About this file

This is a Questions and Answers (Q&A) document for federal contract solicitation FA301026Q0035, containing 90 clarifications regarding a mold cleaning and sanitization project across three buildings.

The project requires surface cleaning and sanitization of designated rooms in three buildings (Dolan Hall, Jones Hall, and Trent Lott Hall/Building 2603). The scope is limited to cleaning only—not mold remediation or correction of underlying moisture conditions. Contractors must perform HEPA vacuuming and damp/wet wiping of all accessible surfaces, clean and disinfect supply, return, and exhaust vents and registers, and replace visibly contaminated ceiling tiles (not to exceed 20% of building total per location). Ceiling tile sizes are 2' x 2'. Containment barriers are contractor-determined based on mold severity. The proposal deadline was extended to September 1, 2026 at 8:00 a.m. CDT. Contractors must submit an SF1449 form. Post-cleaning acceptance is based solely on visual inspection; no air sampling, surface sampling, laboratory analysis, or third-party testing is required. Contractors are cleared of responsibility for subsequent mold growth after Government acceptance. Cubicles will not be removed; contractors clean around them. No interior ductwork cleaning, attic space cleaning, interstitial space cleaning, wood panel removal, or flight simulator cleaning is required. The Government will not provide lifts or correct HVAC/humidity conditions prior to work commencement. All logistics and staging must be coordinated with Facility Managers at each building. Revised drawings with correct room numbers and square footage information are available as attachments.

Q# Question Response

1 What are the square footages for these affected rooms in these buildings? See attached revised drawings.

One question we already have concerns the air stream cleaning. I'm not sure about Dolan Hall, but Lott Hall and Jones Hall have an open air return plenum that utilizes the space above the ceiling tiles as the return ductwork, which is a large area. If mold is found in one part of the open-air return, should we consider the entire airstream contaminated, as mold spores may be present but not visible? No. Exterior cleaning of the visible parts of the system are required.

Were there any tests completed prior to this posting on any of the areas mentioned? This will also help clarify the state of any excluded areas in the serviced buildings. No testing was done.

Would the Government extend the quote deadline to Wednesday, September 2, 2026 at 12:00 p.m. CDT? Proposal deadline is extended to 1 September 2026 at 8:00am CDT.

Please provide a marked drawing or crosswalk connecting each PWS room and stairwell to its drawing identifier, floor, square footage, ceiling type and height, and available above-grid clearance. Our reading identifies 97 unique rooms and nine stairwells because Building 2603 Room 40 appears twice.

Please confirm the intended count and identify any common areas included beyond the nine stairwells. See attached revised drawings.

Please provide any available condition assessment, mold testing, moisture readings, facility reports, or current photographs. Please identify known visible growth by room, surface, and approximate extent; affected ceiling-tile quantities; known above-grid or HVAC involvement; and whether the moisture sources have been corrected and the spaces are dry. No testing was done.

Can you provide photos of the affected rooms?

Contractors had opportunity to take photos during site visit. No other photos provided.

Please confirm that the required work is cleaning and sanitization plus removal and disposal of affected or damaged ceiling tiles. Please confirm that replacement ceiling tiles, drywall or insulation removal, flooring replacement, painting, reconstruction, and moisture-source repair are not included unless specifically identified. If any such work is included, please provide the locations and quantities.

Requirement is surface cleaning only. Replacement of ceiling tiles is NTE 20% of building total.

Please provide available asbestos, lead, or other hazardous-material survey information applicable to ceiling tiles, adhesives, coatings, insulation, and above-grid materials that may be disturbed. If no survey is available, please identify which party would be responsible for testing before disturbance. Requirement is surface cleaning only. Wall panel removal is not required.

Please provide the QASP if available and identify required closeout records such as room-level signoffs, before-and-after photographs, daily reports, product records, and disposal receipts.

Government will conduct visual inspection of areas. Sampling and testing is not required.

Section L directs offerors to complete and sign an SF1442, but the package contains an SF1449 and no SF1442. Please confirm that offerors should complete and sign the included SF1449. Please sign and submit the SF1449.

What defines an affected ceiling tile that needs to be discarded? Can a percentage contingency be submitted within the proposal for ceiling tile replacement since we will not know the integrity of each tile that faces the deck.

Recommend 25% contingency for ceiling tile replacement in each building. Anything beyond would need a change order.

Visibly contaminated ceiling tiles shall be replaced. Replacement of ceiling tiles is NTE 20% of building total.

Will there be any storage nearby to store unaffected ceiling tiles while the grid is cleaned or are they expected to stay withing the affected room/corridor?

Storage space will be identified within each facility with coordination of the respective Facility Manager.

Is there any insulation above the grid in any affected areas? No insulation is identified or required to be cleaned.

19 Please confirm ceiling light fixtures and lens are not to be removed and/or cleaned. Light fixtures and lenses are not required to be cleaned.

Will cubicles be removed from rooms by base personnel?

Cubicles will not be removed. Contractor shall clean around cubibles as needed.

21 Will staff personal possessions and wall hanging be removed prior to crews cleaning? Yes. Occupants will be responsible for removing/replacing personal items.

Can a corridor be closed off with containment from start to finish or should crews plan on erecting containments down the center of the corridor? If the center is preferred this may cause problems with visual final inspections.

Coordination with Facility Managers to close off corridors. Contractor shall plan for maintaining occupant access to rooms not being cleaned in affected hallways.

23 Is the reported 9’ space between floors 1 & 2 in Trent Lott Building part of the cleaning scope? No. Cleaning interstitial spaces is not part of the requirement.

24 Please confirm interior duct work cleaning is not part of the cleaning. Confirmed. Interior duct cleaning is not required.

If only certain contents are to be cleaned, please identify the categories of contents that should be included or excluded from the Contractor's pricing.

Contractor shall include all existing furniture, equipment and fixtures in the cleaning. Personal items are not part of the requirement.

Please clarify the required scope of HVAC cleaning. Is the Contractor expected to perform complete interior cleaning of the HVAC ductwork, or is the required scope limited to accessible registers, supply vents, return vents/grilles, and similar components? If interior duct cleaning is required, please identify the extent of ductwork to be cleaned. Requirement is surface cleaning only for HVAC componenets.

Please confirm whether the Contractor should include HEPA vacuuming, followed by damp/wet wiping, of all accessible surfaces and structural components within each designated contaminated area, including walls, ceilings, floors, doors, trim, fixtures, and other exposed building components. Confirmed. Contractor shall vacuum and wipe all cleaned areas.

Room 113 in Jones Hall appears to require removal/demolition of the lower wood-paneled wall system to properly address the affected area. Please confirm whether removal of this wall system is acceptable. If demolition is acceptable, please clarify whether the Contractor is responsible for reconstruction/replacement of the removed materials, or whether the Contractor's responsibility ends following demolition, cleaning, and sanitization of the exposed area. Wood panels are not required to be removed.

Please confirm that the intent of this contract is to perform the cleaning and sanitization activities specifically identified in the PWS, rather than to correct the underlying moisture conditions or other building deficiencies that may be contributing to mold growth. Additionally, please confirm that the correction of moisture intrusion, humidity conditions, HVAC deficiencies, building-envelope deficiencies, or other underlying causes of mold growth is outside the Contractor's scope.

Confirmed. The requirement is for surface cleaning only. Contractor is not responsible for repairs to mechanical systems.

Please clarify the Contractor's responsibility regarding recurrence of mold following completion and Government acceptance of the contracted work. Specifically, if the Contractor completes the required cleaning/sanitization in accordance with the PWS and the work is accepted by the Government, will the Contractor have any responsibility for subsequent mold growth resulting from moisture intrusion, elevated humidity, HVAC conditions, building-envelope deficiencies, or other conditions outside the Contractor's scope of work and control?

Contractor shall be cleared of any further responsibility after the cleaned areas have been accepted by the government.

Please clarify the required treatment of plenum and above-ceiling spaces within the designated contaminated areas.

Should the Contractor include HEPA vacuuming and damp/wet wiping components above the ceiling grid, including the underside of the deck/ceiling, walls, structural framing/beams, piping, conduit, mechanical components, ductwork exteriors, cable trays, and other accessible surfaces? Or is the Government's intended scope for these areas limited to ULV fogging/application of the specified antimicrobial product? If a combination of physical cleaning and ULV application is required, please identify which above grid surfaces/components require HEPA vacuuming and damp wiping.

Exact locations are not known for containment, ULV, HVAC, above ceiling treatment. These treatments NTE 1 space per building. Requirement is surface cleaning only for HVAC componenets.

Please confirm whether the Contractor should include cleaning of all carpeting located within each designated contaminated area. Will the Government designate an authorized Point of Contact (POC) who can make or approve determinations regarding contents that are considered non-salvageable or unsuitable for cleaning, including upholstered furniture, heavily contaminated porous materials, paper products, documents, and similar items?

Each facility will have a POC to consider these concerns. Contractor shall coordinate with Facility Managers.

Several designated areas appear to require removal or relocation of office cubicles, desks, furniture, and/or equipment to provide access to contaminated surfaces. Please confirm whether the Contractor is responsible for disassembly, relocation, and subsequent reinstallation/reassembly of these items following completion of cleaning and Government inspection/acceptance of the area. If reinstallation is required, please confirm that the Contractor is not responsible for reconnecting electrical, data, communications, or other systems associated with the cubicles/workstations.

Cubicles will not be removed. Contractor shall clean around cubicles as needed.

Please confirm whether the Contractor's cleaning responsibilities are limited to the specific rooms/areas identified in the PWS, or whether the Contractor should also include adjacent/common areas such as hallways, corridors, lobbies, restrooms, and other shared spaces. If common areas are included, please identify the applicable areas so that all offerors can price the same scope. Cleaning shall only be accomplished within rooms/spaces identified in PWS.

Please identify the specific criteria the Government will use to determine satisfactory completion and acceptance of each cleaned area. For example, will acceptance be based upon visual inspection and confirmation that the PWS cleaning procedures have been completed, or will additional objective criteria, sampling, testing, or documentation be required?

Government will conduct visual inspection of areas. Sampling and testing is not required.

In one of the rooms in Jones’s Hall it was said that the wall paneling will need to be removed to clean behind it. All walls in Jones Hall that have gypsum board are known to contain asbestos. Therefore, removing this paneling (or anything fastened to gypsum wall board) will not be possible without potentially disturbing asbestos. Please clarify how the contractor will successfully clean these areas without disturbing asbestos containing gypsum wall board or other ACM materials? Wood panels are not required to be removed.

85 Have HazMat surveys been performed in all buildings to determine if and where asbestos is present on materials such as gypsum wall board, pipe insulation, etc.? No testing was done. Post testing is not reqired.

86 The SOW requires “a certified mold-free indoor environment across all target locations. Please define "certified mold free environment." A cleaned/sanitized environment showing no visible signs of mold.

87 Being the source of the mold growth issue is not corrected prior to performing mold sanitization, how can the contractor provide a certified mold free environment? The expectation would be mold free at the time of completion.

88 If the scope is to clean/sanitize target locations and NOT perform a mold remediation, how can the contractor guarantee a certified mold free environment?

No guarantee is expected since we are not looking for remediation, only clean/sanitize.

89 If the clearance criteria is visual only how will it be determined what is acceptable for clearance. For example, upon inspection how would it be determined what is mold staining on previously cleaned surfaces versus active mold growth?

Visual inspection shall be conducted after cleaning. Contractor can identify stained areas that cannot be cleaned prior to acceptance.

The SOW mentions containments and negative pressure air filtration if required. Being that mold contamination is not isolated to certain areas of these buildings (but throughout the ac systems and entire buildings to some degree) how can the contractor determine “if” or “where” containment or negative pressure would be required? Contractor shall determined the reasonable execution method.
