• Both utilities main breakers Trip (open)
• Tie breaker close
• Generator start 2:1, if the load is 70% or larger of generator rating
(around 525KW) the second generator shall be in run parallel, and one GEN drops out the bus after 10 Mins when the load lower than 60% of the generator rating (Around450KW).
• The Emergency breaker close.
b). Power restored both side:
• Trip (Open) breaker Emergency
• Trip (Open) Tie breaker
• Close Utility Main Breaker #1
• Close Utility Main Breaker #2
• Generators cooldown 10Min and shutdown
The current controls and monitoring system a total of 2 generators. All the conditions and monitoring that required the feedback of the generators and the “Load Shedding”, Now the generators need to be updated from a 4:2 ratio, to a 2:1 ratio.
