About this file

This Performance Work Statement (PWS) issued by the 81st Civil Engineer Squadron (81 CES) at Keesler AFB, Mississippi, establishes requirements for comprehensive mold sanitization services across three designated buildings. The contractor must complete all work within a 90-calendar-day period of performance, with normal work hours Monday through Friday from 0700 to 1600 local time, excluding federal holidays. Alternate work schedules may be approved by the Contracting Officer if they do not result in additional government costs.

The scope encompasses mold cleaning and sanitization in Building 4116 – Dolan Hall (Rooms 102, 106, and 9 stairwells), Building 2603 – Trent Lott Hall (43 designated rooms and common areas), and Building 6902 – Jones Hall (52 designated rooms and common areas). The contractor must provide all management, personnel, tools, supplies, personal protective equipment, containment materials, transportation, and waste disposal. Core cleaning requirements include ceiling system restoration with 20 percent ceiling tile replacement per facility; HEPA vacuuming and sanitization of structural surfaces; cleaning and disinfection of all HVAC supply, return, and exhaust vents; application of plant-based, non-toxic antimicrobial agents to inhibit future mold growth; professional carpet cleaning with sanitizing agents; and careful cleaning of sensitive IT equipment without causing damage. All hazardous waste must be bagged, sealed, and disposed of off-site in compliance with environmental regulations with no overnight storage on base. Post-cleaning verification requires joint inspection with government representatives achieving zero visible mold, zero residual odors, and confirmation of a dry, clean environment. Performance metrics require 100 percent visible mold clearance, 100 percent antimicrobial coverage, 100 percent legal debris disposal compliance, and 95 percent responsiveness to administrative requests within four business hours. The contract mandates appointment of a single point of contact (Project Manager) and imposes full contractor accountability for subcontractor performance and regulatory compliance with OSHA, EPA, Mississippi Department of Environmental Quality, and applicable federal, state, and local standards.

2.2 Period of Performance

The Period of Performance for this work is Ninety (90) calendar days. The work can be accomplished in each of the facilities at the same time. The contractor shall coordinate access into the facilities with the building facility manager and Civil Engineering Operations prior to the start of cleaning.

2.2.1 Phasing

Each of the facilities can be cleaned concurrently. Access to all buildings shall be coordinated with the building managers for room availability and phasing. The JMATS section of Lott Hall has operations daily, so the contractor can have access to this area during non-standard duty hours with prior coordination of the facility manager and 81 CONS.

2.3 Hours of Operation

Normal Work Hours: Work shall be performed Monday through Friday, from 0700 to 1600 local time, excluding US Federal Holidays. Contractor personnel are expected to be available and actively performing services during these core hours.

The Contractor must ensure all operations are conducted in strict compliance with federal, state, and local standards. Key regulatory frameworks include, but are not limited to:

• OSHA Standards: 29 CFR 1910 (General Industry) and 1926 (Construction), specifically regarding

Personal Protective Equipment (PPE) and respiratory protection.

• Mississippi Department of Environmental Quality (MDEQ) requirements for waste handling and disposal.

3.0 Performance Requirements and Specific Tasks

The Contractor is responsible for delivering a certified mold-free indoor environment across all target locations. The following tasks define the required performance outcomes.

3.1 Workspace Preparation and Containment (All Areas)

• Isolate Contaminated Zones: Establish temporary containment barriers, if required, (e.g., plastic sheeting, partition walls) to prevent the migration of mold spores into non-affected areas of the buildings. The contractor shall notify the contracting officer if these measures are required prior to starting work.
