Originator: 81st Civil Engineer Squadron (81 CES)
Date: August 24, 2026
1.0 Mission and Overview
1.1 Background and Introduction
The 81st Civil Engineer Squadron (81 CES) requires professional mold cleaning services at Buildings 4116, 2603, and 6902, located at Keesler AFB, Mississippi. Spores and active mold growth present safety and health hazards to base personnel and risk compromising structural elements and government equipment. This Performance Work Statement (PWS) defines the requirements for comprehensive mold sanitization.
1.2 Scope of Work
The Contractor shall provide all management, personnel, tools, supplies, protective equipment (PPE), containment materials, transportation, and waste disposal necessary to perform mold sanitization in specified rooms and common areas. All activities must be performed in a manner that maintains a safe environment for all base personnel and strictly adheres to OSHA, EPA, Mississippi Department of Environmental Quality (MDEQ), and all other federal, state, and local environmental standards.
2.0 General Information
2.1 Place of Performance and Access
All services shall be performed on-site at Keesler AFB, Mississippi, specifically targeting designated areas within:
• Building 4116 – Dolan Hall (Rooms 102, 106, and 9 Stairwells)
• Building 2603 – Trent Lott Hall (Designated rooms and common areas)

2.2 Period of Performance
The Period of Performance for this work is Ninety (90) calendar days. The work can be accomplished in each of the facilities at the same time. The contractor shall coordinate access into the facilities with the building facility manager and Civil Engineering Operations prior to the start of cleaning.
2.3 Hours of Operation
Normal Work Hours: Work shall be performed Monday through Friday, from 0700 to 1600 local time, excluding US Federal Holidays. Contractor personnel are expected to be available and actively performing services during these core hours.
Alternate Work Schedules (AWS): An alternate work schedule may be requested by the Contractor and approved by the Contracting Officer (CO), provided it does not result in additional cost to the Government.
2.4 Regulatory Compliance and Safety
The Contractor must ensure all operations are conducted in strict compliance with federal, state, and local standards. Key regulatory frameworks include, but are not limited to:
• OSHA Standards: 29 CFR 1910 (General Industry) and 1926 (Construction), specifically regarding Personal Protective Equipment (PPE) and respiratory protection.
• EPA Guidelines: “Mold Remediation in Schools and Commercial Buildings.”
• Mississippi Department of Environmental Quality (MDEQ) requirements for waste handling and disposal.
3.0 Performance Requirements and Specific Tasks
The Contractor is responsible for delivering a certified mold-free indoor environment across all target locations. The following tasks define the required performance outcomes.
3.1 Workspace Preparation and Containment (All Areas)
• Isolate Contaminated Zones: Establish temporary containment barriers, if required, (e.g., plastic sheeting, partition walls) to prevent the migration of mold spores into non-affected areas of the buildings. The contractor shall notify the contracting officer if these measures are required prior to starting work.
• Negative Pressure and Filtration: If required, install and run continuous HEPA-filtered air scrubbers during all cleaning, removal, and disturbance tasks to maintain negative air pressure and clear airborne particulates. The contractor shall notify the contracting officer if these measures are required prior to starting work.
• Personal Protective Equipment (PPE): Ensure all personnel are fitted with appropriate PPE (respirators, suits, gloves) in compliance with safety regulations before commencing work.
3.2 Specific Building Requirements and Locations
3.2.1 Building 4116 – Dolan Hall
Target Locations: Rooms 102 & 106, and Nine (9) Stairwells.
Outcome Requirements: Complete mold cleaning resulting in a certified mold-free state, covering the ceiling grid, walls, flooring, equipment surfaces, and air pathways.
3.2.2 Building 2603 – Trent Lott Hall

Outcome Requirements: Complete mold cleaning resulting in a certified mold-free state, covering the ceiling grid, walls, flooring, equipment surfaces, and air pathways.
3.2.3 Building 6902 – Jones Hall
Target Locations: Rooms 106, 108, 107, 111, 112, 113, 114, 115, 116, 117, 118, 119, 120, 121, 124, 126, 127, 128, 129, 143, 145, 146, 147, 148, 149, 132, 133, 134, 135, 136, 137, 138, 139, 140, 141, 155, 157, 212, 217, 234, 236, 237, 246, 248, 250, 251, 263, 264, 252, and 258.
Outcome Requirements: Complete mold cleaning resulting in a certified mold-free state, covering the ceiling grid, walls, flooring, equipment surfaces, and air pathways.
3.3 Core Cleaning Outcomes (Applicable to Buildings 4116, 2603, & 6902) For each target area listed above, the Contractor shall achieve the following cleaning and sanitation standards:
• Ceiling System Restoration: Assess and remove all affected/damaged suspended ceiling tiles. Clean and sanitize the suspended ceiling grid structure to remove all biological residue.
• Attic and Above-Grid Spaces: Inspect above-grid systems and ducting. If active mold is present, clean, sanitize, and wipe down ducting and attic-space surfaces. If no active mold is found above-grid, execute HEPA-vacuuming and apply a disinfecting fog/spray to the space.
• HVAC Air Pathways: If required, clean and disinfect all supply, return, and exhaust vents and registers in the target rooms.
• Structural Surfaces (Walls and Floors): Execute HEPA vacuuming on all walls and hard surfaces to capture loose spores. Scrub and clean all walls, removing all visible biological growth. Apply a plant-based, non-toxic antimicrobial agent to all walls and floors to inhibit future mold growth. Carry out professional carpet cleaning, incorporating sanitizing agents to eradicate deeper spores.
• Sensitive Equipment Protection & Cleaning (Secure Areas): Carefully apply antimicrobial cleaners and wipe all surface components of computers, peripheral IT gear, desks, tables, and ancillary furniture in secure spaces without damaging electronics. Disinfect and clean all chairs.
• Volumetric Sanitization: If required, conduct Ultra-Low Volume (ULV) fogging using a plant-based, professional-grade antimicrobial disinfectant to neutralize airborne spores and inaccessible surface areas. The contractor shall notify the contracting officer if these measures are required prior to starting work.
• Debris and Hazardous Waste Disposal: Bag, seal, transport, and legally dispose of all contaminated materials (ceiling tiles, cleaning wipes, PPE) in compliance with environmental regulations. Do not leave hazardous biological waste on base property overnight.
3.4 Post-Cleaning Verification and Clearance
• Joint Inspection: The Contractor shall perform a physical clearance inspection in partnership with the Government representative (e.g., Contracting Officer Representative / Base Bioenvironmental / Civil Engineer Inspector).
• Clearance Criteria: Zero visible mold, zero residual odors, and a dry, clean physical environment must be verified for successful completion.
4.0 Contract Administration and Program Management
4.1 Business Relations and Coordination
The Contractor shall integrate and coordinate all operational phases to execute the contract requirements efficiently. The Contractor is expected to maintain highly effective communication, providing timely and complete identification of project risks, active corrective action plans, responsive subcontractor management, and a highly professional, ethical demeanor among all on-site personnel.
