Questions

1. If current spec. sheet flooring is used, will we remove and reset toilets?

Response: Yes

2. If 8mm rubber is used, proper install is for removal and reset of toilets will this be expected?

Response: Yes

3. If 8mm rubber is used will caulking around the current drains be acceptable due to the new height differences?

Response: Yes

4. How will any unforeseen sheet rock issues, if any, be handled after removal of 6’’ rubber base?

Response: Repair damaged gypsum wall board backing before reapplying base

5. How many rooms will be out of service at once?

Response: In Wing A, 3 rooms will be vacant, Wing B and Wing C have 2 rooms to be vacant—total of 7 rooms.

6. Attic Stock- SOW Section 3.2.4.1 states 10%- Safe Landings does not allow any components other than the carpet toppings to be left, also with these materials being so expensive could 3% to 4% be allowed to help with budget?

Response: 4%

7. Should potential bidders for the project, anticipate that the carpet portion of the project will be managed, executed, and inspected as a typical Keesler Carpet project and expecting that the more stringent performance and product standards (FC 4-740-14F, 07 July 2015 DRAFT) associated with CDC flooring projects will not be held as part of the flooring contactors responsibility?

Response: Wing A only for FC 4-740-14F for shock absorbing requirement, and Section 01 10 10 for Wing B and C, but will not have the shock absorbing requirement.

8. Should it be determined that the Typical base Standards for carpeting are insufficient for the Air Force Child Development Center at Keesler identified as CLIN 001, and that FC 4-740-14F is not used as the guiding Facilities Criteria document, can you identify specifically which FC or UFC will be used to establish product, safety, installation, performance etc. standards for the flooring requirements?

Response: Per Section 01 10 10 and FC 4-740-14F of the revised specs.

9. Unable to confirm that the carpet products called out in the SOW’s “Provide and install new carpet tile flooring 24” x 24” as indicated on drawings (approximately 573+- SY)…” meet some of the requirements (such as ASTM 1292 and ASTM F 2373) as required.

Even if a manufacturer provides a satisfactory test, they will likely be unable to meet the 5-year requirement. How is this to be addressed by potential Contractors.

Response: Only Wing A. Safelandings is a 10-year warranty IAW the specs.

10. If the product "Shock Absorbing Flooring System" identified in the FC 4-740-14F part of the eventual requirements, shall it be treated as a "sole proprietary product" in the Child Activity?

Response: Yes, only Wing A

11. Unable to find the ETL identified as ETL-07-4, could the narrative of the ETL be provided?

Response: UFGS 09-68-00.

12. Are the two trades, see below, expected to be installed in the same areas at the same time?

Response: Yes

a. Fire Alarm System and Mass Notification Systems

b. Carpet Replacement

13. The flooring products will need to be acclimated to the building conditions for at least the immediate 72 continuous hours before the installation of most of these products.

Will each wing have a space large enough to accommodate the acclimation of these products, to include lay down spaces on the interior of the building for some of the product to lay flat. (This will require scheduling that can be depended upon).

Response: Yes, see question #5. To be scheduled after the requirement is awarded.

14. Have any previous renovations created voids behind the 6” base which need to be accounted for in the bid. If the facility is outfitted with wainscoting currently, this feature has a tendency to minimize the problem of excessive potential pinch points for the children. Typical base is installed for visual considerations, base in areas where the children are requires special attention.

Response: No notable issues with base voids.

15. The contractor is responsible for moving furniture and equipment as necessary, shall all other incidental items be removed by government personnel before the space is turned over to the contractor?

Response: Yes

16. Should AF Services standards be required and "vulcanized rubber" is installed, typical base cleaning procedures may prove to be inadequate to keep the flooring cleaned to the standards necessary for a space where children are physically on the floor. Could you entertain requiring the flooring contractor to provide a PRE install class regarding education concerning cleaning procedures and equipment required for the customer, and other base personnel associated with floor cleaning?

Response: No.

17. Part of your products have a clause that "requires" a manufacturer’s representative be present during the installation. This need to be addressed in such a manner that the manufacturer can be satisfied and approves at the beginning of the installation, or do you expect to have a manufacturer's representative on site for the duration of the project.

Response: Yes. During installation only.

18. Where furniture is expected to be moved to (and how far away) while spaces are being used for installation and or acclamation.

Response: Contractor does need to provide containers/PODS. The containers can be located around the building and in a designated area of parking lot (lay down area) adjacent to the building.

19. Does the Government expect (and will a customer's representative be made available) to spend two days with the flooring contractors advance personnel (one to two people) to learn the customers routine to collaborate and understand how to make a plan that will minimize interruption to the customer?

Response: No.

20. Does the building or any of the spaces to be renovated in the flooring portion of this contract require any "Lead Paint Protocols"?

Response: No

21. Will it be necessary to have an escort in any portion of the project during the installation? If so, what are the protocols, procedures and any additional cost or time constraints?

Response: No.

22. Concerning Child Activity Rooms (CARs), are there ANY spaces which will require mandatory sizes (other than, as called for in drawings and specifications) that will have ANY heightened requirements above those currently called for?

Response: Spaces are per the CDC guidelines and FC 4-740-14F.

23. The Shock Absorbing Carpet System requires broadloom as the top layer of the system, carpet tile cannot be used. What is the disposition of product sections?

Response: Only Wing A will have the SafeLanding shock absorbing carpet system.

24. The current selections for carpet tile are loop, your details require a "bonded" carpet.

Bonded carpets are traditional cut piles, which are disallowed in the specification section. How do you wish to handle this?

Response: Refer to the added Specs IAW 9.6.3.1 of Section 01 10 10.

25. Does the Customer require any painting above the top of the 6" rubber base (but not more than 24" above the floor) in order that the entire area will carry a completed "like new" appearance?

Response: It is not expected for any of the wall above the 6” base will be a different color than the rest of the wall.

26. In order to have a seamless floor in the apace associated with the toilets, the installation should be done in such a manner as to remove the toilets and barriers, install the flooring product (on an open and clean space) and replace the toilets immediately after flooring products are installed during the time of the installation of that space. Recognizing this, the flooring contractor should replace the toilet wear products with new commercial grade fixture components (while the toilets are already off the floor) to reduce cost and leakage for the foreseeable future.)

Response: No new outlets

27. Door transition (to the outside) should be evaluated to see if this needs to be addressed while the flooring is being worked on, can this be evaluated and put into the requirements section if it is found to be useful?

Response: No, this is not expected to be an issue

28. Many of the areas that would typically require Shock Absorbing Carpeting Systems appears to be installed with a curved installation. This can be done but the cost and waste will be very expensive if the Shock Absorbing Carpeting System is used.

Response: Only Wing A will require shock absorbing system

29. The specifications list products which are sheet vinyl in spaces where rubber is also called for in the "Classrooms" which do you require?

Response: Wing A, Rubber. Wing B & C are sheet vinyl.

30. The CMA Milliken’s Nordic Stories (Organic) –Tectonic is no longer on the Air Force

Carpet I Contract. Only Shaw, Mohawk and J&J still have products on the AF Contract and the new carpet providers are to be chosen before the end of the calendar year.

How should this be handled if none of the manufactures are available at the time orders need to be placed?

Response: It is expected that funds will become available and the Government will award by 30 September 2022; allowing the awardee to place the carpet order before the ordering expiration date of 18 October 2022. If award is not made by 30 September 2022, the Government will determine the best course of action on how to move forward.

31. Is this project to be performed under the 01 10 10 Design Requirements Child Development Centers dated 07/29/2009.

Response: Yes, exception only Wing A with Safelandings.

32. Is this project to be performed under the ufc_4_740_14F dated 07 July 2015?

Response: Yes, only Wing A. Section 01 10 10 for Wing B and Wing C.

33. Is it the expectation that a flooring contractor will require previous past-history of routinely ripping up, removing and installing occupied spaces? YES. If so, what standard of experience do you require?

Response: Offers will be evaluated IAW Section M of the Solicitation.

34. Child Development Center (CDC) flooring is typically provided by a limited number of flooring installers nationally, as such, finding installation contractors that have adequate previous positive experience may be limited. If this becomes a problem, is there a potential of breaking the Contract up in such a manner that the Fire Alarm System and Mass Notification System stand alone and separate from the Carpet Replacement. If so, is there thought of broadening the set aside classification in order to get adequate competition?

Response: The Government has no expectation to separate the trade specialties or the set aside classification for this requirement. As this is one combined project, it will be up to the contractor to break up the project given the same amount of time to complete both trades.

35. Is this job sales tax exempt?

Response: No
