QUESTIONS
B2007 Room 119C HVAC
1. UFC 3-410-01 was recently changed (Change 3) in January of 2017 to restrict to use of Variable Refrigerant Flow (VRF) Systems. Will VRF systems be allowed to be utilized on this Project?
GOV’T RESPONSE: No.
2. Does the Government have existing air flow readings or an audit of the air devices within Room 119C that will be available to assist in bidding?
GOV’T RESPONSE: No.
3. Is Room 119C typically fully occupied or are the workstations partially occupied at any given time?
GOV’T RESPONSE: Typical occupancy is 85% depending on tempo, meetings etc. M-F 0630 – 1900 hrs.
4. Building 2007 contained signs describing the facility as a SCIF. The SOW does not contain any statements that require compliance with SCIF type construction methods. Will SCIF requirements be enforced? If so what is the Government’s defined perimeter of the SCIF area(s)?
GOV’T RESPONSE: Division 01, General Requirements and will be amended to indicate that the area is not only a SCIF, but what will be expected of the
Contractor. Because the Contractor is not required to build a SCIF, rather modify an existing SCIF, the current requirements of Division 01 language on restoring finishes to match existing in fit, finish and function is clear enough for adequate proposal. Signage observed was correct. The entire building is a SCIF.
5. If the facility is a SCIF, will metallic penetrations of the SCIF perimeter require
TEMPEST countermeasures comparable to what is typically required in Chapter
3.6 of the ICD/ICS 705?
GOV’T RESPONSE: Refer to amended Specifications. The Chapter 3.6 reference above is unknown. The: IC Tech Spec‐for ICD/ICS 705 VERSION 1.3 published September 10, 2015. Man-bars/grills will be required for any opening larger than 96 Square inches. As mentioned during the Contractor’s Walk through, there should be no sound issues if the return duct can be installed adjacent to the exterior doors.
6. If TEMPEST countermeasures are required, where in the building is the nearest grounding bar which may be used for this Project?
GOV’T RESPONSE: N/A
7. What penetration and/or sealant requirements will need to be met for any penetrations related to passing through adjacent spaces horizontally and/or vertically through the building?
GOV’T RESPONSE: Refer to Contract Specifications as amended. Man-Bars, Flashing, and Fire Caulk are typical penetration sealing methods for small penetrations, cracks and gaps.
8. Will the Government be providing equipment heat gain or an inventory of the heat generating equipment within the room prior to bid?
GOV’T RESPONSE: The Contractor was given ample time to identify and ask to have identified any equipment within the project site during the Contractor’s walk through. CE did promise the details of the inner cubical electronics. They are:
each cubicle has two 1200W CPU’s, two 1125W CPU's, and one 5000W UPS, with 4 24W monitors.
9. If the air distribution serving the room is decoupled from the existing air handling unit serving the space, will the Contractor be responsible for rebalancing the remainder of the area served by affected air handling unit? If so, how much of the building is served by the air handling unit?
GOV’T RESPONSE: Yes. The small adjacent room and the remainder of the same side of that hallway are served by one supply and one return.
10. Will the existing furniture remain in the space during construction?
GOV’T RESPONSE: Yes but all electronics and personal effects will be fully removed. It is incumbent upon the Contractor to drape and tape all remaining
Modular Systems Furniture. Refer to amended Specifications.
11. Will the Contractor be required to install a new panel to serve the new HVAC equipment or may the equipment be circuited to the nearest available panel serving the office space?
GOV’T RESPONSE: The Contractor will develop their solution as per the specified Design Analysis. For Bidding Purposes, plan on a new panel being required.
12. Does the Government have any available structural drawings to aid in determining the capacity of the concrete 2nd floor structure above which may potentially support the weight/installation of a new fan coil(s)?
GOV’T RESPONSE: No. No as built data is available.
13. Our preliminary HVAC loads indicate approximately 7 tons are required necessitating a nominal 7.5 ton unit be used. A nominal 7.5 ton unit will not fit above the ceiling. Will the Government permit the lowering of the ceiling or provide floor space to accommodate the installation of a new fan coil unit?
GOV’T RESPONSE: Perhaps lowing the suspended ceiling to a minimum height of 9’ FFF is possible. There will be no floor space made available.
14. If the ceiling is required to be lowered, will flexible fire sprinkler piping be allowed?
GOV’T RESPONSE: No. UFC 3-600-01, 8 August 2016
Change 1, 28 November 2016cited within the Specifications specifically forbids the use of flexible Fire suppression piping throughout DoD installations.
15. Will the Government provide suspended ceiling requirements related to ceiling demolition/replacement to accommodate demolition and new HVAC system installation?
GOV’T RESPONSE: Refer to Amended Specifications.
16. Given the congestion in the ceiling plenum can flex duct be used for all new ductwork or is there a maximum length requirement?
GOV’T RESPONSE: No. Flexible duct is not allowed over 5’ unless for specific case by case basis when additional attenuation is needed, and even then, it is
NEVER allowed to exceed 6’ on any DoD projects. Refer to Amended
Specifications.
17. If Room 119C HVAC is isolated from the rest of the building as required in
Section 01 11 00 Paragraph 1.2.1, we presume outside air ventilation will be required to serve the space. Will the Government allow the installation of an outside intake louver through the southwest exterior wall (front of the building)?
GOV’T RESPONSE: Yes but accessing outside air present within the mechanical room may be more suitable. Refer to Amended Specifications for clarification.
18. Section 01 11 00 Paragraph 1.2.1 of the RFP requires design consideration of
“humidity issues”. Can the Government describe what the issues are? Will direct humidity control be required?
GOV’T RESPONSE: The current system’s ability to maintain design standards is non-existent. The Contractor is required to design accordingly. Note: during the
Contractor’s walk through, it was noticed by the Government that no Contractor employed a thermometer or psychrometer (sling or otherwise). Please refer to
Amended Specifications for current Design Conditions.
19. Will the Government allow the split system condenser to be placed directly outside Room 119C in the greenspace between the building and parking lot (front of building)?
GOV’T RESPONSE: Yes, in fact there was a specific spot pointed out during the
Contractor’s Walk through.
20. Are the existing VAV’s within Room 119C tied into the HVAC BAS?
GOV’T RESPONSE: Yes. Each facility is stand-alone, so the EMCS is NOT tied to the installation wide EMCS.
21. Room 119C was observed to be currently served by multiple air terminals which also appeared to be serving adjacent spaces. The controls linked to the air terminals will need to be relocated into the adjacent spaces along with updating the front-end graphics. Does the Government know if ductwork routed from the air terminals into other spaces is still active?
GOV’T RESPONSE: As pointed out during the Contractor’s Walk-Through, as far as the Government is aware yes, all existing ductwork is active and it should be assumed so by the Contractor.
22. We understand that Lackland base wide EMCS is Tridium-based. Is the
Contractor responsible to perform the integration programming to the base wide
EMCS or will the base personnel provide the integration programming on behalf of the contractor?
GOV’T RESPONSE: No. Each facility is stand-alone, so the EMCS is NOT tied to the installation wide EMCS.
23. It appeared at the site walk that control thermostats were located in Room 119C and the associated ductwork continued through into adjacent spaces. Will the
Contractor be responsible for moving the existing VAV box controls from Room
119C to the adjacent spaces for temperature control? If so, will we have access to these spaces during construction to relocate these controls?
GOV’T RESPONSE: Yes, and yes, any access to adjacent spaces required will be worked out and scheduled with the winning Contractor.
24. Section 01 11 00 Paragraph 1.3 states that the building will be occupied during performance of this contract. Section 01 14 00 Paragraph 1.3.3 states that work outside regular hours must be requested 14 calendar days in advance. Please confirm that all work can be performed during normal business hours.
GOV’T RESPONSE: The assumption is that all work can be performed during normal duty hours. However, by the very nature of the DoD’s mission, there are times when outside regular ours work may be more advantageous to the
Contractor and the Gov’t. thus the language used.
25. Section F “Deliveries or Performance” indicates that CLIN 0001 “Design
Drawings” must be delivered in 90 days. Section 01 33 16 indicates that the contractor is required to submit 4 design packages: 35%, 65%, 100%, and
Released for Construction. Section 01 33 16 paragraph 3.7.1 indicates that the
Government requires 14 calendar days after receipt of submissions to review and comment. Section 01 33 16 paragraph 3.7.2 requires an Interim Review
Conference for each design submittal to take place the week after receipt of comments. In order to accommodate the Government review times, Interim
Review Conferences, and provide adequate time for design we request that 1 of the 4 design packages be eliminated which would leave 30 days per package for design, 14-day government review, 7-day response and Review Conference.
Based on this will the Government eliminate the 65% Design Package?
GOV’T RESPONSE: No. The Government builds interim design review conferences into each phase to allow for this option if it believes a Contractor and/or the DOR is confused or needing further direction. This project is simple and small, thus the Government does not anticipate the need for conferences at the
35% and 95% design efforts as long as a carefully executed 65% design effort is presented.
26. Section 01 35 29 Paragraph 1.4.1.1 states that the Site Safety & Health Officer can also serve as the QC Manager. Section 01 45 00.00 10 Paragraph 3.4.2 states that the QC Manager can be the superintendent. Is it acceptable to have a single person serve as the onsite QCM/SSHO/Super based on the small size of this project both in cost and area where work will take place?
GOV’T RESPONSE: No. Refer to Amended specifications. The SSHO may not have any other duties. The Super and QCM may be combined, but any contractor is cautioned, that the Super bears a great responsibility and is reminded that the
Government does not conduct QC for the Contractor.
27. Will toilet facilities within the building be permitted by use by the contractor? It would not be feasible with the escort requirements for this project to be required to utilize portable toilets located outside of the facility.
GOV’T RESPONSE: Yes. However, the contractor shall be required to maintain housekeeping/protection of the Government’s carpet etc. from dust/debris from being tracked. This is an HQ facility, and thus cleanliness is extremely important.
QUESTIONS & ANSWERS

Question 1: What type of light fixtures are installed and what is the wattage?
Government Response: Standard 32w T8 Troffer lights.
Question 2: Please provide model and quantity of computers in the area as well as the model and quantity of UPS's?
Government Response: Each cubicle has two 1200W CPU’s, two 1125W CPU's, and one
5000W UPS, with 4 24W monitors.
Question 3: If a split system is utilized, is there a preferred location for the outdoor condenser?
Government Response: Outside of the exterior double doors that the contractors exited to access the Mechanical Room.
Question 4: Is there an area which the condenser cannot be placed?
Government Response: There are numerous areas where the condenser cannot be placed; the roof is but one example.
Question 5: Can the existing ductwork above the space be modified and utilized?
Government Response: It is incumbent upon the winning Contractor to develop a Design
Analysis. If the existing ductwork fits within the approved design and can be reused, then yes.
However, it would not be allowed to remain attached to the existing tunks.
Question 6: How far is the nearest electrical room?
Government Response: Yes, the Government is physically capable thereof, however, all contractors were given ample opportunity to physically view, touch and measure the existing curtains at the Contractor’s Walk Through where the type of fabric, and specifications were questioned and given in detail to all contractors present. The Contractor of Award will be given the color and graphic. Refer Paragraph 1.3.4 II, B for available clarification.
Question 7: Does the electrical room have known spare capacity for new electrical circuits?
Government Response: This is unknown, but it is believed ample power exists. The Contractor was given ample opportunity to walk the site and must bid according to their individual business acumen.
Question 8: How far is the nearest plumbing drain for condensate disposal?

Government Response: It is believed the mechanical room that was opened, is the closest source of condensate disposal.
Question 9: How far is the nearest electrical room?
Government Response: Refer to RFP-SOW (Revised) Paragraph 1.3.4.
Question 10: Does the building currently have an HVAC shutdown button and will any new equipment have to be tied into this?
Government Response: The facility does have numerous ATFP HVAC shut downs. As in the cited regulatory references, The Government is expecting to see one on this system.
Question 11: Please provide as-built drawings for architectural, mechanical and electrical systems.
Government Response: Section 01 30 00 Administrative Requirements, Part 1, Sub Section 1.8:
As built drawings shall NOT be provided until after award, and then, only IF they are available in declassified format.
