Statement of Need (SON) 03 April 2018

Incident Notification System for 67 CW Facilities

BACKGROUND:

The 67th Cyberspace Wing (67 CW) is pursuing the purchase and installation of a Public Address (PA) system to provide 67 CW and subordinate unit occupants immediate notification/guidance/direction during hostile and emergency type situations/events. Due to safety and security concerns during real world hostile and emergency events/situations, the 67 CW Commander is responsible to ensure personnel and resources are provided the highest level of protection, to include timely, accurate notifications. This system will be designed, engineered, and installed to provide the 67 CW Commander and subordinate group and squadron commanders that capability. We are requesting a PA system capable of notifying personnel in the immediate area and adjacent facilities either separately or jointly.

Regulatory support/guidance: UFC 4-010-01, Unified Facilities Criteria (UFC), Para. 2-3.6., B- 4.6., AFI 10-2501, Air Force Emergency Management Program Planning and Operations, Para.

9.2.4., 9.2.5.

1. OBJECTIVES/ GENERAL INFO:

1.1. The primary goal/objective of this project is to bring the 67 CW into compliance with above regulatory requirements and ensure the 67 CW/CC has a system capable of providing timely and accurate notifications to assigned personnel during real world hostile and emergency events/situations.

2. SCOPE:

2.2. The 67 CW expects to purchase and have the contractor engineer and install PA systems in five distinct areas in three separate facilities. The primary system, Bldg. 2167, 2nd Floor, will have full capability to annunciate simultaneously at the other four locations, as well as independently. The other systems will be linked to the primary system, however, will only be able to annunciate in the facility/location it is positioned.

3. TASKS:

3.1. PA systems are to be installed in five distinct areas in three separate facilities. The affected buildings are:

3.1.1. Bldg. 2167, two story Sensitive Compartmented Information Facility

(SCIF) - 2 systems, one on each floor (approx. 10,500 sq ft per floor)

3.1.2. Bldg. 2169, two story facility, first floor is a SCIF, second floor is an unclassified area- 2 systems, one on each floor (approx. 10,500 sq ft per floor)

3.1.3 Bldg. 2012, three story SCIF-1 system only on the first floor (approx.

10,000 sq ft)

3.2. Each system will require different announcement capability:

3.2.1 Bldg. 2167, second floor- Must have two announcement base stations with the capability to switch between one and the other. Base stations must be able to switch between annunciating solely on the second floor of Bldg. 2167 and annunciating to all other facilities. Approx. 6-8 ceiling mounted speakers throughout the facility.

3.2.2 Bldg. 2167, first floor/Bldg. 2169, first and second floor/Bldg. 2012, first floor- Each floor must have an announcement base station w/ approx. 6-8 ceiling mounted speakers throughout the facility. System must be capable of receiving announcements from the base stations located on the second floor of Bldg. 2167, and also be capable of annunciating solely in the specific facility/floor it resides.

3.3. All equipment/devices must be hardwired with RF shielded cables/wires. Wireless, Wi-

Fi, and/or Bluetooth enabled devices are NOT authorized for use in our facilities. Wires must be ran through existing communication line ports. All internal wiring will be concealed in the walls/ceilings or via cable concealers/trays. No drilling or addition of external access/exit points are authorized, with the exception of (and only if needed) to the second floor of Bldg. 2169. Exact rooms/locations for each facility are TBD.

3.4. Request base stations be wall mounted with a telephone type handset which must be picked up to become active and de-activated once the handset is returned to its base.

Volume control is also requested.

3.5. Request the base station located in Bldg. 2167, second floor, have a push button function transfer between annunciating solely on the second floor of Bldg. 2167 and to all the other facilities.

3.6. Base stations at the other facilities will only annunciate in the specific area/facility and will not have the capability to annunciate to all other facilities. Annunciations must be of very clear quality with zero static, feedback, and/or distortion throughout the entire square footage of all five floors identified on the facility drawings.

3.7. Approximately 6 - 8 speakers per floor.

3.7.1. *NOTE*-Per AFSPC/SSO speakers must be configured to prevent rewiring of speaker to serve as a microphone.

3.7.2. Request the speakers be flush/ceiling mounted:

interface type: Terminal - Inconspicuous Front Accessible Volume Control (One- Way Only).

3.8 Contractor must deliver PA system components capable of meeting the functionality requirements defined in the task section of this SON. In addition, the contractor shall be responsible for all programming/fine tuning of all new PA systems components required for each facility.

3.8.1. Contractor must ensure all components are of high quality and come with a minimum 1 year warranty

3.8.1.1 Components shall be maintainable by the user without voiding the warranty coverage. The warranty shall provide for restoration of the system and repair of the equipment in 48-clock hours after notification by the government representative.

3.8.1.2 The warranty shall begin at the time of final system acceptance by an authorized government representative.

3.8.2. Following install, contractor must provide a listing of all installed equipment to include all technical specifications and user/operator manuals for all equipment.

3.8.3. Contractor will provide connectivity of system between bldgs. 2167 and 2012 utilizing copper lines through existing conduit/pathways as determined by 502 CS (see para 4.1).

3.9. The contractor shall perform validation and verification testing of the installed Public Address Systems including components to ensure technical adequacy and accuracy of all work. The contractor shall participate with the government in testing the complete sound & control systems. When any system, subsystem, component or requirement test fails to meet the requirements of the test, government acceptance and payment will be withheld until such time as the cause of the failure is corrected to the government’s satisfaction.

After appropriate corrective action has been taken, all test including those previously completed related to the failed test and the corrective action shall be repeated and successfully completed prior to Government acceptance. The contractor shall furnish all test equipment and personnel to conduct testing.

4.0. GOVERNMENT-FURNISHED PROPERTY, MATERIAL, EQUIPMENT, or

INFORMATION:

4.1. The 502 CS has established/provided a pathway for copper connectivity between Bldg. 2167, 2nd Floor, and Bldg. 2012, utilizing the following Copper path:

Ca 17 Pr 1951 --> 2057 --> Ca 19 Pr. 144 --> Pr. 24 Ca 17 Pr 1952 --> 2057 --> Ca 19 Pr. 145 --> Pr. 25

5.0. SECURITY

5.1. Contractors will be required to be cleared via the 802 SFS Pass and Registration Office in order to be processed for and received a base pass.

5.2. No security clearance is required. Contractors will be under constant escort during interior and exterior install activities.

6.0. PLACE OF PERFORMANCE

6.1 Multiple facilities as denoted in the task section of this SON

6.2 Bldg. 2167, 1st and 2nd Floor - 467 Moore St, JBSA-Lackland, TX 78243

6.3 Bldg. 2169, 1st and 2nd Floor - 467 Moore St, JBSA-Lackland, TX 78243

6.4 Bldg. 2012, 1st Floor Only - 248 Kirknewton St, JBSA-Lackland, TX 78243

7.0. DELIVERY DATE/HOURS OF OPERATION

7.1. Contractor will have 45 days after receipt award to complete this project and be responsible for establishing a schedule to meet the project completion date.

7.2. Facilities will be occupied during performenace of this contract. The contractor shall provide installation service during normal duty hours, 0730-1630 hours, Monday through Friday; except for Federal Holidays.

7.3. Recognized US Federal Holidays are as follows: New Year’s Day, Martin Luther

King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving and Christmas. If the holiday falls on a Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday.
