About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a federal contract opportunity. The amendment extends the proposal due date from 25 August 2025 to 2 September 2025, changes the response due time from 11:00 AM to 08:00 AM, and updates several contract line items (CLINs). Key modifications include changing descriptions for unscheduled dumpster services and government-furnished equipment repair for the base period and multiple option periods, with most CLINs now noting that the amount will be "determined upon award".

The solicitation will be evaluated using the Lowest Price Technically Acceptable (LPTA) method, with evaluation factors including price, technical proposal, and past performance. Offerors must provide unit prices for various unscheduled dumpster services and equipment repair, with the government adding total prices for all options to calculate the Total Evaluated Price (TEP). Two key attachments were updated: the Performance Work Statement (dated 20250822) and the Government Furnished Property List. The contract appears to be administered by FA3010 (Air Force Contracting Command) with a response submission deadline of 2 September 2025 at 08:00 AM.

Evaluation Factors for Award

Additional Regulation or Supplemental Clauses Incorporated by Full Text

The following Clause modifications were made:

52.212-2 Evaluation-Commercial Products and Commercial Services. Nov 2021 hereby reads as follows:

Evaluation-Commercial Products and Commercial Services (Nov 2021)

(a)(1) This acquisition will be evaluated using the Lowest Price Technically Acceptable (LPTA) method. To be considered for award, an Offeror's proposal must conform to all solicitation requirements and the Offeror must be deemed responsible. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable and the proposal, therefore, ineligible for award. While the Government will strive for maximum objectivity, the evaluation process is subjective by nature and, therefore, professional judgement is implicit throughout the entire process.

(2) Evaluation factors are:

I. Price II. Technical III. Past Performance

(3) An Offeror may be asked to clarify certain aspects of its proposal (e.g., the relevance of past performance information) or respond to adverse past performance information to which the Offeror has not previously had an opportunity to respond. Exchanges conducted with regard to adverse past performance or to resolve minor or clerical errors will not constitute discussions, and the Government reserves the right to award a contract without the opportunity for proposal revision.

(4) For the purpose of conducting evaluations, the Government will first rank all proposals by Total Evaluated Price (TEP), the total sum of all CLINs, calculated in accordance with the procedures outlined in Instructions, Conditions, & Notices to Offerors or Quoters. Then, the Government will evaluate Part II, Technical Proposal of the Offeror presenting the lowest TEP. If the Technical Proposal is rated "Acceptable", past performance will be reviewed for acceptability and award shall be made to that Offeror without entering into discussions or conducting technical evaluations on other proposals, as this represents the best value to the Government. If the offeror's past performance is not determined to be acceptable, a technical evaluation will be conducted on the next lowest offeror's technical proposal. If the lowest priced proposal does not have an acceptable technical proposal, the Government shall evaluate the Offeror presenting the second-lowest TEP in accordance with paragraph 4 above. If the second-lowest priced proposal does not have an acceptable technical proposal, the Government shall evaluate the Offeror presenting the third-lowest TEP (and so forth) until the LPTA offer is identified. Written notices shall be provided to unsuccessful Offeror(s) as appropriate.

(5) Though it is the Government's intent to award without discussions, the Government may hold discussions if determined to be in its best interest. If, during the evaluation period, it is determined to be in the best interest of the Government to hold discussions, Offeror responses to Evaluation Notices and the Final Proposal Revision (FPR) will be considered in making the source selection decision. If the Offeror's proposal has been evaluated as Acceptable at the time discussions are closed, changes or exceptions in the FPR are subject to evaluation and may render the Offeror's proposal unacceptable and ineligible for award.

(6) The Government will consider, throughout the evaluation, the "correction potential" of any deficiency. The judgment of such "correction potential" is within the sole discretion of the Government. If an aspect of an offeror's proposal does not meet the Government's requirements and is not considered correctable, the offeror may be eliminated from the competitive range.

: Price proposals will be evaluated for completeness, fair and reasonableness, and Total Evaluated Price (TEP). A. Price Proposal

(1) Completeness The Government will review the pricing submissions for completeness and compliance with solicitation clause FAR 52.212-1 and solicitation Instructions to Offerors.

(2) Fair and Reasonableness The offeror's Price proposal will be evaluated using price analysis in accordance with FAR 15.404-1(b) adequate price competition or DFARS 215.371-3 if only one offer is received.

(3) Total Evaluated Price (TEP) The Government will add the total price for all options to the total price for the basic requirement to arrive at a total evaluated price (TEP). The TEP will be calculated as:

(i) The sum of the extended prices (unit quantity multiplied by unit price) for CLINs 0001 - 0003, 0006 - 0009, and 0011 - 0014, the unit price for Not To Exceed (NTE) CLINs 0004, 0005 and 0010, base performance period, and option periods I through IV; and

(ii) To account for the maximum six-month extension possible under the clause at FAR 52.217-8, Option to Extend Services, the Government will take the proposed price of the final option period (CLIN 4001 through 4014), prorate it to a six-month value, and add that amount to the sum of all CLINs. The resulting amount will be the TEP. Evaluation of options shall not obligate the Government to exercise the option(s). In the event the Government cancels the contract instead of exercising the next option year, the Government will use the proposed price of the current option period to calculate the six-month extension pricing.

The offeror's technical proposal must include all the planned activities the offeror will use to meet the service requirements in accordance B. Technical Proposal:

with the Performance Work Statement. The technical evaluation will determine if the proposal clearly meets the minimum requirements of the solicitation identified in Instructions, Conditions & Notices to Offerors. Technical proposals will receive a technical rating of acceptable or unacceptable.

Past performance will be reviewed to confirm no Marginal or lower ratings exist. The CO shall seek recent and relevant past performance C. Past Performance:

information based on the past and present efforts provided by the offeror (ex: past performance questionnaires) and data independently obtained from other government and commercial sources (ex: Contractor Performance Assessment Reporting System (CPARS) ratings).

Past Performance will be limited to work performed in the last 5 years from the issue date of the solicitation. Relevant performance includes performance of efforts involving requirements that are similar in scope and complexity to the effort described in this solicitation.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not readily available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2) (iv)). Therefore, the offeror shall be determined to have unknown (or "neutral") past performance. In the context of acceptability/unacceptability, a neutral rating shall have no impact on the offeror's overall Technical Proposal rating.

Pursuant to evaluation of all technical factors, the offeror's proposal will receive an overall rating of either "Acceptable," or "Unacceptable" using the rating and descriptions in the table below:

Rating Description

Acceptable No marginal or lower rating exists in the offeror's performance record, or the offeror's performance record is unknown (neutral).

Unacceptable Marginal or lower rating exists in the offeror's performance record.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offeror's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
