PERFORMANCE WORK STATEMENT

FOR

INTER-AMERICAN AIR FORCES ACADEMY

ADVANCED AVIATION TRAINING DEVICES

1. DESCRIPTION OF SERVICES / GENERAL INFORMATION. The Inter-American Air

Forces Academy (IAAFA) has been training pilots and aviation maintenance personnel from the

Latin American region since WWII. Today, IAAFA’s 318th Training Squadron conducts this training from a state-of-the-art hangar complex at the IATC Building 7538, IAAFA, 2431

Carswell Ave, JBSA Lackland, TX. Three, 3-month courses are taught throughout the year using a variety of Advanced Aviation Training Devices (AATD) resulting in students in session for 42 weeks per year.

1.1 ADVANCED AVIATION TRAINING DEVICES (AATD): IAAFA has transitioned to the

GTX Digital Glass Cockpit simulator. Several analog CR-12 simulators are being maintained for demonstration and practice purposes on a not-to-interfere basis with maintenance of the six (6) digital GTX. The GTX uses the Linux operating system on the Visual PC to run X-Plane graphics.

The Master PC uses Windows. The following AATD’s requiring maintenance and upkeep are currently in use. See Appendix E for detail:

1.1.1 Precision Flight Controls (PFC) CR-12 Flight Simulators, Five simulators and two (2)

Master Control Stations: The CR-12 replicates the instrumentation of a light, twin turboprop aircraft. The Master Control station consists of two master PCs, Intercommunications System (ICS), and monitors networked with the AATDs. Some

AATDs are made up of two Windows based Central Processing Units (CPUs) and some

AATDs are made up of one Windows based and one Linux based CPU, 5 standard sized personal computer monitors, Keyboard, Mouse, 2 headsets, C2 ProFlight flight control panels, PFC digital Avionics Stack, Cirrus rudder pedals, 3 simulated aircraft communication panels and twin engine throttle quadrants.

1.1.2 Precision Flight Controls (PFC) GT/GTX Flight Simulators, Six (6) simulators and one

(1) Master Control Station: The GT replicates the instrumentation of a light, twin turboprop aircraft with the Garmin G-1000 Glass Cockpit system. The Master Control station consists of one master PCs, Viper Radio networking, and a monitor. The AATDs are made up of one (1) Windows based Central Processing Units (CPUs) and one Linux based CPU, 5 standard sized personal computer monitors, Keyboard, Mouse, 2 headsets, C2 Pro Flight flight control panels, PFC digital Avionics Stack, Cirrus rudder pedals, two (2) simulated Garmin G-1000 interactive monitors, and a twin engine throttle quadrant. The GT simulators are mounted on industrial computer desks with office chairs while the GTX is mounted on a rolling aircraft base and a pilot’s seat.

1.2. DESCRIPTION OF SERVICES. The contractor shall provide total maintenance to the above AATD’s to include, but not limited to, all preventive maintenance, inspections, cleaning, servicing, lubrication, replacement of parts, troubleshooting, repair, bench check, reassembly, testing, calibration, and operational checks of corrected malfunctions to verify the proper serviceable condition of systems, subsystems, and components. The Contractor shall also maintain host computer systems, including hardware upgrades. Approved quality control, operation, maintenance, and inspection methods shall be employed. The following tasks are defined per functional area:

1.2.1 HARDWARE MAINTENANCE: During the scheduled or on-call service visits, the contractor shall accomplish hardware support of the training devices as follows. In addition, contractor is responsible for material and parts purchases to the limit specified in Appendix D.

1.2.1.1. The contractor shall accomplish all work according to specific procedures and criteria outlined in operator handbooks and maintenance manuals associated with the specific equipment.

The contractor shall establish and maintain maintenance documents for each AATD.

1.2.1.2. Maintenance documents for circuit cards, instruments, and line replaceable units (LRUs), are only required when removed for repair.

1.2.1.3. Contractor format for all maintenance documents for the AATDs, support equipment, and components removed for repair is acceptable.

1.2.1.4. Maintenance documents shall collectively provide a record of equipment maintenance, inspection, and calibration, as applicable.

1.2.1.5. The contractor shall establish a AATD Maintenance Log for maintaining a permanent history of significant maintenance actions on the training devices and components for the purpose of providing a life profile of the item (use the AF Form 95 Appendix A provided by Govt as a guide). As a minimum, this information should portray those conditions which could have a bearing on future maintenance of the equipment.

1.2.1.6. This maintenance and parts consumption data shall be maintained for the life of the contract and shall be accessible by the government for audit or review upon request from the

Contracting Officer Representative (COR). Data may be used for future contract re-competition.

1.2.1.7. Checkout and return AATD tools from the tool room IAW Tool Room Supervisor instructions. The Tool Room Supervisor instructions will be provided after award by the COR.

Maintain required tool inventory in good condition.

1.2.1.8. The contractor shall ensure the good working order of all Electronic Flight Books (EFBs) and accessories for all TOF instructors and students (currently 25 iPads).

1.2.2 SOFTWARE MAINTENANCE. During the scheduled or on-call service visits, the contractor shall accomplish software support of the training devices as follows:

1.2.2.1. Perform troubleshooting to correct system breaks or lock-ups caused by including and not limited to bad configuration settings or bad/missing files. Take necessary actions to correct problems of this nature. Any new replacements required as a result of troubleshooting shall be coordinated through Precision Flight Controls, Inc.

1.2.2.2. The contractor shall setup, initiate, update, change, or backup all Garmin GPS navigation station databases monthly. All new or changed data shall be saved on the applicable hard drive and backed-up on other media as required.

1.2.2.3. Maintain a Government software library in the Config Log and provide to POC monthly (TEMPLATE provided by Govt).

1.2.2.4. Provide timesheet to Primary COR on a bi-monthly basis or upon request. CORd

Designation Memorandum will be provided after award.

1.2.2.5. The contractor shall ensure the correct operating system is installed on each EFB IAW

USAF AMC/AETC EFB Program Guidance.

1.2.2.6. The contractor shall ensure all required applications are the correct version and are functional IAW USAF AMC/AETC EFB Program Guidance. The current required applications include but are not limited to AERO, and Good Reader.

1.2.2.7. The contractor shall be responsible for maintaining a access to GEOAxIS / NGA and update all EFBs’ Flight Information Publications (FLIP) each 28 day cycle, to include the current cycle and next cycle as soon as available.

1.3. SPECIAL REQUIREMENTS.

1.3.1 Compliance with Building 7538 Key Issuance requirements Appendix C. A WiFi capable, Microsoft Office Suite capable, contractor provided laptop or tablet is required for daily operations to include internet research and e-mail connectivity.

1.3.2 Contractor shall be on-site during annual 5-day PFC technician preventive maintenance and training visit. The contractor will be notified of the timeframe after award from the COR. During this visit contractor shall be prepared to review AATD failures with PFC technician and discuss preventative maintenance actions to mitigate them.

1.3.3 The contractor shall respond within 48 hours of notification of any AATD problems or questions.

1.4. GENERAL INFORMATION.

1.4.1. QUALITY ASSURANCE. The contractor shall implement and maintain a Quality

Control Plan (QCP) to ensure the contract services conform to the requirements of this PWS.

The QCP shall be submitted with the contractor’s proposal. The government will periodically evaluate the contractor’s performance by Primary and Alternate CORs to monitor performance and to ensure services are received.

1.4.2. GOVERNMENT REMEDIES. The contracting officer shall follow the requirements of

FAR 52.212-4, Contract Terms and Conditions for Commercial Items (Jan 2017), for contractor’s failure to correct nonconforming services.

1.4.3. HOURS OF OPERATION. Normal contractor hours of support shall be between 0630 and 1530 (CST) MON-FRI and after hours and holidays with prior coordination with primary/alternate COR.

1.4.4. HOLIDAYS OBSERVED.. The following federal holidays are observed:

Columbus Day – Oct 12 Veterans Day – Nov 11

Thanksgiving Day – Nov 26 Christmas Day – 25 Dec

New Year’s – Jan 1 Martin Luther King’s Birthday – Jan 18

George Washington’s Birthday – 15 Feb Memorial Day – May 30

1.4.5. PERIOD OF PERFORMANCE: This will be a one year contract (base) and four option years for a total of five years.

1.4.6. SECURITY REQUIREMENTS. AATD classification is FOUO. No contractor security clearance required. Contractor must have appropriate documentation to receive Contractor Base

Pass for duration of contract (driver’s license, proof of insurance, etc.).

1.4.7. SPECIAL QUALIFICATIONS. Contractor shall have an understanding of aircraft operations applicable to simulation, avionics and aircraft systems and operation. Contractor shall have an understanding of applicable technical standards for flight simulators and other training devices. Contractor shall have a minimum of five (5) years experience maintaining

Precision Flight Control (PFC) electronics, the X-Plane Flight Simulation Software, and the

Viper Communications Suite. Contractor shall have the ability to apply hardware/software diagnostic skills by systematically isolating and resolving computer-based simulator technical problems. Contractor shall understand the technical capabilities in all aspects of simulator systems to include visual systems, flight controls, and computer systems.

1.4.8. RECORDS MANAGEMENT. The Contractor shall manage all data created for

Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF records management procedures in Air Force

Instruction (AFI) 33 - 322, Records Management Program, paragraph 10, Air Force Manual

(AFMAN) 33-363, and the Air Force Records Disposition Schedule (AFRDS) located at:

1.4.9. AIR FORCE ANTITERRORISM (AT) PROGRAM

The AT program seeks to deter or limit the effects of terrorist acts against the AF by giving guidance on collecting and disseminating timely threat information, providing training to all AF members, developing comprehensive plans to deter and counter terrorist incidents, allocating funds and personnel and implementing AT measures. In accordance with AFI 10-245 paragraphs 2.18 and paragraph 2.25, DOD contractors and sub-contractor personnel shall be offered Level 1 - AT Awareness Training. AT Awareness Training may be accomplished by either a Level I - qualified instructor, or by completing the "Force Protection" computer based training (CBT) course on the Advanced Distributed Learning System (ADLS) https://golearn.csd.disa.mil/kc/login/login.asp or at https://jkodirect.jten.mil for individuals without access to NIPR, possessing a CAC card, nor enrolled in DEERS. Compliance with the training will be monitored by the contracting officers representative.

1.4.10. CONTRACT MANPOWER REPORTING APPLICATION (eCMRA)

SAF/AQ Policy Memo, Implementation of FY 11 NDAA Section 8108, Contractor Inventory, 13 Nov 12, requires contractors to report labor hours via the Contractor Manpower Reporting

Application (eCMRA) located at http://www.ecmra.mil.

1.4.11. WORKERS’ COMPENSATION AND EMPLOYER LIABILITY

The following information pertains to FAR 52.228-5 as included in this contract:

a. Workers’ compensation and employer’s liability. Contractors are required to comply with applicable Federal and State workers’ compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer’s liability section of the insurance policy, except when contract operations are so commingled with a contractor’s commercial operations that it would not be practical to require this coverage. Employer’s liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit workers’ compensation to be written by private carriers. (See 28.305(c) for treatment of contracts subject to the

Defense Base Act.)

b. General liability. Bodily injury liability insurance coverage shall be written on the comprehensive form of policy in the amount of at least $500,000 per occurrence.

Property damage liability insurance shall be required only in special circumstances as determined by the agency.

c. Automobile liability insurance shall be written on the comprehensive form of policy.

The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract.

Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and

$20,000 per occurrence for property damage. The amount of liability coverage on other policies shall be commensurate with any legal requirements of the locality and sufficient to meet normal and customary claims.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. A fully equipped 318

WiFi Internet access is provided for contractor access for use with a contractor provided laptop specified Para 1.3.

1. Pursuant to the completion of Fire Extinguisher Training and Building 7538 Security

Procedures Familiarization, the contractor will be issued a building key to be used in the performance of the contract and will comply with the following conditions while in possession of the building key:

a. Return the key immediately upon expiration of the contract or termination from employment.

b. Do not make any copies of said key.

c. Attempt to perform maintenance during working hours whenever possible and schedule after-hours work only when essential to complete tasks.

d. Coordinate all after-hour work with the designated contract COR.

e. Do not escort any individuals into the building without the expressed permission of the

318 TRS/TOF Flight Commander or Simulator Maintenance Contract COR.

f. Secure the building in accordance with established procedures before exiting during non-working hours.

APPENDIX C

CONTRACTOR PROVIDED MATERIAL AND PARTS

1. Contractor shall purchase AATD material/parts that is not to exceed $9,000 annually. The following parts have been noted to fail on a frequent basis and purchases of these parts or others not listed may be required to keep AATDs fully operational.
