About this file
This is a Questions and Answers document dated January 27, 2025, addressing 67 questions about a camera system installation project for Det 2 at Fort Meade, MD. The document clarifies technical requirements including: 6MP (3075x2048) camera resolution, 20x zoom ratio for PTZ cameras, integrated audio capability for all cameras, motion-triggered video storage for 6 months, and the requirement for one viewing station capable of displaying 6 camera views simultaneously.
Key implementation details specify that the system will operate as a standalone LAN network, with a mixture of indoor fixed dome and outdoor PTZ cameras. Wiring can use J-hooks and cable trays rather than requiring full conduit, and existing Cat 6 wiring may be reused where possible. The contractor must provide PC, mouse, keyboard and monitor for the monitoring station located in the basement comm room. System downtime during installation cannot exceed 48 hours at a time. The contractor will be responsible for removing old wiring, and while no security clearances are required, base access procedures must be followed. The document confirms there is no incumbent contractor as this is a new requirement.

Questions and Answers
Det 2 Camera Requirement
1. “All security camera wiring shall be properly protected to prevent damage or tampering and must be clearly labeled.” Does this mean they require conduit to be run from each camera back to the head end?
a. Refer to question #6
2. “AN as-built wiring diagram, (in PDF or VISIO format) shall be provided to 81CONS.”
What happens if there is something in the way while we are running conduit (if needed) and wires?
a. All locations with new cameras already have existing cameras around that space, so I don’t see this being an issue. If it comes to be one, get with user and we will come up with a way forward.
3. What are the ceiling materials in all of the spaces where cabling must be run through hallways, into rooms etc. (i.e. hard ceiling, drop tile ceiling, other)?
a. There is a mix of hard ceilings and drop tile.
4. The diagram shows new cameras (blue dots) being requested to go into what appear to be private Dorm rooms where individuals will sleep etc. Is this not against privacy concerns of the individuals? Or does something need to be done to address privacy concerns in a bedroom type area?
a. The mentioned dorm rooms have been converted into common areas.
5. The Removal section of the SOW states the old system must remain operational while the new system is installed. However, it also states that you can coordinate taking the system down up to 48 hours in advance of doing so. How long can the system be down before the new system comes fully online? There will be some time when replacing cameras in the same locations that neither system will be up and running and we would need to know how long we could keep the system down if it is scheduled at least 48 hours in advance.
a. Downtime is not to exceed 48 hours at a given time. See updated Statement of
Work Section 5(b)
6. Item ix. Under section 3 Requirements states wiring must be protected to prevent damage. Does this mean all cabling must be run in new conduit, or can it run through the ceiling just hung above the ceiling on J-Hooks etc. to ensure it is out of the way to avoid damage?
a. Yes, it can hang above the ceiling on J-Hooks, ceiling trays, etc. to ensure it is out of the way to avoid damage.
7. Is existing wiring run in conduit to all of the existing camera locations, or just through the ceiling plenum on J-Hooks or other hanging solution?
a. Existing wiring uses a mixture of conduit, cable trays, and other hanging solutions.
8. Where is the single monitoring station to be located, and does the PC for this station alone with keyboard, monitor and mouse need to be provided, or is it currently in place?
a. The monitoring station will be in the downstairs comm room in the same place the existing one is located - See Section 3(a)(xii) in Updated Statement of Work. PC, mouse, keyboard, and monitor will be provided by the contractor.
9. Is there a requirement for a minimum number of cameras to be able to be viewed simultaneously at the monitoring station?
a. Yes. Minimum of 6 camera views at a time. See Section 3(a)(xii) in Updated
Statement of Work.
10. Where is the storage system to be located? This is going to be a large server due to the volume of storage that will be needed for six months of storage, and it will need rack space.
a. The current storage system is in the basement comm room.
11. Is there a minimum required zoom ratio requirement that needs to be met? (i.e. 10x, 12x)
a. 20x – See updated Statement of Work
12. Is there a minimum resolution for the cameras that needs to be met?
a. 6 MP 3075x2048 – See updated Statement of Work

Management Database (CMD) Equipment Approval memo, which designates procurable
Video Servers and Security Cameras for PL-1 through PL-4 assets?

22. Is there wiring or conduits between floors and buildings to pull all the wiring to one central location? Or are there multiple equipment locations with wiring and conduit between them we can utilize. For example 1 mechanical closet per floor with wiring and conduit between them.
a. We have confirmed there are comm/mech rooms that can be used for wiring on each floor that are all connected with conduit. The comm/mech rooms 2nd and 3rd floor are stacked above each other near the basement. The comm/mech room 1st floor is on the other side of building near the emergency hallway. There is a mixture of conduit and cable trays that connect all existing cameras to the main comm room in the basement.
