PART 1 GENERAL
1.1 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for Contractor Quality Control approval and for informational/record use only as part of the project file. Submittals with an "S" are for inclusion in the Sustainability
Notebook, in conformance with Section 01 33 29 SUSTAINABILITY REPORTING.

1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
The work includes all labor, materials, supplies, tools, equipment, supervision and all other items needed and necessary for the design and for the renovation of the existing HVAC and related systems to correct temperature, air flow, and humdityhumidity issues to support the mission.
The design considerations are the isolation of the room from the rest of the exsitingexisting system and then installation of a split system dedicated to that room and maintain visibility withewith the Management and Control System (EMCS).

1.2.2 Location
The work is located at building 2007, room 119C and others as incidental to the work, at Kelly Annex, (Joint Base San Antonio, Lackland) JBSA-LAK-KELL.
This entire facility, Room 119C and the work location is a Secret
Compartmented Information Facility (SCIF). As such, All work shall be coordinated with the 502 CONS Contracting Officer/ Administrator and the
502 CES Project Manager. and conducted to meet the SCIF requirements of IC
Tech Specâ€for ICD/ICS 705 VERSION 1.3 published September 10, 2015.
1.3 OCCUPANCY OF PREMISES
Building(s) will be occupied during performance of work under this
Contract. The Contractor shall coordinate specifically with the CES PM for site specific coordination requirements and may involve coordination with other agencies, or offices, such as the Defense
Health housing contractorsor Security Police.
Agency or Privatized
It is the Contractor's responsibility to take measures that are necessary
SECTION 01 11 00 Page 2 to assure the protection of occupant's assets (personal employee items will be removed prior to the Construction Notice To Proceed), furnishings, equipment, etc., and to perform the work so as to cause minimal disruption of ongoing activities in occupied areas. Coordination must be accomplished a minimum of ten (10) calendar days in advance of anticipated on-site start date
Before work is started, arrange with the Contracting Officersubmit a s equencesequence of procedureprocedures to include, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.4 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":clauses of the contract:
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain. The existing ceiling grid is reasonably new. The intent is to remove, preserve, and reinstall those areas necessary. This may include the entire grid and all ceiling tiles. Lighting, audio visual devices, fire alarm and mass notification components and appurtances may be preserved, protected and suspended in the open ceiling for reinstallation as necessary.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as submitted and approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.Contractor shall be responsible for the appropriate sizing and placement of duct work such that it shall meet, as a minimum, the specified airflow requirements as required by the most recent Manufacturer's documentation, UFC, ASHRAE, SMACNA and ACCA, whichever is more stringent. All power and control wiring shall be run neatly, at right angles and properly affixed in such a manner as to allow for easy servicing of the units. All HVAC piping shall be insulated with 1.5" all-weather jacketed cellular fiberglass insulation. All seams shall be completely coated with exterior grade mastic and all turns shall be mitered. All ductwork shall be hung, insulated with appropriate FSK blanket and sealed securely using Underwriter's Laboratory (UL), SMACNA and ASHRAE approved materials and methods only. No interior duct insulation is allowed.
It is incumbent upon the DOR to propose the specifications necessary to meet the regulatory and Code requirements. The Contractor shall be responsible to observe all Codes and laws as required by the Texas
Department of Licensing and Regulation (TDLR), Texas Commission on
Environmental Quality (TCEQ), UFC, NFPA, IMC, IPC, ASHRAE, UFGS and the
Authority Having Jurisdiction (AHJ). The Authority Having Jurisdiction is the Base Civil Engineer (BCE) and his appointed representatives.
The Noise Criterion (NC) for the project area within the building is
35db. All new VAV and air side units shall be attenuated such that all new and interdicted ductwork and the balanced air flow shall meet the
NC.

c. Existing HVAC and related systems to remain and affected by this project shall be capped, sealed, or otherwise repaired to maintain operation of the system in the pre-work condition.
1.5 LOCATION OF UNDERGROUND UTILITIES
If outside utility work is needed, obtain digging permits prior to start of excavation, and comply with Installation requirements for locating and marking underground utilities. Obtain an approved Base Civil Engineer
(BCE) Work Clearance Request, AF Form 103 in accordance with section
01 14 00 WORK RESTRICTIONS, prior to the start of excavation, digging work, or work that disrupts aircraft or vehicular traffic flow, base utility services, fire and intrusion alarm system, or routine activities of the
Activity. Verify existing utility locations indicated on contract drawings, within area of work.
If needed,Identifyidentify and mark all other utilities not managed and located by the local utility companies. Scan the construction site with
Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities are discovered. Verify the elevations of existing piping, utilities,and any type of underground or encased obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.
1.5.1 Notification Prior to Excavation
Notify the Contracting Officer at least 15 days prior to starting excavation work.
1.6 SALVAGE MATERIAL AND EQUIPMENT
Items designated by the Contracting Officer, or as required by UFC or other requirement identified during design, to be salvaged remain the property of the Government. Segregate, itemize, deliver and off-load the salvaged property at the Government designated storage area located within 5 miles of the construction site.
Provide a salvage plan (if required from designer of record (DOR) or contracting official), listing material and equipment to be salvaged, and their storage location. Maintain property control records for material or equipment designated as salvage. Use a system of property control that is approved by the Contracting Officer. Store and protect salvaged materials and equipment until disposition by the Contracting Officer.
Items designated by the DOR or Contracting Officer, or as required by UFC or other requirement identified during design, to be salvaged remain the property of the Government. Segregate, itemize, deliver and off-load the salvaged property at the Government designated storage area located within 5 miles of the construction site.

SUBMITTAL PROCEDURES:

1.2 SPECIAL SCHEDULING REQUIREMENTS
a. All mission critical areas will remain in operation during the entire construction period. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.
b. Permission to interrupt any Activity roads, railroads, and/or utility service must be requested in writing a minimum of 30 calendar days prior to the desired date of interruption.
1.2.1 SECURITY
1.2.1.1 General
Building 2007 is a secure facility and special access requirements will be required. All equipment brought into the compound will require a "Letter of
Approval" that will be coordinated with the government with a 7 day notice. Work will be arranged with the government and at no additional cost to the government. These site specific requirements are in addition to the Lackland AFB security requirements. All persons requiring access within the boundaries of the project and restricted area shall comply with all security requirements. All contractor and sub-contractors accessing the restricted secure area shall undergo a personnel security process. One primary requirement is that all persons shall provide a biographical data containing full name, current address, Social Security Number, Date of
Birth, Place of Birth, Driver's License & State and proof of citizenship
(all personnel performing on this contract on-site shall be U.S.
Citizens). Local and national criminal and subversive file checks are conducted by Security Services or other designated security and law enforcement authorities at no cost to the contractor.
1.2.1.2 Electromagnetic Emission Devices
The Contractor shall not bring any Electromagnetic Emission Devices (EED's)

EED's include radio/radar transmitters, navigation aids/instrumentation, signaling, intrusion detection, identification devices, mobile and fixed business/radio or telephone communications equipment, MARS, CBs and amateur radios. Any violation of security will be cause for immediate removal from the restricted secure area. If the
Contractor brings an office trailer, it must be located outside the secured area. No telephone will be provided to the Contractor; however, there are phones located in an outside facility to make emergency calls. Receive only (no transmit) pagers are authorized inside the facilities. The
Contractor shall comply with the AFMTC Regulation 700-14, Jul/89. The regulation is available for inspection at the Communications Squadron, Building 1050, Lackland AFB, TX
1.2.1.3 Escorts
Esorts are required and shall be provided by the cusomer for each A/E or contractor requested site visit and during each construction day. After award, the Contractor shall be required to be escorted at all times within the restricted area. To reduce mission interruptions the Contractor shall make sure all personnel are on time for all site visits and acquire all necessary information such that minimal site visits are needed. If at any time the CO or PM feel that the number of site visits is excessive due to lack of effort by the A/E or Contractor then a stop in site visits will be put into effect
a. After award, the contractor shall provide an entry access list for each phase, such as design and then construction. Requested changes to this list must be made 48 hours in advance.
b. Changes in work schedules must be coordinated a minimum of 10 days in advance.
1.3 CONTRACTOR ACCESS AND USE OF PREMISES
1.3.1 Activity Regulations
Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and cleared for such entry. Mark all Contractor equipment for identification
1.3.1.1 Subcontractors and Personnel Contacts
Provide a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency, As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.3.1.2 Installation Access
Non DOD persons (Contractors, vendors, etc) requiring entry to Joint Base
San Antonio (JBSA-RND )must be sponsored by an authorized DBIDS registered
DOD ID card holder.

SponsorsContractors mustshall notify the 502nd Security Forces Visitor
Control CenterContracting officer NLT 10 days prior to the requested entry date. Sponsors or Authorizing Official shall request the permit in writing or via email from a .mil address to the Visitor Control Center. An
Application for an Installation Access Credential form will be submitted by the Sponsor or Official to the Pass and Registration Office. Contractor and vendor companies requiring access to JBSA-RND, shall provide the credential information for their employees to the sponsorCO NLT 10 days prior to the requested entry date in order to process the access to document in Appendix C for instructions.

All construction contractor employees must have:
a. One form of picture identification
b. Provide personal (full name, date of birth, home address, and driver license number) and vehicle information.
c. A memo from the construction company on company letterhead stating the reason for entry, contract number, project start and end date, and the location at JBSA-Fort Sam Houston and Camp Bullis where the jobsite is located.
1.3.1.3 Identification Badges - Not UsedProject Site Access
For the duration of this Contract, access to the project site will be delayed between 15 minutes to 30 minutes or more due to increased security precautions. Any violation of security will be cause for immediate removal from the restricted secure area.
Non DOD persons (Contractors, vendors, etc) requiring entry to the project site must be sponsored by an authorized owning Activity DoD ID card holder and submit visit authorization letter requests to Activity security manager no later than 10 days prior to requested entry date, coordinate with CES
Project Manager for precise instructions.
The following are the minimum requirements for contractor employees entering the project site:
a. One form of picture ID.
b. A memo from the construction company on their letterhead stating the reason for entry, contract number.
c. All delivery trucks must have a bill of lading and delivery truck drivers must have a picture ID.
d. All Contractor employees entering the project site must be US citizens.
e. No cell phones, or other electromagentic emmitting devices allowed
f. No cameras allowed.
1.3.1.4 Employee List - Not Used
1.3.1.5 Personnel Entry Approval
Failure to obtain entry approval will not affect the contract price or time of completion

1.3.1.6 FISC Pearl Harbor Safety/Security Policy - Not Used
1.3.1.4 Escorts
Escorts are required and shall be provided by the customer during each construction day. After award, the Contractor shall be required to be escorted at all times within the restricted area. 1.3.1.5 No Smoking Policy
Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.
1.3.1.6 Government Housing Areas
a. Haul routes to and from constructions sites cannot go throught the housing, residential areas.
b. When working inside a housing area, working hours are limited to 0800
(8 am) to 1600 (4 pm) unless otherwise approved by the Contracting
Officer.
1.3.2 Emergency Response Requirement
Contractors reporting an emergency should provide the 9-1-1 dispatcher with the following information:
a. Building number, address or general location
b. Name
c. Phone number
d. Emergency information (cause of fire, explosion, natural gas leak, injuries, etc.)
e. Please, do not hang up the phone until directed by the 9-1-1 dispatcher.
IMPORTANT: If calling 9-1-1 from a mobile phone on any JBSA location you will be directed to the local 9-1-1 dispatcher. Advise the local dispatcher of your location (JBSA-Fort Sam Houston, JBSA-Lackland or JBSA-Randolph).
Immediately the local dispatcher will transfer the 9-1-1 phone call to a
JBSA emergency dispatcher.

1.3.3 Shipyard Regulations - Not Used
1.3.4 Entry to Radiologically Controlled Areas - Not Used
1.3.4.1 Airfield and Flight Line Requirements
A. Airfield Requirements
Work performed under this section shall be coordinated with, and approved by the Contracting Officer. Due to the potential need to shut the airfield runway down to complete this work the contractor, Contracting Office, and Base Project Manager must agree on the dates and hours that work will be occur. It is the contractors responsibility to ensure that the work begins and ends within the agreed to times. This work may involve having to work on weekends or night shifts to meet the runway outage requirements.
Schedule of Work shall be negotiated between the Contracting Officer and the contractor prior to delivery order award. In the event of any emergency, intense operational demands, adverse wind conditions, and other unforeseen difficulties, the contractor may be required to discontinue all work at locations in the aircraft operational area.
The contractor shall notify the Contracting Officer or technical representative of any changes prior to the start time of each day's work.
The operation of equipment and the performance of work on or in the vicinity of airfields shall be coordinated with the Contracting Officer and with the Flight Operations Officer. Neither equipment nor personnel shall use any portion of an airfield without permission of these officers.. In all cases, verbal communication shall be maintained with the air traffic control tower (ATCT) before and during work on any runway, taxiway or apron which is in operation for conducting flights or aircraft operations. The ATCT staff shall be advised when work is completed. A construction waiver will be obtained by the Contracting Officer prior to the start of construction. The contractor does not have to do anything to obtain this waiver but they must be aware that it can take up to 90 days to get the waiver signed.
The government will add days to the contract to make up for this government delay.
B. Flight Line Safety
Comply with OSHA 29 CFR 1910. Also, prior to beginning work on the airfield contractor must ensure that contractor personnel receive training on airfield safety and flight line driving from the government
(Reference AFI 13-213). For airfield safety requirements contractor must coordinate with the respective JBSA base Airfield Manager at least 30 days prior to beginning work on the airfield via the
Government PM. For required flight line driving training contractor must contact the Vehicle Control Officer (VCO) at each JBSA base at least 14 days prior to beginning work.
The contractor shall provide at least two (2) people per construction site who have taken the Airfield Operation provide driving course and have a current AF Form 483 Certificate of Competency. One of these persons must be on site at all times to communicate with the tower and to escort personnel who are on the Entry Authority List (EAL). This

person may not escort anyone who is not on the EAL. Construction workers working on airfield sites must also take and pass various training requirements outlined in ETL 13-213.
C. Emergency Landings and Take-Offs
In a soft closure of the airfield, emergencies shall take precedence over all Contractor operations. Upon notification from the Control
Tower of emergency landing or imminent takeoff, all operations shall be stopped immediately and all personnel and equipment evacuated to an area not utilized for aircraft traffic which is at least 200 feet measured perpendicular to and away from the near edge of the runway.
Equipment shall be able to clear the work area within three (3) minutes.
In a hard closure of the airfield, emergency landings will be diverted to an alternate location. In a soft closure of the airfield, the contractor shall specify on the bid schedule an hourly rate for aircraft interruptions. The time measurement for the interruptions shall begin with the notification to the contractor to leave the runway, and shall end ten (10) minutes after the contractor is notified that the runway may be reoccupied. The contractor, however, will be paid for a minimum of one hour for each interruption. Interruptions longer than one hour shall be calculated on the half hour. One hour and fifteen minutes would be considered a one-hour interruption, and one hour, forty-five minutes would be considered a two-hour interruption.
D. Radio Communication
When the runway is open, no personnel or equipment will be allowed on the runway until radio contact has been made with the Control Tower and permission is granted by the Control Tower. A radio for this purpose will be made available by the Contracting Officer. The Contractor shall be in contact with the Control Tower at all times during the removal work.
In a soft closure of the airfield, radio communications shall remain open between the contractor and the Control Tower, even if there is no one in the Control Tower. There is always someone on duty at the airfield and they can open the Control Tower at anytime if there is an emergency or unscheduled flight.
Before anyone is allowed access to the airfield they must first have a back ground check, and be added to the Controlled Area Entry Authority
List (EAL). Provide names, driver's license numbers and date of birth to the contracting officer 3-5 days prior to start of construction.
Suppliers whose names cannot be provided must be escorted by a government employee. Notify the Contracting Officer 30 days prior to start of construction. This government escort is for security reason not for communicating with the tower.
E. Foreign Object Debris
Foreign Object Debris (FOD) is not allowed on the airfield. Remove rock and pebbles from your shoes and vehicle wheels and truck beds prior to entering the airfield. No hard hats, soft hats, lose clothing, scarf, SECTION 01 14 00 Page 7

lose papers, drinking cups or cans, gum, cigarette butts, chew, trash,…anything that can be picked up by the wind of a plane engine.
Sweeping is required.
In a soft closure of the airfield, all FOD must be removed regularly to ensure that if there is an emergency landing then all equipment, personnel and FOD can be removed within three (3) minutes. Sweeping is required.
In a hard closure of the airfield, all FOD must be removed prior to leaving the construction site. Sweeping is required.
If it is found that FOD related to the construction site caused damage to an airplane or delayed the airfield usage, then the contractor will become liable for damages accordingly.
1.3.4.2 Radioactive Materials and Equipment (Use and Storage)
a. Non-Air Force agencies, including contractors, who intend to use, or store, radiation sources on JBSA-RND must obtain proper authorization in accordance with the above references AFI 40-201 and AFI48-148.
Non-Air Force agencies will not use radiation sources on referenced locations without an approved Department of the Air Force Radiation
Permit. Such equipment typically includes equipment for Soil Density
Testing, Lead-Based Paint Analysis (X-Ray fluorescent analyzer), etc.
b. Non-Army agencies (including civilian contractors) require an Air
Force radiation permit(s) to use or possess ionizing radiation sources on an Air Force installation. For the purpose of this paragraph, ionizing radiation source means any source that, if held or owned by an Air Force organization, would require a specific NRC license or Air Force radiation authorization - ARA.
c. The non-Air Force applicant will apply by letter with supporting documentation through the Installation Radiation Safety Officer (RSO).
Submit the letter so that the installation representative receives the application at least thirty (30) days before the requested start date of the permit.
d. The Air Force radiation permit (AFRP) application will specify start and stop dates for the AFRP and describe for what purposes the applicant needs the AFRP. See the document in Appendix A for AFRP requirements and instructions to apply for a permit. The following information shall be submitted to the RSO for the AFRP request.

2)The applicant possesses a valid U.S. Nuclear Regulatory Commission
(NRC) Form 347 material license that allows the applicant to use the source as specified in the AFRP application.
3)The applicant possesses a valid Agreement State or Radioactive

Control) license that allows the applicant to use radioactive material (RAM) as specified in the AFRP application and the applicant has filed NRC Form 241, Report of Proposed Activities in
Non-Agreement States, with the NRC in accordance with 10 CFR

150.20. A copy of the NRC Rom 241, must accompany the TRC Form
12-1. An AFRP issued under this circumstance will be valid for no more than 180 days in any calendar year.

6)Copy of Contractual Clause of the Air Force/Army Contract describing work to be performed and inclusive dates (from the contract)

(NORM/NARM) and machine-produced ionizing radiation sources, the applicant has an appropriate State authorization that allows the applicant to use the source as specified in the AFRP application or has in place a radiation safety program that complies with Air
Force requirements.
e. All AFRPs will require applicants to remove all permitted sources from
Air Force property by the end of the work day. (JBSA-RND policy, no radiation producing equipment will be stored on JBSA-RND property overnight).
f. Disposal of radioactive material (RAM) by non-Air Force agencies on
Air Force property is strictly prohibited. 3.2.3 Review, Approval/Disapproval. Review of the permit request and subsequent approval/disapproval requires approximately 30 days.
g. Submission of Application. Submit three copies of the application with the required supporting documentation to 502nd Air Base Wing Safety

1.3.3 Work Outside Regular Hours
Work outside regular working hours requires Contracting Officer approval.
Make application 14 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the

1.3.4.1 Digging Permits / Utility Locate
a. Digging permits must be obtained prior to prior to any digging, drilling or any excavation work.
b. Digging permit /utility locates are available by submitting the completed US Air Force Form 103 located in Appendix A to the 502 CES
Construction Manager.
c. Contractor to allow (14) calendar days for Government review of digging permit requests. A digging permit for a specified area of excavation expires 30 days after the issue date; the Contractor must re-apply for a new permit to perform excavation in the area if the excavation was not started within the 30-day period.
d. Permits will identify all underground utilities within 5 feet of the designated area. Contractor shall be responsible for all repairs, costs, and damages due to excavating without permit or damaging an identified utility.

1.3.4.2 Utility Outage Permit
a. Contractor shall complete and submit a written request 14 days in advance of the requested utility outage to CES Utility Manager through the 502 CES Construction Manager. The request shall include the utility service to be affected, proposed date, proposed time, and outage duration. Form 103 included in Appendix A can also be used for the request.
b. Contractor shall be responsible to coordinate with CPS Energy about any energy or gas outage request. This coordination is separate than the government coordination.
c. Provide CES Construction Manager a copy of the written Utility Outage request.
d. After submitting the request to the government, the Contractor must received approval from the government prior to schedule a utility outage.
1.3.4.3 Hot Work Permits
Under no circumstances shall hot work operations start without a hot work permit.
All welding and cutting operations shall be performed in accordance with
National Fire Protection Association NFPA Standard 5lB Fire Prevention during Welding, Cutting, and Other Hot Work. Contact the site specific JBSA fire department to request an AF Form 592 USAF Welding, Cutting and Brazing

Permits expire in 30 days. If work will extend beyond 30 day period the contractor shall contact JBSA Fire and Emergency Services to re-issue a new permit.
1.3.4.4 Road Closure Approval Requests - if required
a. Road closings will not be permitted without approval. To get approval for a proposed road closure Contractor must submit a traffic control plan to the 502 CES ConstructionProject mManger prior to anticipated need for closure
b. The Contractor traffic control plan will include each section of road that will be worked on or impacted as a result of this contract. The traffic control plan shall be in accordance with "Traffic Controls for
Street and Highway Construction and Maintenance Operations" of the latest edition of the "Texas Manual on Uniform Traffic Control Devices."

1.2 VIEW LOCATION MAP
Submit, prior to or with the first digital photograph submittals, a sketch or drawing indicating the required photographic locations. Update as required if the locations are moved.
1.3 PROGRESS AND COMPLETION PICTURES
Photographically document site conditions prior to start, during construction, and at completion of each construction task order. Digital photographs, .jpeg, shall be provided to the Contracting Officer for unrestricted use by the Government. The contract shall coordinate with the facility manager for pictures to be taken and shall submitt as required.
1.4 MINIMUM INSURANCE REQUIREMENTS
Procure and maintain during the entire period of performance under this contract the following minimum insurance coverage:
Comprehensive general liability: $500,000 per occurrence
b. Automobile liability: $200,000 per person, $500,000 per occurrence for bodily injury, $20,000 per occurrence for property damage
c. Workmen's compensation as required by Federal and State workers' compensation and occupational disease laws.
d. Employer's liability coverage of $100,000, except in States where workers compensation may not be written by private carriers,
e. Others as required by Texas law.
1.5 CONTRACTOR SPECIAL REQUIREMENTS

1.5.1 Asbestos Containing Material
All contract requirements of Section 02 82 16.00 20, "Engineering Control of Asbestos Containing Materials" assigned to the Private Qualified Person
(PQP) shall be accomplished directly by a first tier subcontractor.
1.5.2 Space Temperature Control, HVAC TAB, and Apparatus Inspection
All contract requirements of Section 23 05 93 TESTING, ADJUSTING AND
BALANCING FOR HVAC shall be accomplished directly by a first tier subcontractor, including the Commissioning Agent. No work required by
Section 23 05 93 shall be accomplished by a second tier subcontractor.
1.6 SUPERVISION
1.6.1 Minimum Communication Requirements
Have at least one qualified supervisor capable of reading, writing, and conversing fluently in the English language on the job site during working hours. In addition, if a Quality Control (QC) representative is required on the contract, then that individual shall also have fluent English communication skills.
The Project Manager in this context shall mean the individual with the responsibility for the overall management of the project and the Project
Superintendent shall mean the individual with the responsibility for quality and production. Both the Project Manager and Project Superintendent are subject to removal by the Contracting Officer for non-compliance with requirements specified in the contract and for failure to manage the project to insure timely completion. Furthermore, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders shall be made the subject of claim for extension of time for excess costs or damages by the Contractor.
Approval of Project Manager and on-site Project Superintendent is required prior to start of construction. Provide resumes for the proposed Project
Manager and on-site Project Superintendent describing their experience with references and qualifications to the Contracting Officer for approval. The
Contracting Officer reserves the right to interview the proposed Project
Manager and on-site Project Superintendent at any time in order to verify the submitted qualifications.
1.7 PRECONSTRUCTION CONFERENCE
After award of the TO contracts but prior to commencement of any work at the site, meet with the Contracting Officer to discuss and develop a mutual understanding relative to the administration of the value engineering and safety program, preparation of the schedule of prices or earned value report, shop drawings, and other submittals, scheduling programming, prosecution of the work, and clear expectations of the "Interim DD Form
1354" Submittal. Major subcontractors who will engage in the work shall also attend.
1.8 PARTNERING
To most effectively accomplish this contract, the Government requires the formation of a cohesive partnership within the Project Team whose members
SECTION 01 30 00 Page 3 are from the Government, the Contractor and their Subcontractors. Key personnel from the Supported Command, the End User (who will occupy the facility), the Government Design and Construction team and Subject Matter
Experts, the Installation, the Contractor and Subcontractors, and the
Designer of Record will be invited to participate in the Partnering process. The Partnership will draw on the strength of each organization in an effort to achieve a project that is without any safety mishaps, conforms to the Contract, and stays within budget and on schedule.
The Contracting Officer will provide Information on the Partnering Process and a list of key and optional personnel who should attend the Partnering meeting.
1.8 AVAILABILITY OF CADD DRAWING FILES
After award and upon request, the electronic "Computer-Aided Drafting and
Design (CADD)" drawing files will only be made available to the Contractor for use in preparation of construction data related to the referenced contract subject to the following terms and conditions.
Data contained on these electronic files shall not be used for any purpose other than as a convenience in the preparation of construction data for the referenced project. Any other use or reuse shall be at the sole risk of the
Contractor and without liability or legal exposure to the Government. The
Contractor shall make no claim and waives to the fullest extent permitted by law, any claim or cause of action of any nature against the Government, its agents or sub consultants that may arise out of or in connection with the use of these electronic files. The Contractor shall, to the fullest extent permitted by law, indemnify and hold the Government harmless against all damages, liabilities or costs, including reasonable attorney's fees and defense costs, arising out of or resulting from the use of these electronic files.
These electronic CADD drawing files are not construction documents.
Differences may exist between the CADD files and the corresponding construction documents. The Government makes no representation regarding the accuracy or completeness of the electronic CADD files, nor does it make representation to the compatibility of these files with the Contractors hardware or software. In the event that a conflict arises between the signed and sealed construction documents prepared by the Government and the furnished CADD files, the signed and sealed construction documents shall govern. The Contractor is responsible for determining if any conflict exists. Use of these CADD files does not relieve the Contractor of duty to fully comply with the contract documents, including and without limitation, the need to check, confirm and coordinate the work of all contractors for the project.
If the Contractor uses, duplicates and/or modifies these electronic CADD files for use in producing construction drawings and data related to this contract, all previous indicia of ownership (seals, logos, signatures, initials and dates) shall be removed.
1.9 ELECTRONIC MAIL (E-MAIL) ADDRESS
The Contractor shall establish and maintain electronic mail (e-mail) capability along with the capability to open various electronic attachments in Microsoft, Adobe Acrobat, and other similar formats. Within 10 days after contract award, the Contractor shall provide the Contracting Officer

a single (only one) e-mail address for electronic communications from the
Contracting Officer and the 502 CES Project Manager related to this contract including, but not limited to contract documents, invoice information, request for proposals, submittals and other correspondence.
The Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes, terrorist threats, etc. Multiple email address will not be allowed.
It is the Contractor's responsibility to make timely distribution of all
Contracting Officer initiated e-mail with its own organization including field office(s). The Contractor shall promptly notify the Contracting
Officer, in writing, of any changes to this email address.

PROJECT MEETING

1.1 PRECONSTRUCTION CONFERENCE
After award of the contract and prior to the start of any construction work an authorized representative of the Contracting Officer will schedule and conduct a preconstruction conference. The Contractor's Project Manager, Superintendent, and Quality Control Manager will attend this meeting. The
Contractor is encouraged to have an officer of his company and representation from his sub-contractors at this conference. This conference will be held at the location specified by the Contracting Officer's authorized representative. Minutes of the meeting will be prepared by the
Government and signed by both the Contractor and the Contracting Officer.
The minutes shall become a part of the contract file.
1.1.1 Start of Construction Work
If the Contractor has submitted the Accident Prevention (Safety) Plan, Quality Control Plan, and Environmental Protection Plan for review prior to this meeting, these may be accepted into or accepted with comments at the conference. Work will not proceed until after this meeting has been held, the plans noted above have been accepted, and the Notice to Proceed has been received and acknowledged by the Contractor.
1.2 OTHER MEETINGS
Construction Quality Control meetings and conferences are specified in
Section 01 45 00.00 20 QUALITY CONTROL. Other meetings are specified in various Division 1 and technical sections.

1.2 ACCEPTANCE
Prior to the start of work, prepare and submit to the Contracting Officer for acceptance a construction schedule in the form of a Bar Chart Schedule in accordance with the terms in Contract Clause "FAR 52.236-15, Schedules for Construction Contracts," except as modified in this contract.
The acceptance of a Baseline Construction Schedule is a condition precedent to:
a. The Contractor starting work on the demolition or construction stage(s) of the contract.
b. Processing Contractor's invoice(s) for construction activities/items of work.
c. Review of any schedule updates.
Submittal of the Baseline Schedule, and subsequent schedule updates, is understood to be the Contractor's certification that the submitted schedule meets all of the requirements of the Contract Documents, represents the
Contractor's plan on how the work will be accomplished, and accurately reflects the work that has been accomplished and how it was sequenced
(as-built logic).
1.3 SCHEDULE FORMAT
1.3.1 Bar Chart Schedule
The Bar Chart must, as a minimum, show work activities, submittals, Government review periods, material/equipment delivery, utility outages, on-site construction, inspection, testing, and closeout activities. The
Bar Chart must be time scaled and generated using an electronic spreadsheet program.

1.3.2 Schedule Submittals and Procedures
Submit Bar Chart Schedules and updates in hard copy and on electronic media that is acceptable to the Contracting Officer. Submit an electronic back-up of the project schedule in an import format compatible with the
Government's scheduling program.
1.4 SCHEDULE MONTHLY UPDATES
Update the Construction Schedule at monthly intervals or when the schedule has been revised. The updated schedule must be kept current, reflecting actual activity progress and plan for completing the remaining work. Submit copies of purchase orders and confirmation of delivery dates as directed by the Contracting Officer.
a. Narrative Report: Provide with schedule updates. Identify and justify;
(1) Progress made in each area of the project
(2) Critical Path
(3) Date/time constraint(s), other than those required by the contract
(4) Changes in the following; added or deleted activities, original and remaining durations for activities that have not started, logic, milestones, planned sequence of operations, and critical path
(5) Status of Contract Completion Date and interim milestones;
(6) Current and anticipated delays (describe cause of delay and corrective actions(s) and mitigation measures to minimize);
(7) Description of current and future schedule problem areas.
Each entry in the narrative report must cite the respective Activity ID and
Activity Description, the date and reason for the change, and description of the change.
1.5 3-WEEK LOOK AHEAD SCHEDULE
Prepare and issue a 3-Week Look Ahead schedule to provide a more detailed day-to-day plan of upcoming work identified on the Construction Schedule.
Key the work plans to activity numbers when a NAS is required and update each week to show the planned work for the current and following two-week period. Additionally, include upcoming outages, closures, preparatory meetings, and initial meetings. Identify critical path activities on the
Three-Week Look Ahead Schedule. The detail work plans are to be bar chart type schedules, maintained separately from the Construction Schedule on an electronic spreadsheet program and printed on 8-1/2 by 11 inch sheets as directed by the Contracting Officer. Activities must not exceed 5 working days in duration and have sufficient level of detail to assign crews, tools and equipment required to complete the work. Deliver three hard copies and one electronic file of the 3-Week Look Ahead Schedule to the Contracting
Officer no later than 8 a.m. each Monday, and review during the weekly CQC
Coordination or Production Meeting.

1.6 CORRESPONDENCE AND TEST REPORTS:
All correspondence (e.g., letters, Requests for Information (RFIs), e-mails, meeting minute items, Production and QC Daily Reports, material delivery tickets, photographs) must reference Schedule Activities that are being addressed. All test reports (e.g., concrete, soil compaction, weld, pressure) must reference Schedule Activities that are being addressed.
1.7 ADDITIONAL SCHEDULING REQUIREMENTS
Any references to additional scheduling requirements, including systems to be inspected, tested and commissioned, that are located throughout the remainder of the Contract Documents, are subject to all requirements of this section.
