SUMMARY OF WORK

PART 1 GENERAL

1.1 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for Contractor Quality Control approval and for informational/record use only as part of the project file. Submittals with an "S" are for inclusion in the Sustainability

Notebook, in conformance with Section 01 33 29 SUSTAINABILITY REPORTING.

Submit the following in accordance with Section 01 33 00 SUBMITTAL

1.2 WORK COVERED BY CONTRACT DOCUMENTS

1.2.1 Project Description

The work includes all labor, materials, supplies, tools, equipment, supervision and all other items needed and necessary for the design and for the renovation of the existing HVAC and related systems to correct temperature, air flow, and humidity issues to support the mission. The design considerations are the isolation of the room from the rest of the existing system and then installation of a split system dedicated to that room and maintain visibility with the facility Energy Management and

Control System (EMCS).

1.2.2 Location

The work is located at building 2007, room 119C and others as incidental to the work, at Kelly Annex, (Joint Base San Antonio, Lackland)

JBSA-LAK-KELL. This entire facility, Room 119C and the work location is a

Secret Compartmented Information Facility (SCIF). As such, All work shall be coordinated with the 502 CONS Contracting Officer/ Administrator and the

502 CES Project Manager. and conducted to meet the SCIF requirements of IC

Tech Spec. f or ICD/ICS 705 VERSION 1.3 published September 10, 2015.

1.3 OCCUPANCY OF PREMISES

Building(s) will be occupied during performance of work under this

Contract. The Contractor shall coordinate specifically with the CES PM for site specific coordination requirements and may involve coordination with other agencies, or offices, such as the Defense Health Agency or Security

Police.

It is the Contractor's responsibility to take measures that are necessary to assure the protection of occupant's assets (personal employee items will be removed prior to the Construction Notice To Proceed), furnishings, KELL170104

SECTION 01 11 00 Page 2 equipment, etc., and to perform the work so as to cause minimal disruption of ongoing activities in occupied areas. Coordination must be accomplished a minimum of ten (10) calendar days in advance of anticipated on-site start date

Before work is started, submit a sequence of procedures to include means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.

1.4 EXISTING WORK

In addition to clauses of the contract:

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain. The existing ceiling grid is reasonably new. The intent is to remove, preserve, and reinstall those areas necessary. This may include the entire grid and all ceiling tiles. Lighting, audio visual devices, fire alarm and mass notification components and appearances may be preserved, protected and suspended in the open ceiling for reinstallation as necessary.

b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as submitted and approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started. Contractor shall be responsible for the appropriate sizing and placement of duct work such that it shall meet, as a minimum, the specified airflow requirements as required by the most recent Manufacturer's documentation, UFC, ASHRAE, SMACNA and ACCA, whichever is more stringent. All power and control wiring shall be run neatly, at right angles and properly affixed in such a manner as to allow for easy servicing of the units. All HVAC piping shall be insulated with 1.5" all-weather jacketed cellular fiberglass insulation. All seams shall be completely coated with exterior grade mastic and all turns shall be mitered. All ductwork shall be hung, insulated with appropriate FSK blanket and sealed securely using Underwriter's Laboratory (UL), SMACNA and ASHRAE approved materials and methods only. No interior duct insulation is allowed.

It is incumbent upon the DOR to propose the specifications necessary to meet the regulatory and Code requirements. The Contractor shall be responsible to observe all Codes and laws as required by the Texas

Department of Licensing and Regulation (TDLR), Texas Commission on

Environmental Quality (TCEQ), UFC, NFPA, IMC, IPC, ASHRAE, UFGS and the

Authority Having Jurisdiction (AHJ). The Authority Having Jurisdiction is the Base Civil Engineer (BCE) and his appointed representatives.

The Noise Criterion (NC) for the project area within the building is

35db. All new VAV and air side units shall be attenuated such that all new and interdicted ductwork and the balanced air flow shall meet the

NC.

c. Existing HVAC and related systems to remain and affected by this project shall be capped, sealed, or otherwise repaired to maintain operation of the system in the pre-work condition.

1.5 LOCATION OF UNDERGROUND UTILITIES

If outside utility work is needed, obtain digging permits prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities. Obtain an approved Base Civil Engineer

(BCE) Work Clearance Request, AF Form 103 in accordance with section

01 14 00 WORK RESTRICTIONS, prior to the start of excavation, digging work, or work that disrupts aircraft or vehicular traffic flow, base utility services, fire and intrusion alarm system, or routine activities of the

Activity. Verify existing utility locations indicated on contract drawings, within area of work.

If needed, identify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with Ground

Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.

1.5.1 Notification Prior to Excavation

Notify the Contracting Officer at least 15 days prior to starting excavation work.

1.6 SALVAGE MATERIAL AND EQUIPMENT

Provide a salvage plan (if required from designer of record (DOR) or contracting official), listing material and equipment to be salvaged, and their storage location. Maintain property control records for material or equipment designated as salvage. Use a system of property control that is approved by the Contracting Officer. Store and protect salvaged materials and equipment until disposition by the Contracting Officer.

Items designated by the DOR or Contracting Officer, or as required by UFC or other requirement identified during design, to be salvaged remain the property of the Government. Segregate, itemize, deliver and off-load the salvaged property at the Government designated storage area located within 5 miles of the construction site.

1.2 SPECIAL SCHEDULING REQUIREMENTS

a. All mission critical areas will remain in operation during the entire construction period. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.

b. Permission to interrupt any Activity roads, railroads, and/or utility service must be requested in writing a minimum of 30 calendar days prior to the desired date of interruption.

1.3 CONTRACTOR ACCESS AND USE OF PREMISES

1.3.1 Activity Regulations

Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and cleared for such entry. Mark all Contractor equipment for identification

1.3.1.1 Subcontractors and Personnel Contacts

Provide a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency, As changes occur and additional information becomes available, correct and change the information contained in previous lists.

1.3.1.2 Installation Access

Non DOD persons (Contractors, vendors, etc.) requiring entry to Joint Base

San Antonio (JBSA) must be sponsored by an authorized DBIDS registered DOD

ID card holder.

Contractors shall notify the Contracting officer NLT 10 days prior to the

SECTION 01 14 00 Page 2 requested entry date. Contractor and vendor companies requiring access to

JBSA, shall provide the credential information for their employees to the

CO NLT 10 days prior to the requested entry date in order to process the access to JBSA

All construction contractor employees must have:

a. One form of picture identification

b. Provide personal (full name, date of birth, home address, and driver license number) and vehicle information.

c. A memo from the construction company on company letterhead stating the reason for entry, contract number, project start and end date, and the location at JBSA-Fort Sam Houston and Camp Bullis where the jobsite is located.

1.3.1.3 Project Site Access

For the duration of this Contract, access to the project site will be delayed between 15 minutes to 30 minutes or more due to increased security precautions. Any violation of security will be cause for immediate removal from the restricted secure area.

Non DOD persons (Contractors, vendors, etc.) requiring entry to the project site must be sponsored by an authorized owning Activity DoD ID card holder and submit visit authorization letter requests to Activity security manager no later than 10 days prior to requested entry date, coordinate with CES

Project Manager for precise instructions.

The following are the minimum requirements for contractor employees entering the project site:

a. One form of picture ID.

b. A memo from the construction company on their letterhead stating the reason for entry, contract number.

c. All delivery trucks must have a bill of lading and delivery truck drivers must have a picture ID.

d. All Contractor employees entering the project site must be US citizens.

e. No cell phones, or other electromagnetic emitting devices allowed

f. No cameras allowed.1.3.1.4 Escorts

Escorts are required and shall be provided by the customer during each construction day. After award, the Contractor shall be required to be escorted at all times within the restricted area. To reduce mission interruptions the Contractor shall make sure all personnel are on time for all site visits and acquire all necessary information such that minimal site visits are needed.

a. After award, the contractor shall provide an entry access list for each phase, such as design and then construction. Requested changes to this list must be made 48 hours in advance.

b. Changes in work schedules must be coordinated a minimum of 10 days in advance.

1.3.1.5 No Smoking Policy

Smoking is prohibited within and outside of all buildings on installation, SECTION 01 14 00 Page 3

except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.

1.3.2 Emergency Response Requirement

Contractors reporting an emergency should provide the 9-1-1 dispatcher with the following information:

a. Building number, address or general location

b. Name

c. Phone number

d. Emergency information (cause of fire, explosion, natural gas leak, injuries, etc.)

e. Please, do not hang up the phone until directed by the 9-1-1 dispatcher.

IMPORTANT: If calling 9-1-1 from a mobile phone on any JBSA location you will be directed to the local 9-1-1 dispatcher. Advise the local dispatcher of your location (JBSA-Fort Sam Houston, JBSA-Lackland or JBSA-Randolph).

Immediately the local dispatcher will transfer the 9-1-1 phone call to a

JBSA emergency dispatcher.

1.3.3 Work Outside Regular Hours

Work outside regular working hours requires Contracting Officer approval.

Make application 14 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the

Contracting Officer may approve work outside regular hours.

1.3.4 Permits and Requests

All permit requests must include at minimum the following:

a. Site Map (8" x 11" or 8" x 14") 5 complete copies

b. 100% Construction Drawings 5 complete copies

c. Project Name and Number

d. Contractor & Subcontractor Name

e. Brief Description of Work - Identify all buildings and/or facilities possibly affected.

f. Desired Date for Work to Begin

g. Estimated Duration of Work

h. 14 Day Advance Notice minimum, unless otherwise noted.

1.3.4.1 Digging Permits / Utility Locate

a. Digging permits must be obtained prior to prior to any digging, drilling or any excavation work.

b. Digging permit /utility locates are available by submitting the completed US Air Force Form 103 located in Appendix A to the 502 CES

Construction Manager.

c. Contractor to allow (14) calendar days for Government review of digging permit requests. A digging permit for a specified area of excavation expires 30 days after the issue date; the Contractor must re-apply for a new permit to perform excavation in the area if the excavation was not started within the 30-day period.

d. Permits will identify all underground utilities within 5 feet of the designated area. Contractor shall be responsible for all repairs, costs, and damages due to excavating without permit or damaging an identified utility.

1.3.4.2 Utility Outage Permit

a. Contractor shall complete and submit a written request 14 days in advance of the requested utility outage to CES Utility Manager through the 502 CES Construction Manager. The request shall include the utility service to be affected, proposed date, proposed time, and outage duration. Form 103 included in Appendix A can also be used for the request.

b. Contractor shall be responsible to coordinate with CPS Energy about any energy or gas outage request. This coordination is separate than the government coordination.

c. Provide CES Construction Manager a copy of the written Utility Outage request.

d. After submitting the request to the government, the Contractor must receive approval from the government prior to schedule a utility outage.

1.3.4.3 Hot Work Permits

Under no circumstances shall hot work operations start without a hot work permit.

All welding and cutting operations shall be performed in accordance with

National Fire Protection Association NFPA Standard 5lB Fire Prevention during Welding, Cutting, and Other Hot Work. Contact the site specific JBSA fire department to request an AF Form 592 USAF Welding, Cutting and Brazing

Permit. Ensure a copy of the AF Form 592 is located on site. Phone numbers are:

Permits expire in 30 days. If work will extend beyond 30 day period the contractor shall contact JBSA Fire and Emergency Services to re-issue a new permit.

1.3.4.4 Road Closure Approval Requests - if required

a. Road closings will not be permitted without approval. To get approval for a proposed road closure Contractor must submit a traffic control plan to the 502 CES Project Manager prior to anticipated need for closure

b. The Contractor traffic control plan will include each section of road that will be worked on or impacted as a result of this contract. The traffic control plan shall be in accordance with "Traffic Controls for

Street and Highway Construction and Maintenance Operations" of the latest edition of the "Texas Manual on Uniform Traffic Control Devices."

c. Contractor will provide traffic control signs and barricades for all street widening and extensions. At least one lane of traffic must be maintained at all times.

1.2 VIEW LOCATION MAP

Submit, prior to or with the first digital photograph submittals, a sketch or drawing indicating the required photographic locations. Update as required if the locations are moved.

1.3 PROGRESS AND COMPLETION PICTURES

Photographically document site conditions prior to start, during construction, and at completion of construction. Digital photographs, .jpeg, shall be provided to the Contracting Officer for unrestricted use by the

Government. The contract shall coordinate with the facility manager for pictures to be taken and shall submit as required.

1.4 MINIMUM INSURANCE REQUIREMENTS

Procure and maintain during the entire period of performance under this contract the following minimum insurance coverage:

Comprehensive general liability: $500,000 per occurrence

b. Automobile liability: $200,000 per person, $500,000 per occurrence for bodily injury, $20,000 per occurrence for property damage

c. Workmen's compensation as required by Federal and State workers' compensation and occupational disease laws.

d. Employer's liability coverage of $100,000, except in States where workers compensation may not be written by private carriers,

e. Others as required by Texas law.

1.5 CONTRACTOR SPECIAL REQUIREMENTS

Accomplish all contract requirements of Section assigned to the directly with a first tier subcontractor.

1.5.1 Asbestos Containing Material

All contract requirements of Section 02 82 16.00 20, "Engineering Control of Asbestos Containing Materials" assigned to the Private Qualified Person

(PQP) shall be accomplished directly by a first tier subcontractor.

1.5.2 Space Temperature Control, HVAC TAB, and Apparatus Inspection

All contract requirements of Section 23 05 93 TESTING, ADJUSTING AND

BALANCING FOR HVAC shall be accomplished directly by a first tier subcontractor, including the Commissioning Agent. No work required by

Section 23 05 93 shall be accomplished by a second tier subcontractor.

1.6 SUPERVISION

1.6.1 Minimum Communication Requirements

Have at least one qualified supervisor capable of reading, writing, and conversing fluently in the English language on the job site during working hours. In addition, if a Quality Control (QC) representative is required on the contract, then that individual shall also have fluent English communication skills.

The Project Manager in this context shall mean the individual with the responsibility for the overall management of the project and the Project

Superintendent shall mean the individual with the responsibility for quality and production. Both the Project Manager and Project Superintendent are subject to removal by the Contracting Officer for non-compliance with requirements specified in the contract and for failure to manage the project to insure timely completion.

Approval of Project Manager and on-site Project Superintendent is required prior to start of construction. Provide resumes for the proposed Project

Manager and on-site Project Superintendent describing their experience with references and qualifications to the Contracting Officer for approval.

1.7 PRECONSTRUCTION CONFERENCE

After award of the contract but prior to commencement of any work at the site, meet with the Contracting Officer to discuss and develop a mutual understanding relative to the administration of the value engineering and safety program, preparation of the schedule of prices or earned value report, shop drawings, and other submittals, scheduling programming, prosecution of the work, and clear expectations of the "Interim DD Form

1354" Submittal. Major subcontractors who will engage in the work shall also attend.

1.8 AVAILABILITY OF CADD DRAWING FILES

After award and upon request, the electronic "Computer-Aided Drafting and

Design (CADD)" drawing files will only be made available to the Contractor for use in preparation of construction data related to the referenced contract subject to the following terms and conditions.

Data contained on these electronic files shall not be used for any purpose other than as a convenience in the preparation of construction data for the referenced project. Any other use or reuse shall be at the sole risk of the

Contractor and without liability or legal exposure to the Government. The

Contractor shall make no claim and waives to the fullest extent permitted by law, any claim or cause of action of any nature against the Government, its agents or sub consultants that may arise out of or in connection with the use of these electronic files. The Contractor shall, to the fullest extent permitted by law, indemnify and hold the Government harmless against all damages, liabilities or costs, including reasonable attorney's fees and defense costs, arising out of or resulting from the use of these electronic files.

These electronic CADD drawing files are not construction documents.

Differences may exist between the CADD files and the corresponding construction documents. The Government makes no representation regarding the accuracy or completeness of the electronic CADD files, nor does it make representation to the compatibility of these files with the Contractors hardware or software. In the event that a conflict arises between the signed and sealed construction documents prepared by the Government and the furnished CADD files, the signed and sealed construction documents shall govern. The Contractor is responsible for determining if any conflict exists. Use of these CADD files does not relieve the Contractor of duty to fully comply with the contract documents, including and without limitation, the need to check, confirm and coordinate the work of all contractors for the project.

If the Contractor uses, duplicates and/or modifies these electronic CADD files for use in producing construction drawings and data related to this contract, all previous indicia of ownership (seals, logos, signatures, initials and dates) shall be removed.

1.9 ELECTRONIC MAIL (E-MAIL) ADDRESS

The Contractor shall establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments in Microsoft, Adobe Acrobat, and other similar formats. Within 10 days after contract award, the Contractor shall provide the Contracting Officer a single (only one) e-mail address for electronic communications from the

Contracting Officer and the 502 CES Project Manager related to this contract including, but not limited to contract documents, invoice information, request for proposals, submittals and other correspondence.

The Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes, terrorist threats, etc. Multiple email address will not be allowed.

It is the Contractor's responsibility to make timely distribution of all

Contracting Officer initiated e-mail with its own organization including field office(s). The Contractor shall promptly notify the Contracting

Officer, in writing, of any changes to this email address.

PROJECT MEETING

1.1 PRECONSTRUCTION CONFERENCE

After award of the contract and prior to the start of any construction work an authorized representative of the Contracting Officer will schedule and conduct a preconstruction conference. The Contractor's Project Manager, Superintendent, and Quality Control Manager will attend this meeting. The

Contractor is encouraged to have an officer of his company and representation from his sub-contractors at this conference. This conference will be held at the location specified by the Contracting Officer's authorized representative. Minutes of the meeting will be prepared by the

Government and signed by both the Contractor and the Contracting Officer.

The minutes shall become a part of the contract file.

1.2 ACCEPTANCE

Prior to the start of work, prepare and submit to the Contracting Officer for acceptance a construction schedule in the form of a Bar Chart Schedule in accordance with the terms in Contract Clause "FAR 52.236-15, Schedules for Construction Contracts," except as modified in this contract.

The acceptance of a Baseline Construction Schedule is a condition precedent to:

a. The Contractor starting work on the demolition or construction stage(s) of the contract.

b. Processing Contractor's invoice(s) for construction activities/items of work.

c. Review of any schedule updates.

Submittal of the Baseline Schedule, and subsequent schedule updates, is understood to be the Contractor's certification that the submitted schedule meets all of the requirements of the Contract Documents, represents the

Contractor's plan on how the work will be accomplished, and accurately reflects the work that has been accomplished and how it was sequenced

(As-built logic).

1.3 SCHEDULE FORMAT

1.3.1 Bar Chart Schedule

The Bar Chart must, as a minimum, show work activities, submittals, Government review periods, material/equipment delivery, utility outages, on-site construction, inspection, testing, and closeout activities. The

Bar Chart must be time scaled and generated using an electronic spreadsheet program.

1.3.2 Schedule Submittals and Procedures

Submit Bar Chart Schedules and updates in hard copy and on electronic media that is acceptable to the Contracting Officer. Submit an electronic back-up of the project schedule in an import format compatible with the

Government's scheduling program.

1.4 SCHEDULE MONTHLY UPDATES

Update the Construction Schedule at monthly intervals or when the schedule has been revised. The updated schedule must be kept current, reflecting actual activity progress and plan for completing the remaining work. Submit copies of purchase orders and confirmation of delivery dates as directed by the Contracting Officer.

a. Narrative Report: Provide with schedule updates. Identify and justify;

(1) Progress made in each area of the project

(2) Critical Path

(3) Date/time constraint(s), other than those required by the contract

(4) Changes in the following; added or deleted activities, original and remaining durations for activities that have not started, logic, milestones, planned sequence of operations, and critical path

(5) Status of Contract Completion Date and interim milestones;

(6) Current and anticipated delays (describe cause of delay and corrective actions(s) and mitigation measures to minimize);

(7) Description of current and future schedule problem areas.

Each entry in the narrative report must cite the respective Activity ID and

Activity Description, the date and reason for the change, and description of the change.

1.5 3-WEEK LOOK AHEAD SCHEDULE

Prepare and issue a 3-Week Look Ahead schedule to provide a more detailed day-to-day plan of upcoming work identified on the Construction Schedule.

Key the work plans to activity numbers when a NAS is required and update each week to show the planned work for the current and following two-week period. Additionally, include upcoming outages, closures, preparatory meetings, and initial meetings. Identify critical path activities on the

Three-Week Look Ahead Schedule. The detail work plans are to be bar chart type schedules, maintained separately from the Construction Schedule on an electronic spreadsheet program and printed on 8-1/2 by 11 inch sheets as directed by the Contracting Officer. Activities must not exceed 5 working days in duration and have sufficient level of detail to assign crews, tools and equipment required to complete the work. Deliver three hard copies and one electronic file of the 3-Week Look Ahead Schedule to the Contracting

Officer no later than 8 a.m. each Monday, and review during the weekly CQC

Coordination or Production Meeting.

1.6 CORRESPONDENCE AND TEST REPORTS:

All correspondence (e.g., letters, Requests for Information (RFIs), E-mails, meeting minute items, Production and QC Daily Reports, material delivery tickets, photographs) must reference Schedule Activities that are being addressed. All test reports (e.g., concrete, soil compaction, weld, pressure) must reference Schedule Activities that are being addressed.

The submittals described below are those required and further described in other sections of the specifications. Other requirements pertaining to submittals are included in included in individual specification sections.

Submittals required by the CONTRACT CLAUSES and other non-technical parts of the contract are not included in this section.

PART 2 GENERAL

2.2 DEFINITIONS:

2.2.1 Submittal

A submittal is a package of project information, samples, drawings, schedules, certificates, etc., submitted to the Contracting Officer for

Government review.

2.2.2 Deviation

A specific submittal where an item is identified as not agreeing with the contract requirements and the Contractor is requesting a substitution or change.

2.2.3 Approval/Disapproval

Specific judgments reserved to the Government concerning a submittal's compliance with the plans, specifications and intent of the work.

2.3 PURPOSE

Submittals are directed for the convenience of the Government in reviewing the Contractor's planned approach and compliance with the requirements of the contract. It is also a mechanism whereby the Contractor may propose deviations, color choices, shop drawings, etc., at an early point in the contract where changes in approach will have less impact on the materials ordering process.

2.4 SUBMITTAL CLASSIFICATION

Submittals are classified as follows:

2.4.1 Government Approved (G)

Governmental approval is required for extensions of design, critical materials, deviations, equipment whose compatibility with the entire system must be checked, and other items as designated by the Contracting Officer.

2.4.2 Information Only (FIO) or Blank ( )

All submittals not requiring Government approval will be for information only. They are not considered to be "shop drawings" within the terms of

2.5 APPROVED SUBMITTALS

The approval of submittals by the Contracting Officer shall not be construed as a complete check, but will indicate only that the general method of construction, materials, detailing and other information are satisfactory. Approval will not relieve the Contractor of the responsibility for any error which may exist, as the Contractor under the

CQC requirements of this contract, is responsible for the dimensions and design of adequate connections, details and satisfactory construction of all work. After submittals have been approved by the Contracting Officer, no resubmittal for the purpose of substituting materials or equipment will be given consideration unless accompanied by an explanation as to why a substitution is necessary.

2.6 DISAPPROVED SUBMITTALS

The Contractor shall make all corrections required by the Contracting

Officer and promptly furnish a corrected submittal in the form and number of copies as specified for the initial submittal. If the Contractor considers any correction indicated on the submittals to constitute a change to the contract, notice shall be given promptly in writing to the

Contracting Officer in accordance with the changes clause.

2.7 WITHHOLDING OF PAYMENT

Payment for materials incorporated in the work will not be made if required approvals have not been obtained.

3.1 GENERAL

Material submittals as required by Contract Clause 52.236-5, Material and

Workmanship, and shop drawings as required by Contract Clause 52.236-21, Specifications and Drawings for Construction, are listed on AF Form 66, Schedule of Material Submittals, attached to this specification section.

The Government may request submittals in addition to those listed when deemed necessary to adequately describe the work covered in the respective sections. Units of weights and measures used on all submittals shall be the same used in the contract drawings. Each submittal shall be complete

SECTION 01 33 00 Page 3 and in sufficient detail to allow ready determination of compliance with contract requirements. Prior to submittal, all items shall be checked and approved by the Contractor and each respective AF Form 3000 shall be signed and dated by the contractor certifying that the accompanying submittal complies with the contract requirements. Proposed deviations from the contract requirements shall be clearly identified. Submittals shall include items such as: Contractor's, manufacturer's, or fabricator's drawings; descriptive literature including (but not limited to) catalog cuts, diagrams, operating charts or curves; test reports; test cylinders;

samples; O&M manuals including parts list; certifications; warranties and other such required submittals.

3.2 SCHEDULING

Contractor shall submit Shop Drawings and Material Submittals within fourteen (14) calendar days after date of receipt of notice to proceed.

Each submittal shall be scheduled and coordinated with the Progress

Schedule in order to obtain Government approval prior to the acquisition of the material or equipment covered by the submittal. Fourteen (14) calendar days, exclusive of any mailing time, shall be allowed for Government review of submittals or resubmittals.

3.3 SUBMITTAL PROCEDURES

All submittals shall be accomplished on and in accordance with instructions pertaining to AF Form 3000, Material Approval Submittal, except as otherwise directed herein. These forms will be furnished to the

Contractor. This form shall be properly completed by filling out all the heading blank spaces and identifying each item submitted. Special care will be exercised to ensure proper listing of the specification paragraph and/or sheet number of the contract drawings pertinent to the data submitted for each item.

Forward all submittals directly to the Contracting Officer, 1655 Selfridge

Ave, JBSA-Lackland, TX 78236.

Submittals shall be made in four (4) sets except as otherwise noted. One copy of each submittal will be returned to the Contractor.

3.4 DEVIATIONS

All requests for deviations shall be clearly identified by the Contractor on AF Form 3000. The Contractor shall set forth in writing the reason for any deviations and annotate such deviations on the submittal. The

Government reserves the right to rescind inadvertent approval of submittals containing unnoted deviations.

3.5 GOVERNMENT APPROVED SUBMITTALS

Upon completion of review of submittals requiring Government approval (G), the appropriate blocks on the AF Form 3000 will be completed by the

Government, including signature(s) and dates, indicating approval or disapproval of the submittal. One (1) copy of the submittal and AF Form

3000 will be returned to the Contractor.

3.6 INFORMATION ONLY SUBMITTALS

Normally submittals for information only will not be returned. Government approval is not required on information only submittals. These submittals

will be used for information purposes. The Government reserves the right to require the Contractor to resubmit any item found not to comply with the

Contract. This does not relieve the Contractor from the obligation to furnish material conforming to the plans and specifications and will not prevent the Government from requiring removal and replacement if nonconforming material is incorporated in the work. This does not relieve the Contractor of the requirement to furnish samples for testing by the

Government laboratory or check testing by the Government in those instances where the technical specifications so prescribe.

3.7 STAMPS

Stamps used by the Contractor on the submittal data to certify that the submittal meets contract requirements shall be similar to the following:

DESIGN DATA (DESIGN AFTER AWARD)

1.1 SUMMARY& OBJECTIVE

After award, develop the accepted proposal into the completed design, as described herein. Use a collaborative, integrated design process for all stages of project delivery with comprehensive performance goals for site development, energy, water, material selection, indoor environmental quality, and waste diversion. Ensure incorporation of these goals in project delivery. Consider all stages of the building lifecycle, including deconstruction, rehabilitation, re-purposing, or demolition.

Specifications for Division 1 are supplied in Vol II, however, it is the contractor's responsibility to secure access to specific governing criteria as required. The Contractor is expected to follow and implement the necessary codes and criteria as the expert General Contractor. The contractor shall ensure that the Designer of Record (DOR) reviews the

Unified Facility Criteria (UFC), selects the appropriate Unified Facilities

Guide Specifications as required to meet the needs and requirements of this project, and modify them to develop the required specifications for the work to be accomplished - to include other applicable, referenced industry codes.

1.3 DEFINITIONS

1.3.1 Designer of Record (DOR)

Professional Registered members of the Contractor’s Design-Build team that check, approve, sign, date, and certify, prior to submitting the deliverables to the Government, that the D-B design submittals comply with the contract requirements.

The DOR's stamp, sign, and date each design drawing and other design deliverables under their responsible discipline at each design submittal stage. The DOR(s) are responsible for maintaining the integrity of the design and for compliance with the contract requirements through construction and documentation of the as-built condition by coordination, review and approval of extensions of design, material, equipment and other construction submittals, review and approval or disapproval of requested deviations to the accepted design or to the contract, coordination with the

Government of the above activities, and by performing other typical professional design responsibilities.

1.3.2 Government Furnished Material (GFM)

Government material that may be incorporated into, or attached to, an end item to be delivered under a contract or which may be consumed in the performance of a contract. It includes, but is not limited to, raw and processed material, parts, components, assemblies, and small tools and supplies.

1.3.3 Facility Data

Non-graphical data attached to surface and subsurface components for both building and site model elements that describe various facility characteristics such as parametric values that drive physical sizes, material definitions (e.g. wood, metal), manufacturer data, industry standards (e.g. AISC steel properties), location, and project identification numbers. Facility data can also define supplementary physical entities that are not shown graphically in the model, such as the system of a duct, hardware on a door, content of conduit, site surface, alignment, levee, channel or transformer properties.

1.3.4 USACE CAD/BIM Technology Center

The USACE CAD/BIM Technology Center hosts all standard content for DoD and is the foundational basis of SECTION. 01 35 13.20 00 This content can be accessed through the CAD/BIM Technology Center website, https://cadbim.usace.army.mil and is intended for supplemental information.

1.3.5 Design Phases

Concept Design (35%): This represents approximately 35% of the design effort and shall be of sufficient detail to show how the users' functional and technical requirements will be met, indicate the designer's approach to the

SECTION 01 33 16 Page 3 solution of technical problems, show compliance with design criteria or provide justification for noncompliance, and demonstrate that funding limits are being exceeded.

Interim Design (65%): Is to ensure that the criteria and intent is being correctly interpreted and that funding limits aren't being exceed exceeded. It consists of Design Analysis, drawings, Annotated and marked up specifications, and other documents as required and should be approximately 65% complete.

Final Design (100% for review): for this project is to ensure that prior comments have been addressed and that the Final Design package is complete and ready for release. It consists of fully completed drawings, specification, Annotated Interim review comments showing full resolution and all other prior required documents.

Complete Released for Construction: for this project represent the complete, signed and sealed design (Design analysis, specifications, and drawings) and includes all annotated design submittal review comments resulting from the Final Design review and is ready for construction.

1.5 PRECONSTRUCTION ACTIVITIES

1.5.1 Design Quality Control Plan

Submit a Design Quality Control Plan in accordance with Section

01 45 00.00 10 QUALITY CONTROL before design may proceed. For small, single discipline projects, this requirement may be waived, but must be requested by the Contractor and approved by the Contracting Officer.

1.5.2 Meetings and Conferences

1.5.2.1 Post Award Conference

The Government will conduct a post award conference at time and location determined by the Contracting Officer, as soon as possible after Contract award, and is generally coordinated with issuance of the notice to proceed

(NTP). Participation by the Contractor and major subcontractor representatives is mandatory. All designers need not attend this first meeting. The government will provide an agenda, meeting goals, meeting place, and meeting time to participants prior to the meeting.

The post award conference shall include determination and introduction of contact persons, their authorities, contract administration requirements, discussion of expected project progress processes, and coordination of subsequent meetings for quality control. Also:

a. Define expectations and duties of each participant.

b. Develop a meeting roster with complete contact information including name, office, project role, phone, mailing and physical address, and e-mail address for distribution to all participants. Also, provide minutes of the meeting to all participants.

1.5.2.2 Initial Design Conference

After Contract award, the Contractor shall conduct the initial design conference, and provide a record of the meeting. All Designers of Record

(DOR) must participate in the conference. The primary purpose of the meeting is to make sure needs are assigned and due dates established, as well as points of contact identified. The initial design conference may be scheduled and conducted at the project installation after the Post Award

Conference and prior to initiation of significant preliminary design development, although it is recommended that the partnering process be initiated at the time of or before the initial design conference. Limit design work conducted after award and prior to this conference to site verification work. The DOR shall prepare and submit at this conference a draft list of expected UFC's applicable to the work and UFGS to be modified as part of the Design.

1.5.2.3 Pre-Construction Conference

Before starting any construction activities, jointly conduct an administrative conference with the Government to discuss any outstanding requirements and to review local installation requirements. It is possible there will be multiple Pre-Construction Conferences based on the configuration of the design packages. Provide minutes of the meeting(s) to all participants.
