RFP #FA3016-17-R-0115

1). Question: Referencing PWS Paragraph 1.1, What specific aircraft are the PFC CR-12s configured for?

Answer: Flight simulators are configured for the Beechcraft B-200 King Air Twin Turbo-prop

2). Question: Referencing PWS Paragraph 1.1, Do all of IAAFA’s CR-12s run on Windows or Linux?

Answer: IAAFA has transitioned to the GTX Digital Glass Cockpit simulator.

Several analog CR-12 simulators are being maintained for demonstration and practice purposes on a not-to-interfere basis with maintenance of the six

(6) digital GTX:

- The GTX uses the Linux operating system on the Visual PC to run X-Plane graphics. The Master PC uses Windows.

3). Question: Referencing PWS Paragraph 1.1, Are the simulators interactively linked with each other or to an outside network, or are they stand-alone?

Answer: The six GTX simulators are interactively linked to each other and to a Master instructor station all running X-Plane. The simulator lab is Standalone and does not connect to an outside network.

4). Question: Referencing PWS Paragraph 1.1, Is the use of Distributed Interactive Simulation (DIS), High Level Architecture (HLA), or any other distributed protocol involved?

Answer: GTX design does not use DIS or HLA.

5). Question: Referencing PWS Paragraph 1.2, How much advance notification will the contractor receive if the simulator requires reconfiguration due to the type of aircraft required or partner nation requirements?

Answer: GTX flight simulators are not reconfigured. The OEM (PFC, Inc.) provides original configuration management upon equipment delivery. Contractor provides Viper radio network configuration. OEM does not support VIPER radio.

6). Question: Referencing PWS Paragraph 1.4.7, Are pilot certifications necessary for system maintenance?

Answer: No pilot certifications required for system maintenance

7). Question: Referencing PWS Paragraph 1.1, Are there any other critical software components besides those listed in the RFP?

Answer: OEM supports all GTX software issues. The current Viper radio software installation is maintained by the contractor (not the OEM) and contractor has access to good tech support from Viper and from Battle Space Imaging (BSI, the company that originally installed Viper).

8). Question: Referencing PWS Paragraph 3.0 and Appendix C, Does IAAFA have a standing service agreement with Precision Flight Control to enable quick access to help, service, etc.?

Answer: IAAFA has 24/7 on call tech support from the OEM. There is no standing service agreement other than anannual one-week tech support visit.

9). Question: How many course iterations per year are anticipated? Past years?

Answer: Course iterations are not expected to change: In recent history, three-month courses have been taught three (3) times per year (Classes A, B, and C) with 3-4 week breaks between courses to regroup.

10). Question: Is there an incumbent for this effort? If so, What is the name of the company? What is the current contract value and contract number?

Answer: Yes, there is an incumbent for this effort. The incumbent is Datavise Information Technology services. The current contract number is #GS-35F-0566P with the delivery order number being #FA3047-

16-F-0014. The delivery order was awarded in the amount of $128,158.50

11). Question: What kind of workspace will the government provide to perform on this effort?

Answer: 32 X 38 foot simulator lab with adequate power and air conditioning for up to ten (10) simulators. Extensive tool kit to conduct maintenance. Desk, bench, and parts locker to conduct repairs.

12). Question: Does the government have any historical data that will help us determine the level of effort required?

Answer: No. RFP provides historical parts failures observed since 2011 on the analog CR-12 simulators. Although many parts are similar, GTX digital simulator are significantly different from the analog predecessor and will require the contractor to collect new data.

13). Question: Does the government have any historical data that indicates the level of usage of these simulators?

Answer: No. CR-12 analog simulators were used over five (5) years in excess of 3000 hours before routine failures began to be observed. Digital GTX simulators are expected to exhibit similar performance.

14). Question: The RFQ states that offers shall be submitted via FedBizOpps. There is no capability to submit a response via FBO. Should responses be emailed?

Answer:The verbiage in FAR 52.212-1 Instruction to Offerors – Commercial Items (Jan 2017) ADDENDUM has been updated to reflect that the proposal may be submitted via email.

15). Question: How will teaming partnerships be evaluated that meet or exceed the requirements of subcontracting?

Answer: Please refer to the 52.212-2 Addendum for a list of all evaluation factors.
