QUESTIONS relative to Solicitation Number: FA3016-18-R-0058 1.) Section 1.2.1.2. Item 4. At the end of the paragraph, it states Power Washing is not authorized.
QUESTION: Is that for abatement only or for the whole job? You cannot pressure wash for the abatement. As far as the rest of the building you may power wash to clean the surface with the following conditions. 1. The pressure must be set low enough not to damage the paint surface. 2. All water used in the operation must be collected and have a TCLP performed on the waste. No water allowed on the ground. 3. The use of detergents is forbidden.
2.) Section 1.2.1.2 Item 9. Contractor shall apply one coat of acrylic primer.
QUESTION: Is there a spec sheet or certain brand of primer that is recommended, or do we just provide submittals for what we will be using? You may submit any brand of primer. It will be reviewed and if it meets the requirement it will be approved.
3.) Section 1.2.1.2 Item 10. Contractor shall seal all windows with sealant. This applies to the sealant as well.
QUESTION: Is there a spec sheet or certain brand of primer that is recommended, or do we just provide submittals for what we will be using? You may submit any brand of primer. It will be reviewed and if it meets the requirement it will be approved.
4.) Section 1.2.1.2 Item 11. Contractor shall apply two coats of paint on all four sides of the building with acrylic paint.
QUESTION: Is there a spec sheet or certain brand of primer that is recommended, or do we just provide submittals for what we will be using? Also, on metal surfaces, would we need to use a DTM (Direct To Metal) Paint? You may submit any brand of primer. It will be reviewed and if it meets the requirement it will be approved.
5.) QUESTION: Is there a color on file for this building? The base standard for exterior is Sherwin Williams #37778.
6.) QUESTION: Will All Logos be repainted or just on one end of building? Just the one on the north side of the building.
7.) The work consists of exterior surface improvements at Hangar 6, the project includes the removal of existing paint on glass sections on the northern and south elevations, painting and sealing all windows, and the painting of concrete and aluminum surfaces on all four elevations of the building.
QUESTION: Are hanger door sides being described as North & South. Yes they are.
8.) The window areas to be wet-scraped on the North and South walls are approximately 2,000 SF each. The East and West sides will not require abatement? That is correct.
Two sides of the building are concrete and aluminum; approximately 12,000 SF total for both sides. The remaining two sides of the building are comprised of windows; approximately 8,000 SF for both sides. Unless the flight line side (road side does not have windows) is all windows then directions appear contradictory. The aluminum and concrete sides are the “road side and flight line side”. The hanger doors are all steel/windows with concrete corners. Only the widows on the North and South side are required to be abated.
QUESTION: Please consider a clarification to the directions with a clockwise ABCD to match up with the lead survey with “A” being the road side?
· 9.) According to the survey, Road side lower concrete has lead paint and we can assume the larger corners to be the same. Both Hanger Door sides have lead paint throughout. Flight line side has only one sample for the concrete wall and it was negative.
· Questions: Per the survey, only the flight line side is negative for lead paint. Will you please correct the SOW to reflect the lead paint survey results. Also, shouldn’t the flight line be considered positive since there is only one lead paint sample of the wall and the paint is homogenous with the other sides? Do you have record of repainting the flight line side to prove all 4 sides were not painted at the same time? All of the paint is considered hot. The surfaces are considered homogenous so if one is positive they are all positive.
· Question: Is the following correct: All windows will have paint removed completely and all walls will have loose paint removed and new paint applied over remaining old paint? That is correct. However the only windows that need abatement are on the North and South Walls.
· Post Site Visit Questions for FA3016-18-R-0058
· 1. Do we repaint the emblem at the top over hangar doors? Yes.
· 2. We don’t know how many glass panes are broken? If there are broken glass panes, how many are there and what do we do with the broken ones. Currently I know of no broken panes. If there are it should be less than 10%.
· 3. How would we retrieve a broken pane of glass if it falls between the hangar door and the wall inside? There is access inside the facility to the interior of the wall.
· 4. The gutters and downspouts appear to be new and probably have a baked on enamel finish on them, do we paint these also? Probably would void any warranty and paint would probably not stick. Baked enamel finish finish on the downspouts do not need painting.
· 5.On the project breakdown sheet it mentions gypsum board repairs, I assume that this portion of job has been deleted?
· A. As stated in Section L of the solicitation, Part II Technical Proposal (see amendment 0001) Attachment 11 – Sample Cost Estimate Breakdown; “Note: Items listed in the attachments are not all inclusive. Offerors are responsible for ensuring their approach meets the minimum requirement of the SOW.”
· 6.On project breakdown sheet, item #3 is confusing. Could you please go into a little more detail into what you are wanting here?
· 7.The sealant required at the windows is not specified, I’m assuming that silicone caulk is what you’re wanting. Is this correct? As long as the sealant will remain flexible and is manufactured for this type of application it will be acceptable.
